我国光伏产业遭遇反倾销的原因及对策分析

摘要

从加入WTO以来，我国经济发展迅速，但在发展中国家之间，我国遭受的反倾销调查最多。本文提出了光伏产业遭到反倾销的原因及对策。光伏产业在我国不断发展以来，从未停止在国际市场上的进步。从我国开始重视光伏产业，不断的与欧美国家的利益发生冲突。今天，各个国家各个地区在遭受了经济危机后，大部分国家和地区都会有保护本地经济的意识，在欧美国家尤其突出。欧美国家为了保护自己国家的光伏产业的发展，多次对我国的光伏产业实施反倾销。本文目的是充分分析我国的现状，现分析了我国企业在美国的发展中，接到的反倾销调查，以及在欧洲市场上，欧盟对我国光伏产业的态度。然后从我国光伏产品生产中的技术，以及政府对光伏产业的政策等方面，在国外市场方面，主要看他来自各方的压力，最终了解反倾销。最终提出一些应对反倾销的方法，高度强调政府、企业和行业协会的合作关系。

ABSTRACT

Since China's accession to the WTO, China's economy has been rapid development, but it is still a developing country, anti-dumping is one of the mode surveyed most of our country. This paper briefly introduces the reasons and Countermeasures of anti dumping in PV industry. In the process of China's economic development, we should actively respond to anti-dumping in a comprehensive and multi angle way.Since twenty-first century, China's photovoltaic industry has maintained sustained and rapid growth, at the same time, the international market share of China's photovoltaic industry is rising and the scope of export is expanding, the international competitiveness in photovoltaic industry has become much tough. Along with the rise of PV ndustry in China, the competition has also been strengthened between China and other countries ,like Europe and the United States. As a result, the conflict of interest between each other is also increasing.After the economic crisis today, trade protectionism, and collision makes our country have suffered photovoltaic products from the United States, the EU anti-dumping investigation, involving a total of more than 30 billion dollars, the anti-dumping of Europe and the United States is an attempt to protect and gain the time to develop their PV industry ,and weak the competitive advantage of PV industry in China. Firstly ,this paper introduces the status of China's export PV industry and anti-dumping situation ,to analyse the PV industry suffering from anti-dumping . Secondly from two aspects of internal and external cause, respectively, the author analyzes the reasons for suffering from anti-dumping. Then the author analyses the effect of PV industry in China suffered from anti-dumping. In this part ,it mainly analyses trade effect such as the investigation effect ,trade diversion effect and the trade restrictions and non-trade effects such as transferring effect, demonstration effect. Finally the author try to explore the

countermeasures from three aspects the government, industry association and enterprise . Key words: photovoltaic industry; anti-dumping; pricing power; emerging markets
