在 XX 大学的东北角,西边临近小河,东边连接大礼堂 教师区域,北边挨着运动场,南边是花房,占地面积约 28000 平方米。此地属于典型的暖温带气候类型,夏季 炎热且多雨,冬季寒冷又干燥。年平均气温为 13.3 摄氏 度,平均降水量达 554 毫米。土壤为楼土,目前为空地 。

Project Budget Tool:Instructions and GuidelinesGeneral DescriptionThe Project Budget Tool has been developed to aid public housing agencies (PHAs) in developing individual project based budgets. The provided format is not mandatory, but is offered as general guidance. The Project Budget Tool is an Excel spreadsheet template that creates both individual project budgets as well as combining reports (covering all projects).The spreadsheet uses a series of macros and hyperlinks to allow the PHA to budget each AMP individually while compiling the data into a combining budget presentation. It is recommended to download the Project Budget Tool into a dedicated file folder for the initial budget preparation. You may need to edit the scaling options on the page setup for printing purposes.Caution is urged on changing the formulas or appearance of the budgets. Additions or deletions of columns or rows may cause the combination of the amounts as listed on the project summary reports to produce an error. The Project Budget Tool is intended for use with Excel 2003 and after.Note: Upon determination that rows or cells need to be added or modified, a degree of Excelproficiency is needed. Each worksheet will need to be unprotected to allow the user the option toadd a row. The amount and PUM tabs for each individual project along with the summarizedproject and PUM reports on the project budget tool will need to be modified to also include thesenewly added rows. Individual cells will need to reference the added rows from the individualproject files. Each account line corresponds with the exact row number on each report. Anyexceptions to this rule will cause errors in the summarized reports.Budget FormatCurrently, PHAs submit year-end financial data to HUD’s Real Estate Assessment Center (REAC) utilizing a prescribed Financial Data Schedule (FDS). This FDS is in the process of being modified to support asset management. The Project Budget Tool utilizes the prospective line items of this revised FDS. PHAs may view the most recent version of the proposed FDS at:/offices/pih/programs/ph/am/fds.cfmThe budget format consists of projecting anticipated sources of income and expenditures for a given period. The budget focuses on the projected cash flows of the project. The layout differs slightly from the manner in which the accounts are presented on the FDS. Recurring income items have been grouped together as operating income. Recurring costs associated with the operations of the project have been grouped together as operating expenditures. These two items are netted against each other to determine cash flow from operations. Other financial items (sources and uses) consist of items that are not typically recurring in nature or are unusual. These items may include operations transfers, nonroutine maintenance items, debt service payments and capital expenditures. The total of these other financial items is added or subtracted from cash flow from operations to arrive at the projected net cash flow of the individual project.Due to the focus of the budget being on a projected cash flow basis, certain items may differ from the actual presentation of the financial statements. One example is the omission of depreciation expense since this is a non-cash expense. Other examples pertain to the inclusion of capital expenditures and the total cost of servicing debt.General InformationAfter the project based tool has been successfully downloaded, you will need to click on the General Information tab. The General Information tab requires the following information to be listed:Housing Authority NameAddressPHAFiscalYearHA CodeListing of AMP #s and Project namesThe Asset Management Project (AMP) number assigned in PIC will be used for assigning the AMP # along with the corresponding name of the project. An AMP name must be listed next to the AMP number. If the AMP number does not have a specified project name attached to the AMP number, a budget will not be created. The PHA should use caution when entering the AMP numbers and name data. Once the individual budget files have been created, the file names cannot be edited without losing the hyperlink interface. The Project Budget Tool will continue to pull data from the original file names. After the aforementioned information has been entered, click on the plus button to initiate the macro. The macro will then build an individual budget Excel file for each project listed. This process may take a few moments depending on the number of projects involved. The bottom of the screen will indicate the progress of the initialization. Upon completion, a set of hyperlinks will then be displayed connecting the individual project budgets to the Project Budget Tool. Click on the hyperlink to open the individual project spreadsheet. Each project will have its own individual Excel spreadsheet saved to the file folder used by the project budget tool.Example: General Information TabAccessing Individual Project BudgetsIn order to access the individual project budgets which have been built by the macro, simply click on the file name built and shown under File Names (hyperlink) on the General Information tab. When you click on the file name, the hyperlink will open the individual Excel budget file. Once all information has been entered into the individual budget file, be sure to save the file. Otherwise, you may lose the information you have entered.To return back to the Project Budget Tool, simply click on the back and forward buttons provided by Excel.Two additional tabs titled Project Summary and PUM Summary will pull information from the individual AMP budgets and incorporate them into a master report listing each budget separately and a separate PUM calculation.Project Summary TabThe Project Summary lists the totals from each prepared AMP budget and combines them into a summarized budget format. The total of the individual AMP budgets is listed in the total column. These amounts are taken from completed budgets of each individual AMP. Information related to the completion of the individual AMP is listed in a following section.Example: Summary of Individual Project BudgetsPUM Summary TabThe PUM Summary tab lists information based on the estimated number of ACC units. The weighted average column averages the costs across each AMP based on the estimated number of ACC units and the total costs incurred for the agency. This action provides a comparative analysis of costs between individual AMPs. The data used to calculate these amounts comes from the individual budget formats.Example: Summary Schedule of PUM CostsIndividual AMP BudgetsEach project budget has been saved individually upon the successful initialization of the macro. Upon opening the Project Budget Tool, the spreadsheet will prompt the user to update the Excel link by clicking on the update button. By updating the spreadsheet, the tool will recalculate with the revised individual project data. We recommend that the Project Budget Tool be used to access each individual Excel project budget file.Each individual AMP budget contains five tabs which consist of the following:BudgetAmountPUM BudgetSalariesNonroutineSheetJustificationEach individual AMP budget is categorized into three individual columns.The first column is titled “Operating Fund”, which consists of revenue sources and uses related to the normal operating activities. In the past, this column was used as the primary operating budget of the Low Rent Housing Program.The second column is titled “Capital Fund.” This column is used to budget the use of the Capital Fund Program related to the individual AMP within the projected fiscal year.The total of these two individual columns comprise the total budget of the individual project. Asset management requires that each project-based budget contain all revenue sources that support projects under an ACC including the Operating Fund and Capital Fund programs.Amount Budget TabThe Amount Budget tab is used as the main worksheet for the preparation of the individual project budget. You will note that general information related to the agency name and address is pre-populated through the macro process. Additional information that is needed will include the number of ACC units, the built date, type of project, the date of last renovation, the estimated occupancy rate expressed as a percentage, the average size of bedrooms and the anticipated number of turnovers during the budgeted fiscal year. Severalfields are shaded in gray as they do not apply under the column of funding. Other than the salaries and benefits worksheet and the nonroutine and capitalized costs worksheet, each line item will need to be entered individually.Example: Project BudgetPlease note that the tool does not include all line items included in the proposed FDS. Some FDS line items have been omitted because they are not frequently used in the budget process. An example is sale of equipment. This type of transaction is typically not included in the budget process. However, if the item needs to be budgeted, it may be placed under Other Items in the Other Financial Items section.Salaries TabThe Salaries tab consists of a listing of each employee position and the costs related to the individual project. These costs are listed individually between Administration, Maintenance, Protective Services and Tenant Services.First, you will need to enter in the current salary of the position. Then add in the total requested amount. The amounts that are entered under Funded by Operations, and Funded by Capital Fund, should add up to the total amount requested. The costs included within the schedules are linked to the Amount Budget. As outlined in the general information, each section is separated into the individual funding sources.Example: Schedule of Project Positions & SalariesIf additional rows are needed, the sheet will need to be unprotected, which can be accomplished by clicking on Tools, Protection, and Unprotect Sheet. This action will allow for the addition of rows using the Excel commands. Extreme caution is urged upon making any additional changes to the spreadsheet as formulas and file links may be lost.Nonroutine TabThis worksheet lists out the individual nonroutine and capitalized costs that will be incurred during the fiscal year of the AMP. Capitalized items are items that meet the PHA’s capitalization policy and are recorded on the balance sheet. Again, each of these items is connected to the actual Amount Budget worksheet for each AMP. This budgeting format allows for the listing of all capital items, whether funded by the Operating Fund or Capital Fund Program. The option of including capital items funded by the Capital Fund Program exceeds the requirements as described in table 4.1 of the Supplement to HUD Handbook 7475.1 REV/. CHG-1, Financial Management Handbook issued in April of 2007. In other words, PHAs are not required, under project-based budgeting, to include capital items funded with Capital Funds; however, they will be required to report this activity at year-end on the supplemental schedule for each project.Example: Schedule & Support of Nonroutine ItemsIf additional rows are needed, the sheet will need to be unprotected, which can be accomplished by clicking on Tools, Protection, and Unprotect Sheet. This action will allow for the addition of rows using the Excel commands. Extreme caution is urged upon making any additional changes to the spreadsheet as formulas and file links may be lost.PUM Budget TabThe PUM Budget calculates the per unit month (PUM) amount for each line item within the individual budget. The PUM is automatically calculated based on the information listed in the amount budget. The calculation consists of the total budgeted cost divided by the estimated number of ACC units. These amounts are linked to the Project Budget Tool. The PUM amounts will be transferred to the Project Budget Tool to provide the PHA an analytical tool for comparative purposes between projects.Justification TabThe Justification Tab allows the PHA to enter any explanations of budgeted line items that may need additional clarification or that are simply unusual in nature.Example: Summary of Budget Justification TabBudget RevisionsBudgets revisions require careful consideration. The hyperlinks were established during the initialization of the macro. If you would like to save the original individual project budget, you will need to save the original individual file under a new name, close out of it, and then get back into the project budget tool. Continue to use the original file for the budget revision. If the name of the original file is changed to reflect the revision, the hyperlinks will continue to pull data from the original budget file. For example, if the name of the project budget is Madison Heights.xls, you will go into that individual file and save it as Madison Heights Original.xls. Then close out of that file and go back into Madison Heights.xls through the hyperlink set up in the project budget tool file.When creating a new budget file for a future year, there are two options to choose from. One option is to save the project budget tool file under a separate folder and begin again. The other option is to copy all of the files into a separate file folder, enter in the new fiscal year and run the macro again. This action will retain the previous year budget amounts while at the same time updating the budget year.。

SECTION 16451BHIGH RESISTANCE GROUNDING SYSTEM – LOW VOLTAGEPART 1GENERAL1.01SCOPEA.The contractor shall furnish and install, where indicated on the drawings, a high resistancegrounding system as specified herein and as shown on the contract drawings.1.02REFERENCESA.The high resistance grounding system, when applied with metal-enclosed low voltageswitchgear, shall be designed, tested, and manufactured in accordance with the latestapplicable following standards:1.ANSI-C37.20.1 (Switchgear Assemblies)2.NEMA SG-5 (Switchgear Assemblies)3.UL 1558 (Metal-Enclosed Low Voltage Power Circuit Breaker Switchgear) B.The high resistance grounding system, when applied with low voltage switchboards, shall bedesigned, tested, and manufactured in accordance with the latest applicable followingstandards:1.UL 891 (Deadfront Switchboards)2.NEMA PB-2 (Deadfront Distribution Switchboards)1.03SUBMITTALS – FOR REVIEW/APPROVALA.The following information shall be submitted to the engineer:Master drawing index1.2.Front view and plan view of the assembly3.Three-line diagram4.Schematic diagram5.Nameplate schedule6.Component listConduit space locations within the assembly7.8.Assembly ratings including:a.Short circuit ratingb.Voltagec.Continuous current rating9.Major component ratings including:Voltagea.b.Continuous current ratingc.Interrupting ratings11.Product data sheets1.04SUBMITTALS -- FOR CONSTRUCTIONA.The following information shall be submitted for record purposes:1.Final as-built drawings and information for items listed in Paragraph 1.03, and shall incorporate all changes made during the manufacturing process2.Wiring diagrams3.Certified production test reports4.Installation information5.Seismic certification as specified1.05QUALIFICATIONSA.The manufacturer of the assembly shall be the manufacturer of the major components withinthe assembly.B.For the equipment specified herein, the manufacturer shall be ISO 9001 or 9002 certified.C.The manufacturer of this equipment shall have produced similar electrical equipment for aminimum period of five (5) years. When requested by the Engineer, an acceptable list ofinstallations with similar equipment shall be provided demonstrating compliance with thisrequirement.D.*Provide Seismic tested equipment as follows:The equipment and major components shall be suitable for and certified by actual 1.seismic testing to meet all applicable seismic requirements of the [latest InternationalBuilding Code (IBC)] [latest California Building Code (CBC) with OSHPD Amendments].[The equipment shall have OSHPD Special Seismic Certification (OSP) Pre-Approval.]2.The Project Structural Engineer will provide site specific ground motion criteria for use by the manufacturer to establish SDS values required.3.The IP rating of the equipment shall be 1.54.The Structural Engineer for the Site will evaluate the SDS values published on the [Manufacturer’s] [OSHPD] website to ascertain that they are "equal to" or "greaterthan" those required for the Project Site.5.The following minimum mounting and installation guidelines shall be met, unless specifically modified by the above referenced standards.a.The Contractor shall provide equipment anchorage details, coordinated with theequipment mounting provision, prepared and stamped by a licensed civil engineer inthe state. Mounting recommendations shall be provided by the manufacturer basedupon the above criteria to verify the seismic design of the equipment.b.The equipment manufacturer shall certify that the equipment can withstand, that is,function following the seismic event, including both vertical and lateral requiredresponse spectra as specified in above codes.c.The equipment manufacturer shall document the requirements necessary for properseismic mounting of the equipment. Seismic qualification shall be consideredachieved when the capability of the equipment, meets or exceeds the specifiedresponse spectra.1.06REGULATORY REQUIREMENTSA.The assembly shall bear a UL label.1.07DELIVERY, STORAGE AND HANDLINGA.Equipment shall be handled and stored in accordance with manufacturer’s instructions. One(1) copy of these instructions shall be included with the equipment at time of shipment.1.08OPERATION AND MAINTENANCE MANUALSA.Equipment operation and maintenance manuals shall be provided with each assemblyshipped and shall include instruction leaflets and instruction bulletins for the completeassembly and each major component.PART 2PRODUCTS2.01MANUFACTURERSA.EatonB.*__________C.*__________The listing of specific manufacturers above does not imply acceptance of their products that do not meet the specified ratings, features and functions. Manufacturers listed above are notrelieved from meeting these specifications in their entirety. Products in compliance with thespecification and manufactured by others not named will be considered only if pre-approved by the Engineer ten (10) days prior to bid date.RATINGS2.02A.Voltage rating shall be as indicated on the drawings. The entire assembly shall be suitablefor 600 volts maximum ac service.B.The assembly shall be rated to withstand mechanical forces exerted during short circuitconditions when connected directly to a power source having available fault current *[of(30,000) (42,000) (50,000) (65,000) (85,000) (100,000) (200,000) amperes symmetrical atrated voltage] [as shown on the drawings].C.All ratings shall be tested to the requirements of ANSI C37.20.1 and UL witnessed andapproved.CONSTRUCTION2.03A.The assembly shall consist of the required number of vertical sections bolted together toform a rigid assembly. The sides and rear shall be covered with removable bolt-on covers.* Note to Spec. Writer – Insert data in blanksAll edges of front covers or hinged front panels shall be formed. Provide ventilators locatedon the roof of the switchgear to ensure adequate ventilation within the enclosure.B.The assembly shall be provided with adequate lifting means and shall be capable of beingmoved into installation position and bolted directly to *[contractor supplied floor sills to be setlevel in concrete per manufacturer’s recommendations] [the floor without the use of floor sillsproviding the floor is level to 1/8 inch per 3-foot distance in any direction]. Base of assemblyshall be suitable for rolling directly on pipes without skids.C.The assembly shall be Eaton type C-HRG high resistance grounding equipment utilizinggrounding resistors and/or grounding transformers as herein specified or approved equal.D.Each vertical steel unit forming part of the assembly shall be a self-contained housing havingan instrument compartment and a resistor compartment. The control compartment shall besegregated from the resistor compartment by means of steel barriers or, if indicated on thedrawings, the resistor assembly shall be a separately mounted component furnished in itsown ventilated enclosure.E.The assembly shall be fully front accessible. Rear or side access shall not be required forinstallation or maintenance.2.04BUSA.A copper ground bus shall be firmly secured to the assembly. It shall be *[silver-platedcopper] [tin-plated copper]. Provide terminals for connection of the system groundingconductor, suitable for #6 AWG to 500 kcmil copper or aluminum.2.05WIRING/TERMINATIONSA.Small wiring, necessary fuse blocks and terminal blocks within the switchgear shall befurnished as required.B.All control wire insulation shall be type SIS. Wire bundles shall be secured with nylon tiesand anchored to the assembly without the use of adhesive-only wire anchors. All currenttransformer secondary leads shall first be connected to front accessible short-circuitingterminal blocks before connecting to any other device. Shorting screws with provisions forstorage shall be provided. All groups of control wires shall be provided with terminal blockswith suitably numbered strips. Provide machine printed wire marking at three inch intervalsalong all control wiring.2.06METERING AND CONTROLSA.Provide a separate control compartment with front hinged door that includes the following:1.A switchboard type ground current ammeter, 1% accuracy, 250-degree scale, 0to 10 A ac2.System control selector switch with PULSE/NORMAL/TEST positions. Switch shall spring-return from the test position3.Reset control selector switch with AUTO/MANUAL/RESET positions. Switch shall spring-return from RESET position. The AUTO position shall cause the ground fault relayto automatically reset when a ground is no longer detected. The MANUAL position shallcause the ground alarm relay to latch and remain latched until the selector is moved to the RESET position by the operatorA green lamp to indicate that the system is in normal condition, a red lamp to4.indicate that a ground fault has been detected, and a white lamp that flashes at the same rate and at the same time as the pulsing contactorAn instruction nameplate that provides the operator with a step-by-step5.procedure for operating the controlsA rating nameplate that states the maximum ground current, maximum pulse 6.current and duty rating of the equipment at maximum current levels*An alarm horn with an alarm silence pushbutton and re-alarm timer. The horn shall be a 7.high-decibel type. Alarm silence control shall reset when ground relay is reset. Alarmshall automatically re-sound at the end of a 2- to 48-hour field-settable time interval ifalarm has been silenced but ground fault still exists. Re-alarm timer shall not bedefeatable via any control deviceProvide the following control devices and features:B.Ground fault relay with harmonics filter to prevent nuisance tripping on systems 1.with high harmonic currents created by variable frequency drives. Ground fault relayshall have a UL 1053 labelOne normally open and one normally closed ground fault alarm contact2.Test loops (for convenient attachment of a snap-on hand-held ammeter) in the3.ground current and test current circuitsA test circuit protected by a current-limiting fuse rated 200,000 amperes and 4.operated by the system control switch via a panel-mounted test circuit relay. The testcircuit shall connect phase B to ground through a current-limiting resistor. The test circuit shall not be direct-wired to the door-mounted test switch. The test circuit relay shall be constrained from operating if a ground fault is presently being detectedA pulsing contactor, controlled by an adjustable timer. The timer shall allow an 5.adjustment range of 0-10 seconds120 Vac control power transformer for self-contained operation. The control6.power transformer shall have current limiting primary fuses rated 200,000 AIC at thesystem voltagePrimary disconnect switch mounted ahead of test and control power fuses7.Tapped resistors with taps wired out to a convenient front accessible terminal 8.block. Taps shall provide 1 to 5 amperes of ground current in 1 amp increments.Resistors shall be heavy-duty industrial type, edgewound or wirewound design. Each resistor tube shall have a stamped steel rating nameplate. The resistor assembly shall be interconnected with 200 degree C rated #8 AWG wire. All connections to the resistor assembly shall be #8 AWG SIS wireAll wiring in the grounding circuit from the neutral point to the system ground 9.terminal shall be #8 AWG type SIS minimum. All control wiring shall be #14 AWG type SIS minimumA detailed schematic shall be furnished that accurately and completely describes 10.the control and grounding circuits. All wire designations, terminal points, control deviceand selector switch contact developments shall be shown. The schematic and theaccompanying wiring diagrams shall be amended as required after final testing at thefactory. An as-built copy of the schematic, wiring diagrams and material list shall bepacked with the unit prior to shipment. Provide a drawing pocket secured by screws orweldment for drawing storage within the assembly11.When the power system source has a neutral terminal, as indicated on the contract drawings, the grounding resistors shall be connected to that neutral. When thepower system source has no neutral point, *[Zig-Zag] [Wye-broken delta] transformersshall be furnished in the assembly to provide a neutral point2.07ENCLOSURESA.NEMA 1 EnclosureB.*Outdoor Non-walk-in Enclosure1.Assembly shall be enclosed in an outdoor NEMA 3R enclosure conforming to all applicable requirements of UL. The enclosure shall have a roof sloping toward the rear2.The enclosure shall be provided with a front hinged door with provisions for padlocking. Ventilating openings shall be provided complete with removable air filters2.08NAMEPLATESA.Engraved nameplates, mounted on the face of the assembly, shall be furnished for all mainand feeder circuits as indicated on the drawings. Nameplates shall be laminated plastic,black characters on white background, and secured with screws. Characters shall be 3/16-inch high, minimum.B.Control components mounted within the assembly, such as fuse blocks, relays, pushbuttons,switches, etc., shall be suitably marked for identification corresponding to appropriatedesignations on manufacturer’s wiring diagrams.2.09FINISHA.All exterior and interior steel surfaces of the switchgear shall be properly cleaned andprovided with a rust-inhibiting phosphatized coating. Color and finish of the assembly shallbe the manufacturer’s standard.EXECUTIONPART 33.01FACTORY TESTINGA.The following standard factory tests shall be performed on the equipment provided underthis section. All tests shall be in accordance with the latest version of ANSI and NEMAstandards.1.Completely test the high resistance grounding system for operation under simulated service conditions to assure the accuracy of the wiring and the functioning ofall equipment* Note to Spec.
