R4核心网络－新增功能实体
MSC Server：完成呼叫控制、移动性管理、用户业务数据和 CAMEL相关数据的管理（VLR功能）等信令处理功能。 MGW：与MSC Server、GMSC Server配合完成核心网络资源 的配置（即承载信道的控制）。同时完成回声消除、（多媒体数 字）信号的编解码以及通知音的播放等功能。 SG：完成信令转换工作。即完成SS7的传送层MTP与SIGTRAN 的传送层SCTP/IP之间的转换，同时实现在SS7和IP 之间 MAP_E和MAP_G的信令互通。高层信令MAP、CAP不进行转 换。
