摘要

世界文化遗产管理与保护是国际国内专家学者一直都在关注与研究的重要课题。

文化遗产是人类世世代代的创造与积累,积淀着各个历史时期的接触贡献。人类社会

的发展建立在对过去文化、智慧的总结之上,通过文化遗产,人们才能够认识自己从

何处来,认识祖先如何一步步走到今天。由此更加明晰了解人类的追求,明确发展方

向。如何对颐和园世界文化遗产进行保护及开发管理是目前颐和园所面临的艰巨而赋

有历史使命的课题。本论文通过理论联系实际的方法,首先利用所学的公共管理理论

对文化遗产保护管理应从哪些方面进行剖析,找出它的理论依据,下一步以宏观的角

度对国内外文化遗产保护及管理系统论述,从它们立法体系、管理体制、管理现状及

国外先进的管理经验几个角度进行阐述,结合颐和园保护及开发管理的具体情况,对

颐和园文化遗产保护及开发管理进行探讨与研究,通过对颐和园进行总体设计,来达

到它的预期效果。首先健全法律法规使颐和园遗产地管理工作有法可依,其次要加强

对世界遗产管理保护工作的宣传,使保护工作的意义深入人心以及政府在政策上支

持。最后理顺管理体制,加强遗产地管理机构职能,实现对遗产地的科学化集中管理。

保护工作与开发管理工作作为遗产地管理工作的两个层面,互相依存,密不可分。只

有对它们进行统一管理,科学规划,才能够协调发展,相互促促进,进而促进遗产地

管理工作的健康发展,这就达到本论文研究的目的。
