上海市《绿色建筑评价标准》编制与应用
上海市《绿色建筑评价标准》编制与应用上海市作为中国经济建设发展的国际经济、金融中心,其建筑企业的发展面临着严峻的考验。
作为使用面积最大的国民消费领域,建筑物的节能降耗以及节能型绿色建筑的建设已被纳入国家的经济发展规划当中。
上海市政府为了落实节能减排政策,于2011年6月出台《上海市绿色建筑评价标准》。
《上海市绿色建筑评价标准》主要从建筑本体、后勤系统与建筑施工等三个方面推行“节能环保”建筑考核,其不仅促进了上海市建筑企业的可持续发展,也为绿色建筑的研究与应用提供了新的发展模式。
《上海市绿色建筑评价标准》按照节能减排与可持续发展的宗旨,提出了以“节能减排、低碳环保、智慧节能、绿色新建筑”为核心方向,将绿色建筑理念贯穿于新建筑、改造等建筑项目的设计、施工、运行全过程的有效推行模式。
该评价标准以绿色建筑核心原则为基础,提出了以“绿色建筑评价方法”为指导思想,从建筑本体、后勤系统及建筑施工等多个方面对绿色建筑技术进行考核,形成一套完整的评价标准和考核程序。
《上海市绿色建筑评价标准》的编制与应用,可以提高建筑企业的绿色建筑技术水平,为改善建筑行业的环境、节能减排以及可持续发展等方面起到促进作用。
首先,该标准指导了上海市建筑企业的绿色建设工作,提供了理论依据,并为执行节能减排政策提供参考;其次,它可以指导建筑企业在开展绿色建筑工作时,坚持节能减排、低碳环保、智慧节能和绿色新建筑的相关要求;最后,通过引入节能技术,可以更好地促进建筑业的可持续发展,提高建筑行业的社会经济效益。

为保障人群健康,结合上海城市建筑物空调通风系统的实际情况,并借鉴国内外相关标准,特制定本标准。
本标准中的卫生标准值参考了《旅店业卫生标准》(GB 9663)、《文化娱乐场所卫生标准》(GB 9664)、《理发店、美容店卫生标准》(GB 9666)、《游泳场所卫生标准》(GB 9667)、《体育馆卫生标准》(GB 9668)、《图书馆、博物馆、美术馆、展览馆卫生标准》(GB 9669)、《商场(店)、书店卫生标准》(GB 9670)、《医院候诊室卫生标准》(GB 9671)、《公共交通等候室卫生标准》(GB 9672)、《饭馆(餐厅)卫生标准》(GB 16153)、《室内空气质量标准》(GB/T 18883)、《公共建筑节能设计标准》(GB 50189)、《公共场所集中空调通风系统卫生规范》(卫生部,卫监督发 [2006]58号)等技术文件。
本标准中的卫生要求参考了《空调通风系统运行管理规范》(GB 50365)、《一般通风用空气过滤器性能试验方法》(JG/T 22-1999)、美国《暖通空调系统的评估、清洗和修复》(NADCA ACR)、德国《空调通风系统卫生标准》(VDI 6022)、英国《通风系统内部清洁度》(HVCA TR/19)、日本厚生省《空调通风系统维持管理以及清扫等相关技术的要求》等技术文件。
上海市智能建筑检验与评估细则
上海市智能建筑检验与评估细则1.总则1.0.1为配合《上海市智能建筑工程建设管理暂行办法》及《上海市智能建筑等级评估试行办法》的施行,依据上海市工程建设规范《智能建筑设计标准》,编写了本细则。
1.0.2本细则适用于上海市行政区域内除住宅以外的各类智能建筑的检验及等级评估。
1.0.3本细则中所述的智能建筑依照《智能建筑设计标准》划分为甲、乙、丙三个等级。
1.0.4建筑智能化系统建设过程中施工单位应严格执行有关施工质量检验的规定,建设单位应加强工程的质量检查做好随工检验确保工程质量。
1.0.5本细则中未涉及到的功能要求应符合国家现行有关标准。
当本细则中提出的检验及评估方法及要求与国标、行标不一致时以国标、行标为准。
1.0.6本细则由上海市智能建筑试点工作领导小组办公室负责解释。
2.智能化系统的检验2.1通信网络系统检验内容及方法通信网络系统的检验包括系统功能评估和系统电气指标测试两部分2.1.1检验基本条件在进行检验以前,系统应具备以下基本条件:2.1.1.1通信机房1)通信机房内所有设备有足够的安装和维护空间,并考虑今后扩容的需要。
2)通信机房不设在大楼地下一层以下,以便得到良好的运行环境。
3)通信机房内温湿度条件符合设备正常运行的要求:温度为:18-28摄氏度相对湿度为:30-75% (温度≤30℃)4)通信机房承重不小于密封式蓄电池的承重为(可采取局部加固措施),机房如铺设活动地板,其梁底至楼板面净高(不考虑吊顶)不低于2.6米。
5)污水管、上下水管不穿过通信机房。
6)智能建筑物可采用联合接地方式。
交流供电系统采用三相五线制,通信机房工作地线接地电阻值小于或等于1欧姆。
7)通信机房有防静电措施,如需要采用活动地板时,采用防静电活动地板。
8)通信机房的一般照明,工作面的最低照度标准为水平面150-200LX,直立面30-50LX。
水平面指距地面0.8m处,直立面指距地面1.4m处。
9)通信机房设置事故照明,其照度在距地面0.8m处不低于5LX。
