When operating these functions, you should log on using an account with administrative authority.- “Use the update function” - “Configure environmental settings”(8) System memory usageWhen Windows Client is installed, the memory usage of the OS’s performance option will be set to the “program” in order to stabilize the operation of Windows Client. Uninstalling Windows Client will return the setting of the memory usage to the value prior to installation.(9) JIS 3rd- and 4th-level kanji character codesUsing the 3rd- and 4th-level kanji characters of JIS X 0213:2004 (known as JIS2004), a character code set added from Windows Vista, may cause garbled characters on OSs such as Windows XP. Do not use these characters with OSs such as Windows XP.(10) Changing the text font sizeWhen the text font size (DPI setting) of Windows has been changed, the layout of displayed text may become misaligned or run off the edge on some screens of Windows Client and C/S Console. If this poses a problem for operation, use the standard text font size.2.2 General iOS(1) Apple Push NetworkImmediate instructions from IT Policy N@vi to iOS terminals are made using Apple’s Apple Push Network. This function will not accept instructions when the terminal’s screen is locked. Therefore, in such a case, instructions will be applied to the terminal after the screen is unlocked.(2) Inventory functionInventory function using iOS terminals is not supported.(3) Allow use of SafariOS that can control "JavaScript is made effective" function is up to iOS 6.* It is not possible to control since iOS 7.2.3 Network environment(1) Basic configurationAbout IPv6IPv6 is not supported. Use IPv4 settings for your operation.Allocation of multiple IP addressesThe “Multiple IP Address” setting that allocates multiple IP addresses to a LAN adapter will prevent ITPolicy N@vi’s communication function from operating correctly. Therefore, do not use the “Multiple IPAddress” setting.(2) Name resolutionIn order to use IT Policy N@vi, you must be able to correctly refer to (resolve) the host name. Particularly, when NetBIOS over TCP is disabled, the following points require attention:When a DHCP server is used for Windows Vista/Windows 7When Windows Vista or Windows 7 is used for the Client, addresses may not be allocated unless youuse the DHCP provided by Microsoft. See Microsoft’s website below for details:Windows Vista cannot obtain an IP address from certain routers or from certain non-MicrosoftDHCP servers (/kb/928233/en-us)(3) Port numbers to be usedThis software uses the following ports for network communications. The port numbers shown below are the default port numbers of this software.IT Policy N@vi Windows ClientProgram name Port number (protocol) Client resident program (service) 443 (TCP) (*1)(*1) The port number for the Client resident program and quick update agent may not be changed.(*2) This applies only when the “Remote Monitoring Option” is subscribed.IT Policy N@vi C/S ConsoleProgram name Port number (protocol) IT Policy N@vi C/S Console program 443 (TCP) (*1)(*1) The port number for the IT Policy N@vi C/S Console program and quick update agent may not be changed.(*2) This applies only when the “Remote Monitoring Option” is subscribed.(4) Compatibility with Windows FirewallThis software is compatible with Windows Firewall. When installing and starting this software, the following program will be automatically added to the exceptions list of Windows Firewall:Client : BzAgent.EXEHowever, when Windows Firewall is enabled and “Don’t allow exceptions” is checked, the exception above will not be accepted and communication will be disabled. Check the settings before use.(5) Resolution of host nameIf the OS in your network consists of Client OS only, the host name may not be resolved. As a solution to this problem, you may use one of the settings below:- Windows XPTurn on “File and Printer Sharing” under “Windows Firewall Exceptions.”- Windows VistaTurn on network discovery at “Network Center” under “Network and Internet.”- Windows 7Turn on network discovery at “Advanced sharing settings” under “Network and Sharing Center.”(6) Environments where other firewall products are installedDepending on the type of antivirus software, functions for firewalls and monitoring execution of programs may be installed. In such an environment, IT Policy N@vi Windows Client and C/S Console will not operate correctly because they cannot start programs and communications. Set the module or port used by IT Policy N@vi as an exception to the functions for firewall and monitoring execution of programs. When specifying a port for the firewall, it must be set by both Clients.7 (UDP), 67 (UDP), 68 (UDP)(7) DHCP operationThe relationship between the computer name and IP address may be changed on an irregular basis. Set the DynamicDNS, DHCP environment or WINS server so that a correct IP address can be obtained from the computer name. If a correct IP address cannot be obtained from the computer name, the instruction may be executed on a wrong computer. In addition, if the lease period of the DHCP server is too short, depending on your network environment, an incorrect name resolution may be performed, resulting in a higher risk of malfunction during processing. This problem may be resolved by allowing a lease period longer than the time required for processing, or reserving an IP address on the DHCP server.(8) Standby functionWhen a PC installed with Windows Client enters standby (sleep) mode, it is impossible to unlock standby mode using the C/S Console unless you have configured the settings as follows. In such a case, you will need to unlock standby mode by pressing the power button of each PC. CAP/DA should receive these publications by 7 Nov 16 to satisfy the requirement of paragraph8.3.3.4.If the existing OI or supplement was previously approved by NHQ, they will remain current until the parent regulation (for supplements) is revised. For these publications, recertification will occur on the anniversary of its original implementation date (paragraph8.3.4.).If the existing OI or supplement was not previously approved by NHQ, it needs to besubmitted to the applicable OPR immediately for approval and posting on the publications website.3.Do supplements and OIs require “compliance elements” as Attachment 1?Yes, they do. (Paragraph 7) As a general rule, the existence of supplements and OIs are reviewed during compliance inspections only if the parent regulation requires theirissuance. However, in contrast, the contents (i.e. requirements) of the supplement/OI are usually only assessed for compliance during subordinate unit inspections. Supplement and OI OPRs are responsible for monitoring and tracking subordinate unit compliance.4.Do operating instructions written by the wing apply only to Wing HQ?Yes, OIs are applicable only to the chartered unit issuing them, unlike supplements that are applicable to the issuing unit and all subordinate units. (Paragraph 8.3.2.3. andAttachment 4)5.Our unit has OIs that do not correspond with a specific regulation. What happens to them? The subject matter will still align with a functional department within NHQ and should be sent to that OPR for approval. Keep in mind that supplements and OIs should be usedsparingly. Unless the parent regulation requires a supplement or OI, they should be the exception and not the norm. (Paragraph 8.3.2.1.)6.Where do I find templates for OIs, supplements and waivers?https:///forms_publications__regulations/publications-management/7.I have a policy letter that is critical. What should I do?Carefully review the policy and determine if it is really necessary. If not, rescind the letter. If you believe it critical, rewrite it as a supplement or operating instruction and submit it through your chain of command to the appropriate NHQ office of primary responsibility (OPR).8.How does the regulation effect wing and region communication plans, mission exerciseplans, improvement plans in AARS, etc.?CAPR 1-2 will not affect the development of plans. As a general rule, plans are tools tohelp guide a unit to a desired end state and may provide “how to” information forattaining the desired end state. For example, a disaster response plan guides a unit onhow to recover from a disaster; the desired end state being to return to normal operations.Although a regulation may require development of a plan and direct its minimum contents, the plan itself serves more to promote a readiness posture than a list of “go do”requirements. As such, plans are more closely related to nondirective pamphlets.9.Does my chain of command have to approve every publication? Each parent regulation will eventually define their respective supplement and OI approval process. (Paragraph 8.3.3.) If the supplement or OI is associated with Air Force Assigned Missions or federally provided resources, it must be coordinated with intermediate levels of command and the CAP region and CAP-USAF liaison region prior to being sent to NHQ for approval. (Paragraph 8.3.3.2.)10.Can any unit really issue a pamphlet?Yes, pamphlets are nondirective publications and may be issued at any level unless limited or prohibited by the regulation pertaining to the subject matter. (Paragraph 9)11.Is NHQ approval required to supplement Index 0-2?No, indexes are not directive in nature and may be developed locally without higherapproval. No supplement is needed. (Paragraphs 14.1, 14.2 and 14.3)12.Is there concern NHQ OPRs will be inundated with publications to approve?Although some increase is anticipated, most NHQ OPRs currently review and/or approve supplements and OIs to their respective regulations.Contact CAP/DA, Jeanne Stone at *****************with any additional questions.。

Guide to Implementing Electronic SignaturesOffice of Business and FinanceOffice of the Chief Information Officer Used in conjunction with the Electronic Signature policyIssued: 09/01/2015This document outlines the requirements and other important considerations that must be taken into account for units implementing electronic signatures at Ohio State in compliance with the Electronic Signature policy. Sections include: −Phasing Out Handwritten Signatures – encourages use of electronic forms and work flows;−Using the University-Approved Electronic Signature System – describes how to get started with the electronic signature system;−Opting Out of Conducting Business Electronically – requirements for handling such requests from employees and non-employees;−Transactions in Which Electronic Signatures Should Not Be Used – lists types of transactions that should continue to use handwritten signatures; and,−Establishing New Systems with Electronic Signatures – lists requirements for establishing new electronic signature systems and defines the university-approved authentication method for electronic signatures.Phasing Out Handwritten SignaturesNot all processes have full online systems built around them. Many processes still require a handwritten signature on a printed document (forms, contracts, offer letters, etc.). These completed paper documents are then scanned and uploaded into university transactional systems and/or are stored locally. The university-approved electronic signature system replaces the need for handwritten signatures. This enables the university to streamline its paper-based processes as either a short-term solution until a more permanent online system can be implemented, or as a long-term solution. The key benefit of collecting signatures electronically (as opposed to, e.g., scanning and uploading documents signed by hand) is time savings. Processes that must wait for someone to return from a trip to sign something or that require signatures from multiple people will be completed in minutes or hours, instead of days or weeks, using electronic signatures. With this approach, processes that require input from individuals (e.g., hire data worksheet) collect the information in typed form, not hand-written form, reducing data entry questions due to illegibility. Electronically signed documents are already in electronic form (no scanning) and are stored electronically. This makes it easier to share documents with those who need access to them and it makes it easier to find specific documents since the information contained therein may be searchable. If a paper copy is ever needed, it is easy to simply print the document.Units should discontinue using printed versions of documents to gather handwritten signatures, except when handwritten signatures are required by law (see Transactions in Which Electronic Signatures Should Not Be Used below). Instead, units should use electronic versions of those documents (Word, PDF, other common formats, etc.) to gather signatures electronically via the university-approved electronic signature system. Once the electronic signatures are complete, the resulting electronically signed documents can be uploaded into the appropriate university transactional systems (e.g., PeopleSoft HR/SIS/Finance, eRequest, eLeave, HR Action, AdvisingConnect, OSUMyChart, Epic, etc.) and/or stored electronically as needed.Using the University-Approved Electronic Signature SystemThe university approved electronic signature system, DocuSign, enables university employees to send documents to individuals to sign electronically. All university faculty, staff, and students are automatically set up with the ability to sign electronically and do not need to take any additional steps to be able to receive documents via the system. Some university employees may be set up with additional access to the system that enables them to send documents out for electronic signature. Documents sent via the system can be signed electronically by both university and non-university individuals. Table 1, below, summarizes the different roles for the system and the process individuals must follow to gain access.Office of the Chief Information Officer Used in conjunction with the Electronic Signature policyIssued: 09/01/2015Table 1: Summary of System Roles and ProcessesRole Abilities Request and Approval Process TrainingRequired? Senders and Authors needing assistance should contact 8-HELP who will immediately route their requests to the OCIO and B&F support teams.Security and Additional ControlsWhen used as directed, the university-approved system provides reasonable assurance (1) of the authenticity of electronic signatures, (2) that the signatures will not be rescinded (the signer cannot make a legitimate or supportable claim they did not sign it), and (3) of the integrity of the electronically signed records. The proper use of this system also mitigates risks in cases when the electronic record to be signed contains internal, private, or restricted data as defined by the InstitutionalOffice of the Chief Information Officer Used in conjunction with the Electronic Signature policyIssued: 09/01/2015Some additional controls (e.g. a code sent via SMS/Text message in addition to the signature) are required for certain types of documents and/or certain signature processes. These controls are addressed in detail as part of the Electronic Signature Sender and Author training. Signers needing technical assistance with these should contact 8-HELP or the unit that sent the document originally.Table 2: Summary of Two-Factor Authentication RequirementsRecipient Type of Data Log-in Required Two factorauthentication requiredOther RequirementsOSU email account All data exceptrestricted Shib login NoOSU email account Restricted Shib login No The author is requiredto use the maskingcriteria and workflowthe document such thatthe input of restricteddata is last in theworkflow whenpossible.Non-OSU frequent user (e.g. vendors) All data exceptrestrictedDocuSign login No Account needsrequested throughOCIONon-OSU frequent user Restricted DocuSign login Yes Account needsrequested throughOCIONon-OSUinfrequent user(e.g. new hire)All data N/A YesRecords RetentionOnce a document is complete, the unit must retain the resulting records in accordance with the university Records Retention Schedule, other university policies (e.g. Personnel Records, Travel, Procurement, etc.) and the Information Security Standards.Opting Out of Conducting Business ElectronicallyAs university processes are converted from handwritten signatures to the university-approved electronic signature system, employees, including student employees, acting within the scope of their employment, are expected to use it and may not opt out of conducting a transaction electronically. However, if an employee needs an ADA accommodation, handwritten signatures or other approaches recommended by the university ADA coordinator should be used.Office of the Chief Information Officer Used in conjunction with the Electronic Signature policyIssued: 09/01/2015Individuals and entities, excluding employees acting within the scope of their employment, may opt out of conducting a transaction electronically by providing written notice of the decision to opt out of conducting business with the university electronically per transaction. The written notice must be directed to the university employee responsible for the business relationship with the party. In such cases, handwritten signatures or other approaches recommended by the university ADA coordinator should be used. The notice to opt out should be retained with the record that was signed. Upon receipt of such notice, the university may reassess its interest in contracting with the party choosing to opt out, and retains the right to cancel the pending transaction, unless otherwise obligated by law or agreement.Best practices on how to process requests to opt out are included in the Electronic Signature Sender training. Best practices on designing ADA accessible electronic signature forms and templates are included in the Electronic Signature Author training.Transactions in Which Electronic Signatures Should Not Be UsedElectronic signatures should not be used for the following types of transactions (use a handwritten signature): •Wills, codicils and testamentary trusts•Commercial paper, which includes paper checks and promissory notes (ORC §1303; UCC Article 3)•Documents of title, for example a property deed, automotive title or bill of lading (ORC §1307; UCC Article 7) •Documents relating to securities, for example a stock certificate (ORC §1308; UCC Article 8)•Ohio Public Employees Retirement System formsThe above exceptions do not include transactions involving the sale of goods or services or leases (see ORC §§ 1302, 1310; UCC §§ 2, 2A), for which electronic signatures may be used. The university-approved electronic signature system may not be used to collect credit card numbers.Establishing New Systems with Electronic SignaturesIf a unit wishes to implement a new system with a different method of gathering electronic signatures, or seek to use an existing or the university-approved electronic signature system with a non-standard configuration, it must apply for approval by sending a request to *************. The Business and Finance Senior Director for Shared Services and the Deputy CIO of the Office of the CIO will evaluate the request and either approve or deny it using the criteria below. To be approved, the new system must:1.Employ a university-approved authentication method at the time of signature (see University-ApprovedAuthentication Method for Electronic Signatures section below);2.Meet Information Security Standards for electronic records that contain institutional data classified as internal, private or restricted (see Information Security Framework, /itsecurity/framework);e separation of duty and other controls to mitigate risks;4.Employ the access, monitoring, maintenance, security, and other controls to provide reasonable assurance of theauthenticity of electronic signatures, that the signatures will not be rescinded, and the integrity of theelectronically signed records.Office of the Chief Information Officer Used in conjunction with the Electronic Signature policyIssued: 09/01/2015University-Approved Authentication Method for Electronic SignaturesAn electronic signature that does not employ a university-approved authentication method at the time of signature may not be binding on the university and because of this, units must use a university-approved authentication method. A university-approved authentication method meets all of the requirements outlined in Table 2. The university-approved electronic signature system meets all of these requirements.Table 3: Requirements for University-Approved Authentication Method for Electronic Signatures Requirement Description Method/SystemAuthenticity The person signing is whothey say they are. The system must require authentication before enabling the signer to sign electronically. For university constituents, this authentication will happen with a user’s university name.n credentials via:•Shibboleth•Other AD/LDAP system if the signer’s user account is automatically synchronized with Ohio State’s Identity Management System Signing a PDF file using the “Sign” option in Adobe Reader does not meet this requirement, nor does just typing one’s name or drawing one’s signature.Nonrepudiation The signer must take anaffirmative action of somekind to sign it. The signercannot make a legitimate orsupportable claim they didnot sign it. Two-factor authentication (a login/password and an additional code given to the signer by some other means) is required in cases when the signature is on a record that contains private or restricted data or carries material risk. Two-factor authentication also mitigates the risks of: a) a record to be signed being forwarded from the recipient to another individual who could sign as if they were the original recipient, or b) the email account to which a signature request is sent being compromised.Integrity It is possible to tell if acompleted electronicsignature has been falsifiedor tampered with. Workflow systems (e.g., eRequest) are secured to ISS standards so that completed signatures cannot be reversed or tampered with. Systems that produce certificates of signing must make those certificates tamper evident (e.g., DocuSign’s digitally sealed certificate).Statutory Requirement ORC §1306.07 Electronic records beingcapable of retention byrecipient at time of receipt. When the signing is complete, the recipient must be capable of retaining theelectronic record in electronic or print form. With DocuSign, this isaccomplished by receipt of a completed PDF once the signing is complete.Statutory Requirement ORC §1306.04 and ORC §1306.16 In some cases, it is possibleto opt out of signingelectronically for a particulartransaction.Individuals and entities, excluding employees acting within the scope of theiremployment, may choose to opt out of conducting a transaction electronicallyby providing written notice of a request to opt out of conducting businesswith the university electronically. The written notice must be directed to theuniversity employee responsible for the business relationship with the party.。

规则和数据:openpolicyagent(OPA)使用基于规则和数据的语法来定义策略。

Rego

RB Digital Signature Proxy Guidefor agenciesRB Digital Signature Proxy overviewRB Digital Signature Proxy (RB-DSP) is a system that court reporting agencies use to apply reporters’ digital signatures, AKA personal digital certificates, to RB-PDF Transcripts, a type of electronic transcript. RB-DSPalso provides a way for reporters and agencies to monitor the use of reporters’ signatures. Both reporters and agencies must register with , and reporters must also issue their personal digital signatures on and upload their “wet” signatures to .This manual provides instructions for agencies to register with and set up their account to digitally sign PDF transcripts created in RB9. Harbor Blvd., Suite 108Fullerton, CA 92835RB-DSP registration workflowTo set up for your production staff to apply reporters’ digital signatures to RB-PDF transcripts, follow these three steps:Register with Send invitations to reporters Update reporters’ profiles Create agency signature (if needed)NOTERB-DSP works with RB-PDF Transcripts only, not with other electronic transcript formats. RB-PDF Transcripts are PDF versions of ACSII transcripts, which have been formatted to include unique features for the legal and legalsupport industries, and can only be created with RB9 office management software.Set up your agency account on .Reporters must give you permission to apply their signatures, so invite your reporters to set up their accounts and digital signatures on .When you receive a reporter’s permission via email, update their profile in your RB8 or RB9 to include their digital ID and password. Then you can begin applying their digital signatures to RB-PDF Transcripts. If your state requires agency signatures on electronic transcripts in addition to reporters’ digital signatures, generate your own digital certificate and upload the ‘wet’ signature of the person at your agency who is responsible for signing transcripts.Registering with Incorporate reporters’ digital signatures into your production workflow easily and securely. You must be registered to use RB-DSP.1. Launch your web browser and go to .2. In the Agency Log-in section, click Sign up free.3. In the Join window, follow the instructions to find your RB9 product code, then enter it in theProduct Code field and click Validate Product.4. Once the product code is validated, additional fields appear below. Fill in every field. Check the boxes to agreeto the terms of use and privacy policy after reading them. Click Request to join.5. An email containing the authorization code will be sent to the email address you have provided. Copy theauthorization code from the email, then paste into the Authorization Code field in the Authorization window in . The Authorization window will only be active for 20 minutes from the time you clicked Request to join. Click Join to proceed.6. The Send Invitation window appears. See “Sending invitations to reporters” for more information.Sending invitations to reportersBefore you can apply reporters’ digital signatures to RB-PDF Transcripts, reporters must grant you permission to use their digital signatures. Invite reporters to share their signatures with you.1. Click Send Invitations in the navigation bar.2. In the Send Invitation window, enter the following information:• Send To – Enter the email addresses of your invitees, separated by commas.• Subject – Enter text that will appear in the Subject line of the email.• Message – The default message is provided by OMTI. Change if necessary.3. Click Send.4. Repeat steps 2 and 3 for any additional reporters who work with you.TIPTo see all of the invitations you have sent so far to reporters, click Invitation Log in the navigation bar.NOTESome ISPs view the sending of one email to multiple addressees as spam and will block them. Different ISPs have different limits on what will cause an email to be rejected. If you work with a large number of reporters, you can send one email to several recipients at once (by entering their email addresses separated by commas, in the Send To field) but break the group into several batches so you are not sending more than 20 emails at a time.Updating reporters’ profilesWhen you receive an email from a reporter giving you permission to apply their digital signature to RB-PDF Transcripts, copy the (encrypted) information from the email to the reporter’s profile in RB9. This information will allow RB to automatically access and apply both the reporter’s digital certificate and an image of their handwritten signature to RB-PDF transcripts for which the reporter is the reporter of record.1. In RB9, click Entities > Resources.2. Search for the reporter. (Refer to the RB9 User Guide for search instructions.)3. Click the reporter’s hyperlinked name.4. Click Edit, then scroll or jump to the Additional pane.5. Copy the encrypted text strings from the email to the corresponding fields.6. Click Save.NOTESOnce you have set up your ReporterBase Digital Signature Proxy, applying a reporter’s signature is simple: Production staff do not need to go to a third-party website or application; it is all within RB’s PDF Transcript function. It is also accurate because production staff do not choose a reporter’s signature for a transcript; the correct signature is already tied to the transcript based on who turned in the job.Applying an agency’s signature is a similar process and is required in some states. To set up your agency’s signature, see “Creating the agency’s electronic signature.”For instructions on creating RB-PDF Transcripts and applying digital signatures, see “Creating PDF transcripts” in the RB9 User Guide.Creating the agency’s electronic signatureSome courts, such as Arizona’s supreme court, require agencies to electronically sign transcripts, in addition to having the reporter’s signature on the transcript. Whomever your agency has assigned this responsibility can add their signature to RB’s Digital Signature Proxy Service for their agency to automatically apply to RB-PDF Transcripts.1. Sign in to https:// in the Agency Log-in fields.2. Under Signature Proxy, click My Signature.3. On the Signature Proxy > My Signature screen, you can provide us with your signature by either:• Drawing your signature inside the box, then clicking Submit. OR:• Clicking the hyperlink to print out the Signature Form. Then:1. Sign your name in black ink in the solid box on the Signature Form. Make sure your signature does notextend beyond the borders.2. Scan or take a picture of your signed Signature Form and save it as a PNG or JPG.3. Click Upload, choose the saved image file, then click Submit.4. We will notify you via email when we have processed your agency signature.5. To apply the agency signature to RB-PDF Transcripts, see “Creating PDF transcripts” in the RB9 User Guide.。

应用案例:csc /target:exe /reference:System.dll Program.cs该命令将编译Program.cs文件并生成可执行文件,同时引用了System.dll程序集。

应用案例:csc /out:MyProgram.exe /target:exe Program.cs该命令将编译Program.cs文件并生成名为MyProgram.exe的可执行文件。
