1 The Marine Environment Protection Committee, at its sixty-first session, (27 September to 1 October 2010), approved the Guidance for recording of operations in the Oil Record Book Part I – Machinery space operations (all ships) (paragraph 7.38 of document MEPC 61/24), attached in the annex.

海洋环境保护委员会在其第六十一届会议（9月27号至10月一日2010年），通过了《油类记录簿》第一部分-机器处所的作业（所有船舶）的记录指南（MEPC61/24第7.38节），该指南见本通函的附件

2 The Guidance is intended to facilitate compliance with MARPOL requirements on board ships by providing advice to crews on how to record the various operations in the Oil Record Book by using the correct codes and item numbers in order to ensure a more uniform port State control procedure.

本指南旨在指导船员如何在《油类记录簿》中使用正确的代码和项目编号记录各种各样的作业以确保遵守防污公约要求，以便于实施统一的港口国控制程序。

3 Governments Parties to MARPOL are invited to encourage implementation of the above Guidance for use aboard ships flying their flags and to disseminate it among all stakeholders including ship operators, surveyors and port State control officers.

防污公约缔约国政府应敦促悬挂该国国旗的船舶采用该指南，并向所有利益相关（包括船舶经营人，验船师和PSCO）做好宣传工作。

General Guidance

一般指导

λ This guidance only includes sections C to I.

本指南仅包括C-I部分

λ Operations should be recorded in chronological order as they have been executed on board.

所有作业记录应按照作业的先后顺序进行

λ Dates should be entered in dd-MONTH-yyyy format, e.g., 16-MAR-2009.

日期应按照dd-MONTH-yyyy的格式记录，例如2009年3月16日应记录为16-MAR-2009

λ Incineration or landing ashore of oily garbage and used filters should be recorded in the Garbage Record Book only.

含有垃圾和使用过的滤器的焚烧或岸上接收只需要记入《垃圾记录簿》

λ All Entries are to be made and signed by the officer or officers in charge of the operations concerned and each completed page shall be signed by the master of the ship.

所有记录应由该作业的主管人员填写并签字，每页使用完后应由船长签字确认

λ Do not leave any full lines empty between successive entries.

在连续记录之间不允许留下空白行

λ If a wrong entry has been recorded in the Oil Record Book (ORB), it should immediately be struck through with a single line in such a way that the wrong entry is still legible. The wrong entry should be signed and dated, with the new corrected entry following.

如果在《油类记录簿》中填写错误，应使用单划线删除并保持条目清晰可见，被删除的错误记录应由主管人员签字并载明日期，新的正确记录应紧随其后。

λ Tank nomenclature should be recorded as per the format noted within the International Oil Pollution Prevention Certificate (IOPPC).

各油舱的命名格式应与IOPPC证书一致

λ Recording of quantities retained in bilge water holding tanks listed under section 3.3 of the IOPPC is voluntary and not required by the Convention.

IOPPC证书第3.3节中所列的污水舱的存量记录是自愿的，而非公约所强制要求

λ The recording of general maintenance of items pertaining to the OWS remains voluntary and ithis is not required to be recorded in the ORB.

油水分离器的日常保养记录仍保持自愿原则，不需要在《油类记录簿》中记录
