Probing into the Human Resources Development and Cultural and

Ecology Communion mode in Hebei Province

Abstract: Human resources development and regional culture and ecology communion

mode is derived from the symbiosis of human and culture. This paper proposes this

mode for the first time, putting forward that the innovative talent should be united

from six aspects: injection of dynamic source, opening of culture, integration of resources, dilution of culture, blending of thinking and putting people as the first.

This paper discusses the functional conduction mechanism of this mode from three

levels: cultural ideas, life style and culture industry.

In all kinds of conditions needed by regional economic and social development, human resources are the first factor to develop, meanwhile,

the human resources are the one with highly cultural characteristics in

various production elements.To develop and use this kind of resources effectively, it is necessary to build or create a cultural environment

that suitable for their existence.In essence,this cultural environment

is the cultural ecology suitable for the brewing, growth, formation, development, configuration and application of human resources.As an important component part of China's regional economic strategy, the

region of Beijing Tianjin and Hebei shows a special difference from other

regional structure constitution because that the three provincial-level administrative region was embedded in the same geographical unit.This is

the "concomitance, coexistence”of Beijing, Tianjin and Hebei based on

the specially intertwined administrative regionalization and spatial

geographical , which is rare in the world.Although in geographical space the three region has been facing the objective reality of coexistence, but they did not form a full communion in inner structure, function, the ability of development, the quality of development. Therefore,there is obvious gradient difference in internal structure function, while Hebei Province is in the bottom of this gradient difference. What’s more, the distribution of human resources,which is the first key elements of economic and social development,especially showed obvious disadvantage in Hebei Province compared with the two municipalities --Beijing and Tianjin.In fact human resources have been the inner and critical element that restrict the economic and social development of Hebei.Under background of market economy,the effective flow and reasonable allocation in the region and the region between of production elements is an irresistible law.So,it is objectively impossible for Hebei Province to avoid the existence of Beijing and Tianjin in the process of developing human resource effectively.Since we cannot evade “concomitance and coexistence”, we must face the problem of "coexistence and communion". And the regional cultural ecological communion becomes the the deep, long-term communion basics for human resources development in Hebei Province or Beijing and Tianjin.

1.the connotation of human resources development and cultural and ecology communion mode.The relation between people and culture just as the relation between fish and water, whether it is the implementation of the talent strategy or the effective development of human resources, culture is a symbiosis relation with it associated with the ecological relationship. Human resources development and regional communion of culture and ecology is derived from this relationship.The mechanism this cultural ecology acting on human resource development in Hebei Province are divided as six dimensions.
