论文摘要

我国目前绝大多数城市均采用传统的控制性详细规划来对城市建设进行规范引导，对于这样的控制方式能否有效地促进高质量的城市环境的形成，仍存有多方疑虑。而在深圳市中心区22、23-1街坊的开发建设中则制定了详细城市设计导则并对其在相当程度上加以严格执行，这类探索在国内具有一定的开创性，因此，本文将以该城市设计为案例，研究在22、23-1街坊城市设计导则操作落实的过程中，导则对于规范、控制、引导该片区城市环境建设的意义。通过对其研究，了解一个城市设计项目从设计构思到最终建成所经历的各个步骤，以及有关各个方面所持的态度，探讨详细城市设计导则的操作可行性与有效性，从而得到一定程度上城市设计导则的客观理论支持。

本研究分为三个部分，第一部分作为研究的理论基础，由第一章《导论》和第二章《深圳市中心区22、23-1街坊城市设计的案例研究》组成。其中概述了国外城市设计的操作方法和我国对城市设计的认识，以及深圳市规划国土局委托美国SOM公司进行城市设计的背景和设计的过程。

第二部分是本研究的中心，由第三章《在城市设计导则引导下的建筑设计的衍进》、第四章《本次城市设计有关方面的评价》组成。其中纵向的比较了本次城市设计导则的操作程序及其结果；横向的比较了中标方案到建成项目的建筑设计，并采用采访和问卷的形式获得了一定程度的有关各方面对本次城市设计的评价，分析研究了本次城市设计导则操作的可行性及有效性。

第三部分是本文的结束篇，由第五章《城市设计导则的发展方向》构成。这部分内容指出了城市设计导则的发展方向要从进一步完善导则的编制和操作落实程序两个方面着手进行。

Abstraction

This is the beginning stage or even the first time to rigorously implement the Urban Design Guideline in the practice of designing NO.22, 23-1 street in the center area of Shenzhen City. This thesis will be based on the case of NO.22,23-1 streets to probe the meaning and function of Urban Design Guideline in the cause of designing regulation, control, and implementation. Meanwhile, it is important to know about different measures and procedures that a city design project required, starting from the stage of plotting out the layout, designing through the final stage of accomplishment, to further investigating the flexibility, effectiveness and the possible aptitudes that the relevant stakeholders could have for a certain project. Finally, I will arrive at, for a certain degree, drawing out the objective theoretical support for the Urban Design Guideline.

This thesis will be constituted by three parts. As the basic theory of the first part, it will be split into chapter 1 ‘Introduction’ and chapter 2 ‘Case Study of City Designing: NO.22, 23-1 streets in the center area of Shenzhen’. In this part, firstly, I will introduce the operational methods adopting by the foreign fellow designers, and domestic recognition and acknowledgement, and then I will give an example concerning a city-design project mandated by Shenzhen Municipal Territory Resources Management Bureau and carried out by SOM company of America.

The second part is the principal part of my studies that is made up by chapter 3 and chapter 4, namely, ‘the objectives of designing contents (architecture part) and the evaluation of architectural design’ and ‘personal performance appraisal’. In this part, I will vertically compare the operating procedure of Urban Design Guideline and its consequence; and longitudinally analyze the whole designing process, form the plan of bidding to the plan of execution. I use the form of interview and questionnaire to get the appraisals from different aspects of people and investigate practically the flexibility and effectiveness of Urban Design Guideline.

The third part is the ending part which is composed by the fifth chapter: Objective theoretical support for the Urban Design Guideline, in which it points out the development direction of the Urban Design Guideline should be based on two aspects: the further implementation the work of edition and improvement of the fulfillment.
