Introduction

前言

This plan is established in accordance with Regulation 9 of Annex V of modification in 1995 of the International Convention for the Prevention of Pollution from Ships, 1973, as modified by the Protocol of 1978 (MARPOL 73/78).

本计划是根据《经1978年议定书修订的士1973年国际防止船舶造成污染公约》(以下称73/78防污公约) 附则V 1995年修正案第9条规定的要求编写的。

This plan includes all information and operation procedures required by Guideline of Garbage Management Plan which is established by IMO.

本“计划”包括了国际海事组织制定的“垃圾管理计划编制指南”所要求的全部资料和操作程序。

This plan established in working language is for the using of crewmembers on shipboard.

本“计划”是为了船船员在船上使用，以船员使用的工作语言编写。

All the crewmembers should manage garbage and prevent water area pollution effectively according to this plan strictly.

Garbage Management Policy

垃圾理政策

On joining the vessel, every personnel should be familiarized with the position of garbage collection points, storing, and processing and disposal procedures as stated in this plan. Personnel should be trained to recognize different waste categories and actively encouraged to comply with the Garbage Management Plan.

一上船，每位人员均熟悉本计划所述之垃圾收集点之位置、贮存程序、处理程序及抛弃程序。人员应予以教育训练以了解垃圾分类，并且积极地鼓励以符合本垃圾管理计划。

Personnel are required to participate in the garbage management system as specified in this plan. Instruction and familiarization with onboard facilities, including the routine for garbage management, should be provided for personnel joining the ship.

要求人员参与本计划之垃圾管理制度，新上船人员应给与说明，使其了解船上设施，包括了解船上例行之垃圾管理。

Personnel are also to be made aware of the location of special areas designated under MARPOL, Annex V and instructed on the disposal and discharge requirements to be adhered to while in those areas.

人员也应了解防止船舶污染国际公约附录V所界定之特别海域，当船在该等海域时，知悉其抛弃及排泄要求。
