厦门市人民政府办公厅二O一二年一月十八日厦门市人民政府外事办公室主要职责内设机构和人员编制规定根据《中共福建省委办公厅、省人民政府办公厅关于印发〈厦门市人民政府机构改革方案〉的通知》（闽委办〔2010〕87号）和《中共厦门市委、厦门市人民政府关于厦门市人民政府机构改革的实施意见》（厦委〔2010〕40号）文件精神，设立厦门市人民政府外事办公室（加挂“厦门市人民政府港澳事务办公室”牌子），为市人民政府工作部门，副厅级。
一、职责调整（一）增加的职责1、统筹协调、指导处理我市在境外公民和机构安全保护的相关事务；负责处理领事保护的相关事务。
2、统筹协调、管理境外非政府组织在厦相关事务。
3、申办APEC商务旅行卡；为我市非公单位和个人邀请外国人审发《邀请确认函》；受理因公电子护照；承办海外高层次引进人才居留和出入境相关手续。
（二）加强涉外安全管理、港澳事务等工作。
二、主要职责（一）贯彻执行国家有关外事工作、港澳工作的方针政策、法律法规和省委、省政府以及市委、市政府关于外事工作的指示和决定；研究起草外事工作地方性法规、规章和制度，拟订全市外事工作的发展规划和年度计划并组织实施。
（二）负责组织接待来访国宾、党宾和其他重要外宾及来本市进行公务活动的各国外交人员；协助安排市委、市人大、市政府、市政协领导的重要外事活动。

根据国务院机构的调整和国务院领导同志的指导精神，经外交部审核并征求各部门意见，我们对《国务院各部委、各直属机构英文译名》(国办秘函〔1998〕337号)作了修订。
单位及部门名称英译
单位及部门名称英译概述单位部门名称在英语中属于专有名词范畴，其语用特征要求专词专用，所以一个单位只能使用一种译名（词语排列及组合、缩写形式都应该统一不变），如"中国银行"，英译：the Bank of China 缩写：B.O.C. ,而不能作任何更改，比如按字面译成：the Chinese Bank 或the China Bank，都是不妥当的。
按此原则，在翻译单位名称时，应首先查阅有关资料，确定是否有普遍接受的定译，尤其是政府机构的译名，更应采用中央有关部门对外正式名称，绝不能按字面即兴翻译，以致出现一个机构数个译名的混乱状况。
按照英语语法，专有名词的词首字母应大写，但是像of、the、and等虚词一般小写，如"黄岩区人民政府"，英译：the People's Government of Huangyan District。
单位名称中包含地名或人名的，应用汉语拼音，如上例中的"黄岩"，应音译为Huangyan,而不能采用意译。
单位名称中包含的企业字号，使用汉语拼音是最为简便也最为保险的方法，但绝不是最佳方法，详见本章4.4节。
目前，我国的单位按其性质可分为国家机关、事业单位及企业单位三类。
以下分别就这三类进行详述：4.2 国家机关英译4.2.1 机关名称英译分类词典由于国家机关本身内涵的确定性及严肃性，所以在英译时更要注重法定依据或权威依据。
本手册所收集的国务院下属机构的英译系转引自国务院办公厅秘书局二○○二年二月十九日印发的《国务院各部委、各直属机构英文译名》最新修订本，应属权威性的译名；未包含在上述修订本内的有关机构，则尽量采用该机构的官方自选英文名作为标准定译，如找不到标准定译，则转而根据"人民网"及"中国日报"等权威媒体上的英译，并参考英美等国相关机构英文名，斟酌选定。

厦门市人民政府办公厅二O一二年一月十八日厦门市人民政府侨务办公室主要职责内设机构和人员编制规定根据《中共福建省委办公厅、省人民政府办公厅关于印发〈厦门市人民政府机构改革方案〉的通知》（闽委办〔2010〕87号）和《中共厦门市委、厦门市人民政府关于厦门市人民政府机构改革的实施意见》（厦委〔2010〕40号）文件精神，设立厦门市人民政府侨务办公室，为市人民政府工作部门，副厅级。
一、职责调整（一）取消已公布取消的行政审批事项。
（二）加强对海外华文教育工作及侨务外宣工作的指导。
（三）加强统筹协调有关部门和社团开展涉侨工作。
二、主要职责（一）贯彻执行国家侨务工作的法律法规和政策，参与拟订并组织实施我市侨务工作的地方性法规、规章和政策，督促检查贯彻落实情况。
（二）调查研究侨情和侨务工作情况，向市委、市政府提供侨务信息，组织开展侨务政策、理论和侨务工作的调查研究，负责向涉侨部门通报侨务工作情况。
（三）统筹协调有关部门和社团开展涉侨工作，指导各区有关部门做好侨务工作。
（四）负责指导、开展对华侨华人及其社团的联谊和服务工作，协助有关部门做好港澳同胞的联谊工作，会同有关部门开展侨务对台工作。
（五）负责指导归侨侨眷工作，依法组织协调归侨侨眷和华侨华人在国内合法权益的维护工作，负责涉侨捐赠工作，协同各区政府和有关部门开展对归侨的扶贫、救济工作，加强对厦门同安竹坝华侨经济开发区（厦门同安竹坝华侨农场）改革和发展工作的指导，协助有关部门做好归侨侨眷代表人士的人事安排工作。
