29.東日本大震災中国人実習生次々帰国農家、収穫に不安も
東日本大震災と東京電力福島第1原発事故の影響で、「外国人研修・技能実習制度」を利用して茨城県内の農家で働いていた中国人が大量に帰国した。
春白菜やキャベツの産地、同県八千代町では約300人に上り、収穫の担い手が不足。
福島県から避難してきた人が穴を埋める動きも出ている。
八千代町は福島第1原発から約170キロ。
中国人実習生3人とキャベツやゴーヤを育ててきた女性(49)は、1号機の建屋が爆発した3月12日夕、実習生が寄宿舎のテレビでその映像を食い入るように見ているのを見かけた。
「日本は大変」。
来日3年目で一番日本語のできる楊浩さん(29)=湖北省出身=が不安そうに語りかけてきた。
「ここは大丈夫だから」。
女性の家族が日本地図を広げて説明したが、表情が硬い。
楊さんは畑に出るときマスクをつけるようになった。
結局、3人は帰国しなかったが、帰国を決意した実習生仲間から頻繁に「一緒に帰ろう」と誘いがかかる。
中国に残した楊さんの妻(29)も「心配だから帰ってきて」と電話してくるという。
4月上旬。
女性は楊さんに「これからも仕事できる?」と聞いてみたが、「様子を見ないと分からない」と言葉を濁された。
「実習生が帰ってしまったら収穫しきれないから、畑を縮小するしかない」。
ハラハラしながら3人を見守っている。
福島からの避難者を農家に紹介している八千代町農業委員長で町議の水垣正弘さんによると、町では15年前から同制度を利用して外国人を受け入れてきた。
震災前にいた約790人の8割は中国人で、そのうち半数が帰国したという。
「農業は収入が不安定で、若い人には生活のリズムが合わない。
真面目に働いてくれる実習生に頼ってきた」と話す。
水垣さんが農家に紹介した福島県の避難者は39人。
ほとんど農業の経験はない。
町社会福祉協議会などと協力して借家やアパート、家財道具を準備し、農家には時給800円で雇うようお願いした。
しかし、一方で新しい実習生の受け入れにも努めている。
「避難者はいずれ元の仕事に戻りたいと思うのが現実。
実習生が必要なことに変わりはない」
【ことば】外国人研修・技能実習制度途上国の人材育成・技術発展を支援するため、3年を限度に外国人を日本の企業などに受け入れる制度。
08年末で約19万人が受け入れられている。
従来、1年目は研修生として仕事に携わっても労働法規が適用されなかったが、実態は労働者同様に扱われることも多く、昨年7月、全員に労働法規が適用されるよう制度改正された。
財団法人国際研修協力機構によると、09年に受け入れた研修生約5万人のうち8割を中国人が占め、都道府県別では茨城県が最多で3790人だった。

30.<東日本大震災>「全額負担させられた」保険証紛失で被災者
東日本大震災の被災地では保険医療にも混乱が及んでいる。
被災者は保険証を失って窓口負担なしで受診できる措置が取られているが「全額負担させられた」との苦情が続出。
一方、医療現場からは「事務処理能力を超えている」との反発が出ている。
「ただでさえ現金が大事な時期に、つらいですよ」。
福島県いわき市の自営業、折笠修さん(52)は表情を曇らせた。
保険証は津波で自宅ごと流された。
被災後、頭痛が続き、市内の病院で診療を受けると、保険証がないとして全額の支払いを求められ7000円を払った。
「これでは病院に行くのもためらってしまう」
厚生労働省は今回の震災で、地震や津波で自宅が全半壊した人、福島第1原子力発電所の事故で避難を余儀なくされた人などを対象に、窓口負担の猶予を認めるよう都道府県などに通知した。
最終的には保険者(健康保険組合など)に全額負担を求め、被災者の支払いは免除する方針だ。
しかし、福島県国民健康保険課によると「全額負担させられた」との苦情や問い合わせが1日10~20件寄せられている。
同じ被災地の宮城、岩手両県でも苦情が多いという。
同課は「免除の措置があることを知らない医療機関が多いのではないか」とみる。
これに対し、医療機関からは反論の声が上がる。
いわき市にある公立病院の事務担当者は「免除の措置は知っているが、震災の混乱で事務処理能力を完全にオーバーしている」と語気を強める。
保険証をなくした被災者が窓口負担の猶予を求める時は、自身の入っている保険の種類などを自己申告する。
医療機関側は、それに基づいて保険者に問い合わせ、裏付けを取る必要がある。
だが、この担当者によると、窓口には避難生活で体調を崩した人などで常に長い行列ができており、確認作業に時間を割く余裕はないという。
「払える人にはいったん払ってもらうしかない」のが現状だと説明する。
厚労省医療課は「医療機関の手間にはならないという前提で通知を出した。
被災者の復興支援が趣旨なので、きちんと処理してほしい。
被災者自身は免除される立場にあることをしっかり主張してほしい」と話している。
31.<統一地方選>三重県知事、36歳鈴木氏に全国最年少
第17回統一地方選前半戦は10日、12都道県知事選と4政令市長選、41道府県議選、15政令市議選が一斉に投開票された。
三重県知事選では、元経済産業省課長補佐の鈴木英敬氏(36)=自民・みんなの党推薦、公明県本部支持=が岡田克也・民主党幹事長の地元で、前津市長の松田直久氏(56)=民主推薦=と旧津市議の岡野恵美氏(58)=共産推薦=を破って初当選した。
鈴木氏は橋下徹・大阪府知事(41)を抜いて全国最年少知事となる。
三重県は野呂昭彦知事(64)が今期限りで引退し、無所属新人3人の争いとなった。
投票率は55.69%(前回54.35%)。
鈴木氏は知事給与を全国最低にすると公約。
職員や県議を含む県の人件費の2割削減を訴えた。
また、民主党と連合三重の推薦を受けた松田氏を意識し「公務員などの労組の支援を受ければ、しがらみができる。
自分にはしがらみがない」と主張して支持を広げた。
当選を決めた鈴木氏は10日夜、津市内の選挙事務所で「三重県の政治の歴史的転換となる大勝利。
この勝利は日本を変える大きな流れになる」と述べた。
松田氏は県議や津市長としての実績を強調したが、出馬表明が遅れて浸透し切れなかった。
岡野氏も支持が広がらなかった。
