Signs Of A Good Government

Abstrac t: In my opinion, a good government is the one who sincerely put her heart and soul into service for the people and government policy. All actions which been taken are based on the people, put people's interests on the first place, rather than from the rulers of their own interests and the action not based on the maintenance of the ruler's interest. Qinhui from Arts and Social Sciences at Tsinghua University, said the government is the worst who puts the civilian capital into the Treasury in the name of socialism, transfer the Treasury of the assets to the powerful hands in the name of the market economy, or robs in the name of " left ",then loot in “ right ”. Currently, there are two phenomena exist at the same time, which is benefit for some people but goes against some other people. That is the biggest problem in china. Therefore, I think a good government should do serve the people, service for the civilians, be a qualified public servant.

Government is a national governing body, built to maintain and achieve specific public interest, in accordance with the principle of region division organized to violence, backed by the political and social organization. The government’s purpose is serving the people, and treats the people responsible as the basic principles. People's democratic dictatorship of our country socialist state, whose essence is people take leadership, namely the government power is given by the people. The government carry out the service for people as working principle, establish the truth-seeking and pragmatic work style, adhere to the “from the masses to the masses” to work. So, I think a good government should have the following signs.

First of all, put one's heart and soul into serving the people is a sign of a good government. It demands the government should not only represent the fundamental interests of the masses, for the economic, social and other services, conscientiously

fulfill the " people's government" purposes; also adapt to the economic globalization and WTO rules, with the viewpoint of market economy and the method to solve the mechanism set overlap, overlapping functions, and repetitive control issues ,and strive to shift the focus of the work to strengthen market regulation, social regulation, lawfully administration, public services and other functions. To change the government control the economic in to the government assist the economic development. The government should take the service concept as the purpose, government create a good and fair competition environment for enterprise development, then provide citizens with perfect public service.

Secondly, the legal government is a sign of a good government. In the government administrative rules, administration according to law, construction of government ruled by law. Market economy is legal economy, WTO rules are established in the law, regulations on the basis of their requirements, the government must lawfully administration, according to the management of economic and social affairs, abandon the process of" black-box" operation in the administration, improve administrative efficiency. All the powers of government from legal, due to people's authorization, the administrative process occurred in the laws and regulations of the people's close supervision.

Once again, the responsibility of the government is a sign of a good government. To the livelihood of the people, the responsibility government's overall goal system is guided by the scientific development, promote the economic benefits, social benefits, ecological benefits overall improvement, make economic development, social development and human development harmonious in unity. Specifically, the current government responsibility target is mainly reflected in the following three aspects: Firstly，the social economy construction as dominant, government should be based on the need of the development of social economy, promote institutional innovation, deepen the reform of the economic system. Secondly, as the adjusting control of economy management and social conflicts of interest, the coordinator and the arbiter, the government's goal is to maintain the balance of total supply and total demand,
