Tank Container Operations Procedures

--Gate in Operations –

The following guidelines will apply to SINOTANK’s tank gate-in operations which bearing a file number SINOTANK-TOP02.

此文件编号为SINOTANK-TOP02，适用于华泰公司罐箱的进场操作。

1, Receiving Turn-in Information from Customer

--- Considering of Tank is a special container and maybe with the dangerous cargo , prior to any Tank(s) move-in, a format of Tank Gate-in Information MUST be filled in by user/owner and be offered to Sinotank to detail the relevant tank data, including the tank prefix / serial numbers / tank type/status(empty or loaden)/product name of last cargo (both in English & Chinese) / purpose of moving in (Off-hire, Cleaning Only, Periodic Test Only, Cleaning & Statutory Test, Damage for Repair, Storage Only) and other necessary data (such as the JFC-Japan Anti-Fire Certificate) in order for us to follow up a special record in our TDS (Tank Data System) and further safety operations. That means any tank(s) turn-in but without Gate-in Information or with error/improper data supplying against our gate-in inspection, SINOTANK may reject the gate-in movement or stop the followed services, but advise the customer immediately.

1，接收客户的进场信息

--- 考虑到罐箱是一种特殊的集装箱并有可能装载着危险货物，所以在进场前，堆场必需收到来自用箱人或箱东的用以表述相关罐箱资料的书面进场通知，内容包括：罐箱箱号、类型、空重状况、上次所装货物的中英文名称、货物安全资料、进场目的(退租、清洗、阶段性检查、清洗加法定检查、残损修理或存储等) 和其它所必需的相关资料(如是否有日本防火证等），以便我司在罐箱资料系统中做正确的信息输入和随后的各种安全操作。也就是说，对于任何堆场没有事先收到进场通知，或虽收到进场通知，但在实际进场的核实中发现客户先前所提供的各种信息与实际不符的罐箱，从保证安全的角度来说，堆场将可以拒收此罐箱或暂停某些堆场服务, 并即刻通知客户。

--- The customer will be responsibility to the relevant depot loss or person casualty resulting from customer’s error gate-in information which depot can’t check out in Tank gate-in inspection.

--- 任何来自客户的错误信息，而堆场在进场资料核实中又无法发现并造成堆场损失或人员伤亡的，责任应由提供错误信息的客户负责。

--- Once depot received the turn-in information, based on checking to the content and well copied, our Business Center (BC) will pass it to our OD (Operations Department) for special file & awaiting for actual tank move-in.

--- 在接到客户的进场信息后，公司业务中心在核查各项必要信息的完整性并做存档后，需将此信息转给操作部，以待罐箱进场。

2, TDS Input, Gate-in Inspection, Gate-in Estimation

--- Once the tank moved-in, our OD will be responsible to verify the consistent of various data in accordance with previous Gate-in Information from customer, and if it’s correct then settle move-in and advise BC for data input. The content of input will include the cord of user or owner/prefix/serial Nos./tank type/status/last cargo/gate-in purpose(such as “OF”/off-hire, “CO”/cleaning only, “TT”/periodic tests, “CT”/cleaning and statutory test, “DM”/damage repairing, or “ST”/storage only) and other conditions, etc.

2, 系统输入、进场检查和进场估价

--- 罐箱进场时，操作部需首先负责核查进场箱单，在依据客户先前提供的进场通知与实际箱号、箱型对比无误后，方可放箱进场并通知办公室做资料录入。录入的主要内容有客户代码、箱号、箱型、空重状态、上次所载货物、进场目的(如“OF”表示退租，“CO”表示清洗，“TT”表示阶段性检查，“CT”表示清洗和法定检查，“DM表示残损修理”，“ST”表示存储)和其它资料等。

--- Gate-in inspection is a depot initial & visual inspection and to be performed immediately according to the following “Guidelines” when tank(s) moved in.

A, The criterial or standard offered by relevant customer. If not, according to clause B & C listed below;

B, TANK CONTAINER REPAIR GUIDELINES AND DEFINITIONS which issued by TANK CONTAINER ASSOSIATION;

C, ACCEPTABLE CONTAINER CONDITION which issued by INTERNATIONAL TANK CONTAINER ORGANISATION AT MAY 1st 1998.

--- 进场验箱是罐箱进场后需即刻要做的首次视觉检查。首次检查应遵循以下各验箱指南：

A, 客户提供的验箱标准。如客户没有提供专门的验箱标准，可依据以下B款和C 款;

B, 《罐箱修理指南及定义》-- 罐箱协会出版;

C, 《可接受的罐箱状况》-- 国际罐箱组织出版。

--- Category of gate-in inspection will be directed against all the items which our duty inspectors can safe check from the outside of tank barrel and without any tank operations, including tank frameworks, accessories, exterior cleanliness, necessary decals, insulation cladding, various valves & data plates, etc.

--- 进场验箱的范畴涉及到验箱员在不对罐箱进行任何操作的情况下，于罐体以外所能检查到的所有项目，包括框架、各种附件、外部清洁度、各种标记、保温层和外皮、各种阀体及铭牌等。
