Chemicals. Tetraethyl orthosilicate (TEOS), phenol, formalin solution (37 wt %),
NaOH, HNO3, Na2CO3, and Poly(propylene oxide)-block-poly(ethylene oxide)-blockpoly(propylene oxide) triblock copolymer Pluronic F127 (Mw = 12 600, EO106PO70EO106) were purchased from Fluka. Diamine-terminated oligomeric polymeric poly(ethylene glycol), H2NCH2(CH2CH2O)nCH2CH2CH2NH2 (average n ~ 35, PEG1500N) was purchased form Sigma-Aldrich. All chemicals were used as received without any further purification. Milli-Q water (18.2 MΩ·cm @25oC) was used in all experiments. Electron microscopy: SEM images were recorded by LEO 1530 Gemini field emission scanning electron microscope.
TEM imaging. TEM measurements were performed on Philips Tecnai F20 at operating
voltage of 200 kV. The sample was diluted in Milli-Q water and the suspension dropped on carbon-coated copper grid by evaporation in air.
AFM Imaging. 1 μL CDs aqueous solution was spotted onto freshly cleaved mica
surface and dried in air (~ 20 minutes). CNP samples were imaged in air by tappingmode AFM on a Dimension 3100 with OMCLAC 160 tip (TS-W2, silicon). FTIR. The suspensions of crude CDs, 3M HNO3 oxidized CDs, and CDs passivated with PEG1500N were spotted onto a glass substrate coated with 80 nm Au film and the spectra were measured by a Perkin-Elmer Spectrum 2000 FTIR spectrophotometer. A baseline correction was applied after measurement. Raman. Raman spectra were recorded with a Brucker RFS 100/S spectrometer. A DPY421 diode laser pumped Nd:YAG laser operating at 1064 nm and a power of 100 mW was used as the radiation source. Elemental analysis. The Elemental Analysis was measured in Institute für Organische Chemie der Johannes Gutenberg-Universität Mainz for: C, H, N Foss Heraeus vario EL. UV/Vis spectroscopy: UV/Vis spectra were recorded at room temperature on a Perkin-Elmer Lambda 9 spectrophotometer. Fluorescence spectroscopy: Fluorescence spectra were recorded on a SPEXS2
