电大的开放教育目前有专科和专科起点本科两个办学层次。开放教育的专科教育,由中央电大颁发学历文凭。专科起点本科层次由中央电大或者是由中央电大与普通高校合作颁发学历文凭,由普通高校颁发学位。
二、什么是电大开放教育的教学模式?
什么是教学模式?通俗地讲就是教学方式,也就是教师如何教、学生如何学、教学效果如何检验。普通高校的教学方式主要是课堂面授,学生集中学习。但对于开放教育来说,由于其自身的特点,教学活动主要通过现代化的教学手段和多种媒体教材,同时结合必要的面授等传统教学方式进行及教学效果如何考核等问题。
广播电视大学的办学有以下几个特点:
1.四个面向的办学方针。
即面向基层、面向地方、面向农村、面向边远和民族地区办学,主要任务是面向从业人员开展学历提升教育和岗位培训等非学历教育,培养目标是适应地方经济建设和社会发展需要的应用性专门人才。
2.办学模式的开放性。
与传统的封闭式校园教育相比,电大是一所没有围墙的大学,办学理念是开放的,多层次、多规格、多形式办学,为社会各类成员提供终身学习的机会和条件。首先进入电大学习没有年龄和职业的限制,年满18岁的公民都可以报名学习,学生年龄多在25-45岁之间,目前年龄最长的学员为74岁。当然,你要选择电大学习,必须具备必要的学习基础。第二是教学资源的开放性。电大有国家提供的卫星电视开路播出资源,也有网络平台提供动态资源,还有传统的文字教材等等。同学们可以通过多种途径获取教学资源和信息。第三是学习过程的开放性。同学们既可以注册学习专业,也可以注册学习课程;既可以获得学历证书和学位证书,也可以获得单科课程证书、资格证书。同学们可以自己制订学习计划,安排学习进度,结合个人实际自主学习。只要在8年内能够积累相关专业要求的最低学分,就可以获得学历证书。
各地电大按照中央电大的统一要求,安装了广播电视接收机、计算机互联网络接入设备或远程教学平台。中央电大将开发建设的专业及统设课程教学资源和相关的教学信息一起,通过广播电视(天网)、计算机网络(地网,即“电大在线”远程教学平台)传输到地方电大,地方电大连同建设的统设课程配套资源及省建课程资源送到教学点。各教学点通过卫星接收设备及“电大在线”远程教学平台接收、下载中央电大和省级电大及分校发布的教学信息和资源,开展相应的教学活动。同学们有条件的也可以在家中通过电视或计算机网络接收电大资源。

一、电大的基本情况及办学特点
面向全国运用广播电视等现代化手段开展远程教育的中央广播电视大学是邓小平同志亲自批准建立的。当时的背景是,1978年高考制度刚刚恢复,仅靠普通高等教育培养的人才远远不能满足四个现代化建设的需求。邓小平同志借鉴英国开放大学的成功办学经验,按照穷国办大教育要“两条腿走路”发展教育事业的思想,亲自倡导并批准创办广播电视大学,为一大批因为“文革”而失去求学机会的知识青年提供了接受高等教育的机会。
3.教学手段的现代化。
这一点,大家通过刚才的录像片已经看到,电大从办校一开始,国家即提供了专门的卫星电视频道,开始是通过中央电视台向全国各地播出课程。现在中国教育电视台第一套节目(CETV-Ⅰ)每天2个课时播出中央电大课程,第二套节目(CETV-Ⅱ)为中央电大专用的教学频道。随着我国“现代远程教育工程”的实施,国家提供了现代远程教育两大平台,即中国教育和科研计算机网(CERNET)和中国教育卫星宽带多媒体传输平台(CEBSat)。中央电大完成了卫星电视教学节目的数字化改造,实现了与卫星宽带多媒体传输与互联网对接。
5.广泛开展合作办学。中央电大目前与国内16所高校和7个部委合作办学。中央电大与普通高校合作开展本科教育,主要是利用高校的优秀师资和教学资源。中央电大与部委、行业合作办学,主要是根据行业需要和特点,开设专业、设置课程,为行业培养应用性人才,满足行业实际需要。例如,中央电大和中国人民银行合作开办金融专业,与水利部合作开展水利水电工程专业,与建设部合作开办土木工程专业,与国家食品药品监督管理局合作开办药学专业,与国家统计局合作开办会计学专业等等。
1.以导学、助学和促学为主要特征的教学活动
与传统教学中以教师的“教”为主、教学活动围绕教师展开不同的是,开放教育的一切教学活动都是紧密围绕学生和学生的学习展开的,教师的“教”在教学实施中更多的体现为“导”和“助”和“促”,使学生特别是在职成人学员主要基于媒体的业余、自主和开放式的远程学习成为现实,也使学生在这样一种全新的学习方式中,学习的主体意识和自主意识得到不断加强,学习能力和学习效果不断提高,最终学会学习。

中国的广播电视大学,就其性质来讲,实际上就是中国的开放大学。自上个世纪六、七十年代开始,世界上许多国家陆续成立了开放大学,例如英国的开放大学、美国的凤凰城大学、法国的远程教育中心、日本的放送大学、印度的英迪拉甘地开放大学等等。世界上注册学生在10万人以上的开放大学有十几所,俗称巨型大学,而中国的电大就其规模而言位居世界巨型大学之首。
4.系统办学。
中央电大、省级电大、地市级电大分校和县级电大工作站(或分校),共同构成了世界上最大的远程教育教学管理系统。这个系统实行统筹规划、分级办学、分级管理、分工协作的运行机制,共同完成教学任务。中央电大开放教育的所有专业,都是经过教育部批准开设的,教学计划经过了电大学科及专业专家的论证。各专业60%-70%学分的课程由中央电大统一开设,称为统设必修课。这些课程在全国电大执行统一的教学计划和教学大纲,使用统一的文字教材,实行全国统一命题和考试并执行全国统一的评分标准。其余30%-40%学分的课程由地方省级电大根据当地需要自行开设。省电大直属学院、地市级电大和县级电大作为开放教育的教学点,承担教学组织和学习支持服务等任务。
