Meeting of the Board of TrusteesTuesday, May 27, 20086:00 p.m. – District Office Board RoomMINUTESI.Call to OrderThe Rock Hill School District Three Board of Trustees met this date at 6:00 p.m.with members present as follows: Bob Norwood, Chairman; Walter Brown; MildredDouglas; Ann Reid; Mikki Rentschler; Jason Silverman; and Jim Vining. Mr. Norwood called the meeting to order and asked Dr. Silverman to say a prayer. He noted that the local news media had been notified about the meeting, in writing, on Thursday, May 22, 2008. Jessica Schonberg was present from The Herald. A motion was made by Jason Silverman, and seconded by Mildred Douglas, that the agenda be approved. The agenda was unanimously approved.II. Citizen Participation - NoneIII. Special BusinessDr. Moody recognized Hank Hammond, director of the Rebound Program, who was inducted into the S.C. Chapter of the National Wrestling Hall of Fame on May 4; the Northwestern boys' soccer team who defeated Spring Valley High on May 17 in the 4A state soccer championship; and announced that Rock Hill Schools has been chosen as the Risk Control District of the Year by the S.C. School Boards Insurance Trust. Associate Superintendent Bill Mabry and Brian Vaughan, facilities manager, accepted the award in Columbia on May 15.A motion was made by Walter Brown, and seconded by Mildred Douglas, thatopen session adjourn in order for the board to convene an executive session to discuss a personnel matter. The motion was unanimously passed.IV.Executive SessionThe board met in executive session at 6:18 p.m. to discuss a personnel matter.Open SessionOpen session reconvened at 6:25 p.m. A motion was made by Walter Brown that the board accept the administration’s recommendation of Susan Cobb as assistantprincipal at Dutchman Creek Middle School. The motion was seconded by MikkiRentschler and was unanimously passed. Ms. Cobb was congratulated on her newassignment.V. Consent Action AgendaUpon a motion by Mikki Rentschler, seconded by Jason Silverman, the following topics on the consent action agenda were unanimously approved: the minutes of theApril 28, 2008, business meeting; the minutes of the May 12, 2008, work session; thepersonnel recommendations submitted by the administration; a field trip request by theRock Hill High School Volleyball Team to Durham, North Carolina; a field trip request by the Applied Technology Center’s IST/Cosmetology class to Kansas City, Missouri; a field trip request by the Applied Techno logy Center’s FCCLA to Orlando, Florida; andthe administration’s recommendation that the board send a letter to the S.C. Department of Education to request that the district’s work on curriculum mapping serve as corrective action for the district’s failu re to meet Adequate Yearly Progress (AYP) ratings for thepast five years.VI. CommunicationsStephen R. Duell addressed the board concerning the proposed expansion of the runway at the Rock Hill Airport to accommodate small jets. Mr. Duell expressed hisconcern regarding the impact the noise of the jets would have on the hearing and learning ability of the students in nearby schools.V II. Report of the SuperintendentA. AnnouncementsSuperintendent Moody made the following announcements:∙On May 16 Saluda Trail Middle School was approved to offer an International Baccalaureate Middle Years Programme. With the addition of Saluda Trail,Rock Hill Schools now has two middle schools which can offer an IBcurriculum. Sullivan Middle School received its IB authorization on April 28.∙ A public forum on the proposed operating budget for the 2008-09 school year will be held at 6:00 p.m. on Monday, June 9, in the Board Room of the districtoffice.∙The next work session will be on Monday, June 9, at the district office. Since this is also the date for the public forum on the operating budget, the time forthe work session will be announced closer to the date.∙The school year will end for sixth-graders on Wednesday, June 4 and for all other grades on Thursday, June 5. Friday, June 6 will be a teacher workday.∙High school graduations have been scheduled in the Winthrop Coliseum as follows: RHHS – 3:00 p.m. on Friday, June 6; NHS – 7:00 p.m. on Friday,June 6; and SPHS will hold its very first graduation on Saturday, June 7 at2:00 p.m. Tickets are required for admission to any graduation; this includesinfants and small children, and all attendees are to wear appropriate dress,which is outlined on the back of the ticket.∙The Retirement Banquet for Rock Hill Schools will be held at 7:00 p.m. on Friday, May 30 in The City Club. Preliminary figures indicated that we had25 retirees, but the number has now increased to 35 retirees.∙The district is in the process of applying for a Safe and Drug-Free School grant in the amount of approximately $55,000. If received, Keith Wilks willoversee the grant disbursements which include peer remediation training.B. Budget PresentationSuperintendent Moody presented and discussed the proposed operating budget for the 2008-09 school year. Dr. Moody discussed priorities; two of those being theopening of two new schools, and stated that the proposed budget does not include theapproval of any new requests from principals. She stated that projected expendituresexceed the projected revenue by more than $3 million, and that the board may want toconsider raising taxes by six mils and taking the remaining needed money from the fund balance in order to balance the budget. This report was received as information by theboard and will be discussed in depth at the work session on June 9.VIII.Review of Work SessionBob Norwood reviewed, for the viewing audience, discussions from the May 12, 2008, work session held at Saluda Trail Middle School.IX. Open session adjourned at 7:40 p.m.XII.Executive SessionThe board met in executive session at 7:45 p.m. to discuss a student matter.Open SessionThe board reconvened in open session and upon a motion by Jason Silverman, seconded by Jim Vining, the board voted 4-3 to approve the appeal on a student matter.Those voting to uphold the administration’s recommendation were Mildred Douglas, Ann Reid and Mikki Rentschler.
