The task of the course:

《比较政治制度》是政治与行政学、行政管理、公共管理等专业的一门专业基础课，开设的目的在于给上述专业的学生奠定坚实的国外政治制度的基础知识，加深对政治过程的认识，增强对相关专业的性质、任务和实现过程的理解，为专业课的学习打下良好的基础，提高学生的综合素质。

Comparative Political Institutions is a professional basic course for undergraduate students specialized in politics, public administration, morality and political education. This course is designed to help students of the above mentioned programs to have a fair good knowledge of foreign political systems, and a good understand of foreign political progresses so as to be well prepared for other professional courses.

本课程与政治学原理、西方政治思想史、法理学、中国政治制度史等课程密切相关，在学习本课程之前，要求学生具备这几门课的基础知识。

This course is closely related to political principles, western history of political thoughts, jurisprudence, China history of political Systems, etc.

4.教学的基本要求和目的：

Requirements and purposes:

比较政治制度研究的范围是非常广泛的。从时间范围来看，可以进行纵向的比较研究；从空间范围来看，可以进行横向的比较研究；从方法论上来看，可以进行总体上的、综合的宏观比较研究，也可以进行具体的、单一制度的微观比较研究；从研究对象来看，可以不分时间、地点、性质，进行全方位、多角度、多层次的，包罗万象的比较研究，也可以就某一特定政治制度在不同国家的实践进行分析比较。就当今世界的现实政治制度来看，我们面对的除了封建政治制度的某些残余外，不外乎资本主义的政治制度和社会主义的政治制度。社会主义的实践只有80余年，而且自身还走过许多弯路，受到遏制、封锁、诋毁，在世界上的影响虽然很大，但其优越性尚未充分体现出来，因而不能与资本主义的政治制度相抗衡，虽然它的前景远比资本主义的政治制度更加光明。希望同学们通过这一课程的学习，能够更深刻地认识到资本主义为什么能够在不到100年的时间内创造出比过去一切时代还要多得多的劳动生产率，能够在瑕玉互见，糟粕与精华共存的资本主义制度中找到那些属于全人类共同政治文明的成份，作为我们推进政治改革，实现国家治理体系和治理能力现代化的借鉴，能够学到一些比较研究的基本方法，本课程的目的也就达到了。

The range of comparative of political institutions is very wide. It can be compared longitudinally from the view of history, and horizontally from the view of space as well. From the respective of methods it can be compared generally and sophisticatedly, and particularly or empirically as well. From the angle of research objective, any subjects can be studied on different levels, orientations and views regardless of times, places or nature. In the contemporary world, there are capitalist political system and socialist political system with occasionally some feudal states. However, socialist system has only a history of more than 90 years and used to be demoralized, deterred and blockade d, and therefore its advantages have not been fully displayed. But temporary spreading of capitalism cannot shadow the light of socialism, not to say strangling it. From studying
