1)can cnee present hb/l copy to make customs clearance? If yes, we can arrange HB/L telex release after their payment settlement with us?

REPLY: Yes, cnee needs present OHBL to clear customs. Yes we can print OHBL at destination under your instructions.

2)what documents cnee normally need to show to your local customs for cargo clearance?

REPLY: first cnee needs to be a registered importer in Costa Rica, needs to hire a custom clarance agent (our company can provide this service) and present OBL, original invoice, paking list and other documents related to the nature of cargo. For instance, if cargo is for human consumption, cnee must present origin certificates and permits. In order to be more accurate, I need more specific information.

3)If shipper wants to return cargo back to origin due to cnee's rejection but cargo is already discharged in POD, can we return back cargo without proceeding customs formality and what is working procedure?

REPLY: It is possible but a procedure must to be accomplished: getting into a warehose and hire a custom agent in order to arrange paperwork with customs.

4)How long can the arrival cargo stay in terminal before local customs confiscate the cargo?

REPLY: Our institution only admit 5 days in terms for a FCL shipment. In order to arrange the return, cargo must get into an official warehouse.

5)If the shipper announced to abandons cargo after cargo arrival, can we get some refund from customs after they auction cargo or nothing we can get after abandonment?

REPLY: that is quite impossible.

6)What is deadline for us to make MB/L amendment after vessel departure without penalty from your customs?

REPLY:you can do all the changes the carrier allows (or charge you for) before the vessel calls POD.

REPLY: For customs purposes, the consignee have to use original HB/L, but we can issue the original HB/L here.

2)What documents cnee normally need to show to your local customs for cargo clearance?

REPLY: Original AWB or B/L + original Commercial Invoice (in Spanish) + Packing List (in Spanish) + original Free Trade Agreement (if apply).

3)If shipper wants to return cargo back to origin due to cnee's rejection but cargo is already discharged in POD, can we return back cargo without proceeding customs formality and what is working procedure?

REPLY: If the consignee just paid the duties and taxes, they have to issue a Commercial Invoices declaring the part of goods that wants to return to origin. If the cargo still in bonded warehouse (before customs clearance) he can use the same commercial invoice that receives from origin for re-export the goods.

4)How long can the arrival cargo stay in terminal before local customs confiscate the cargo?

REPLY: The cargo can stay 6 month in bonded warehouse before customs clearance.

But the consignee may ask the Customs for an extension for 6 months more. All that time, he has to pay storage costs.

5)If the shipper announced to abandons cargo after cargo arrival, can we get some refund from customs after they auction cargo or nothing we can get after abandonment?

REPLY:It´s not possible, the a uction is for the government to ensure that they obtain at least unpaid duties and taxes, but we would lose all local costs involved (including the costs of storage).

6)What is deadline for us to make MB/L amendment after vessel departure without penalty from your customs?

REPLY: We need to have the MB / L before the SSL arrives at the port. At least 3 days in advance.
