琼州海峡船舶定线制(试行)
参考海图:中文版海图,图号为:15770、81401、81305。

琼州海峡船舶定线制由分隔带、通航分道、警戒区、避航区、边界线和沿岸通航带组成。

1. 分隔带
定线制分隔带由1号、2号、3号、4号、5号、6号、7号、8号共8个分隔带组成。

1.1. 1号分隔带为下列四点依次连线围成的水域,宽度为0.4海里。

A:20°11′47″N,110°21′41″E;
B:20°11′23″N,110°21′44″E;
C:20°10′47″N,110°17′37″E;
D:20°11′11″N,110°17′33″E。

1.2. 2号分隔带为下列四点依次连线围成的水域,宽度为0.4海里。

E:20°10′25″N,110°12′30″E;
F:20°10′01″N,110°12′35″E;
G:20°09′22″N,110°08′20″E;
H:20°09′46″N,110°08′17″E。

1.3. 3号分隔带为下列四点依次连线围成的水域,宽度为0.2海里。

a:20°13′24″N,110°22′24″E;
b:20°13′10″N,110°22′09″E;
c:20°12′26″N,110°17′18″E;
d:20°12′37″N,110°17′16″E。

1.4. 4号分隔带为下列四点依次连线围成的水域,宽度为0.4海里。

I:20°12′05″N,110°15′01″E;
J:20°12′01″N,110°14′35″E;
K:20°12′43″N,110°14′27″E;
L:20°12′47″N,110°14′53″E。

1.5. 5号分隔带为下列四点依次连线围成的水域,宽度为0.2海里。

g: 20°11′53″N、110°12′14″E;
i:20°10′57″N,110°07′23″E;
j:20°11′07″N、110°07′08″E。

1.6. 6号分隔带为下列四点依次连线围成的水域,宽度为0.2海里。

k: 20°07′44″N、110°07′35″E;
l:20°07′58″N,110°07′50″E;
m:20°08′43″N、110°12′48″E;
n:20°08′32″N、110°12′50″E。

1.7. 7号分隔带为下列四点依次连线围成的水域,宽度为0.4海里。

M:20°09′04″N,110°15′07″E;
N:20°09′08″N,110°15′33″E;
O:20°08′26″N,110°15′41″E;
P:20°08′22″N,110°15′15″E。

1.8. 8号分隔带为下列四点依次连线围成的水域,宽度为0.2海里。

q:20°09′18″N、110°17′54″E;
r:20°09′29″N,110°17′52″E;
s:20°10′12″N,110°22′36″E;
t:20°09′58″N,110°22′51″E。

2. 通航分道
2.1. 东西向定线制
东西向定线制北界线由下列线段组成。

bc段为下列两点的连线:
b:20°13′10″N,110°22′09″E;
c:20°12′26″N,110°17′18″E。

IJ段为下列两点的连线:
I:20°12′05″N,110°15′01″E;
J:20°12′01″N,110°14′35″E。

hi段为下列两点的连线:
i:20°10′57″N,110°07′23″E。

东西向定线制南界线由下列线段组成。

lm段为下列两点的连线:
l:20°07′58″N,110°07′50″E;
m:20°08′43″N,110°12′48″E。

MN段为下列两点的连线:
M:20°09′04″N,110°15′07″E;
N:20°09′08″N,110°15′33″E。

rs段为下列两点的连线:
r:20°09′29″N,110°17′52″E;
s:20°10′12″N,110°22′36″E。

西行船舶通航分道为1号、2号分隔带与东西向定线制北界线之间的水域,宽为1.3海里;主交通流向为261°(真方向)。

东行船舶通航分道为2号、1号分隔带与东西向定线制南界线之间的水域,宽为1.3海里;主交通流向为081°(真方向)。

2.2. 南北向定线制
南北向定线制东界线由下列线段组成。

pr段为下列两点的连线:
p:20°08′47″N,110°18′00″E;
r:20°09′29″N,110°17′52″E。

CD段为下列两点的连线:
C:20°10′47″N,110°17′37″E;
D:20°11′11″N,110°17′33″E。

ce段为下列两点的连线:
c:20°12′26″N,110°17′18″E;
e:20°13′08″N,110°17′10″E。

南北向定线制西界线由下列线段组成。

fh段为下列两点的连线:
f:20°12′24″N、110°12′08″E;
h:20°11′42″N、110°12′16″E。

EF段为下列两点的连线:
E:20°10′25″N,110°12′30″E;
F:20°10′01″N,110°12′35″E。

mo段为下列两点的连线:
m:20°08′43″N、110°12′48″E;
o:20°08′01″N、110°12′56″E。

北行船舶通航分道为7号、4号分隔带与南北向定线制东界线之间的水域,宽为2.2海里;主交通流向为350°(真方向)。

南行船舶通航分道为4号、7号分隔带与南北向定线制西界线之间的水域,宽为2.2海里;主交通流向为170°(真方向)。

3. 警戒区
3.1. 1号警戒区为以地理位置20°11′53″N,110°23′48″E为中心,半径2海里的水域。

3.2. 2号警戒区为下列四点依次连线围成的水域:
c:20°12′26″N、110°17′18″E;
h:20°11′42″N,110°12′16″E;
m:20°08′43″N,110°12′48″E;
r:20°09′29″N,110°17′52″E。

3.3. 3号警戒区为以地理位置20°09′15″N,110°06′14″E为中心,半径2海里的水域。

4. 避航区
以地理位置20°10′34″N,110°15′04″E为中心,半径0.2海里的水域。

5. 边界线
5.1. 东北边界线为下列两点的连线:
e:20°13′08″N,110°17′10″E;
d:20°12′37″N,110°17′16″E。

5.2. 东南边界线为下列两点的连线:
q:20°09′18″N、110°17′54″E;
p:20°08′47″N,110°18′00″E。

5.3. 西南边界线为下列两点的连线:
o:20°08′01″N、110°12′56″E;
n:20°08′32″N、110°12′50″E。

5.4. 西北边界线为下列两点的连线:
g: 20°11′53″N、110°12′14″E;
f:20°12′24″N、110°12′08″E。

6. 沿岸通航带
6.1. 东西向定线制北侧沿岸通航带为a、d、e、L、K、f、g、j地理位置点的连线与雷州半岛海岸线之间的水域。

6.2. 东西向定线制南侧沿岸通航带为k、n、o、P、O、p、q、t地理位置点的连线与海南岛海岸线之间的水域。

6.3. 船舶从沿岸通航带进入通航分道,应谨慎驾驶,从警戒区按照规定的主流向驶入。

7.特别规定
7.1. 不使用船舶定线制水域的船舶应远离船舶定线制水域。

7.2. 使用南北向定线制的船舶,当受大风浪影响导致有航行危险而无法遵守船舶定线制时,应及时报告琼州海峡船舶交管中心,经批准后,可以不按照规定的主流航向航行。

在此期间,使用东西向定线制的船舶,应服从琼州海峡交管中心的指挥,主动避让使用南北向定线制的船舶。

7.3. 按规定应使用通航分道的船舶,如果仅使用沿岸通航带航行,应将航行的动态和意图报告琼州海峡船舶交管中心。

7.4. 在定线制水域航行的船舶应遵守定线制的规定。

7.5. 对不遵守定线制的船舶,由主管机关依据相关法律、法规进行处罚。

7.6. 船舶不应穿越通航分道,如须穿越,应向琼州海峡船舶交管中心报告,经批准后,方可穿越。

The Ship Routing System of Qiongzhou Strait (Provisional)
(Reference charts: Chinese Charts 15770, 81401 and 81305.)
The Ship Routing System of Qiongzhou Strait consists of the separation zone, the traffic separation scheme, precautionary area, area to be avoided, boundary line and inshore traffic zone.
1. The separation zone
The separation zone of the Ship Routing System consists of eight separation zones,
i.e. No. 1 、No. 2、No.3、No.4、No.5、No.6、No.7 and No.8.
1.1. No. 1 separation zone, 0.4 nautical miles wide, is bounded by connecting the following 4 geographical positions in turn.
A:20°11′47″N,110°21′41″E;
B:20°11′23″N,110°21′44″E;
C:20°10′47″N,110°17′37″E;
D:20°11′11″N,110°17′33″E。

1.2. No. 2 separation zone, 0.4 nautical miles wide, is bounded by connecting the following 4 geographical positions in turn.
E:20°10′25″N,110°12′30″E;
F:20°10′01″N,110°12′35″E;
G:20°09′22″N,110°08′20″E;
H:20°09′46″N,110°08′17″E。

1.3. No. 3 separation zone, 0.2 nautical miles wide, is bounded by connecting the following 4 geographical positions in turn.
a:20°13′24″N,110°22′24″E;
b:20°13′10″N,110°22′09″E;
c:20°12′26″N,110°17′18″E;
d:20°12′37″N,110°17′16″E。

1.4. No.4 separation zone, 0.4 nautical miles wide, is bounded by connecting the following 4 geographical positions in turn.
I:20°12′05″N,110°15′01″E;
J:20°12′01″N,110°14′35″E;
K:20°12′43″N,110°14′27″E;
L:20°12′47″N,110°14′53″E。

1.5. No. 5 separation zone, 0.2 nautical miles wide, is bounded by connecting the following 4 geographical positions in turn.
g: 20°11′53″N,110°12′14″E;
h:20°11′42″N,110°12′16″E;
i:20°10′57″N,110°07′23″E;
j:20°11′07″N、110°07′08″E。

1.6. No. 6 separation zone, 0.2 nautical miles wide, is bounded by connecting the following 4 geographical positions in turn.
k: 20°07′44″N,110°07′35″E;
l:20°07′58″N,110°07′50″E;
m:20°08′43″N、110°12′48″E;
n:20°08′32″N,110°12′50″E。

1.7. No.7 separation zone, 0.4 nautical miles wide, is bounded by connecting the following 4 geographical positions in turn.
M:20°09′04″N,110°15′07″E;
N:20°09′08″N,110°15′33″E;
O:20°08′26″N,110°15′41″E;
P:20°08′22″N,110°15′15″E。

1.8. No. 8 separation zone, 0.2 nautical miles wide, is bounded by connecting the following 4 geographical positions in turn.
q:20°09′18″,110°17′54″E;
r:20°09′29″N,110°17′52″E;
s:20°10′12″N,110°22′36″E;
t:20°09′58″N,110°22′51″E。

2. The traffic separation scheme
2.1. East-west routing system
The north limit of the east-west routing system consists of the following
line segments.
Segment bc is the line connecting the following two geographical positions: b:20°13′10″N,110°22′09″E;
c:20°12′26″N,110°17′18″E。

Segment IJ is the line connecting the following two geographical positions:
I:20°12′05″N,110°15′01″E;
J:20°12′01″N,110°14′35″E。

Segment hi is the line connecting the following two geographical positions: h:20°11′42″N,110°12′16″E;
i:20°10′57″N,110°07′23″E。

The south limit of the east-west routing system consists of the following line segments.
Segment lm is the line connecting the following two geographical positions:
l:20°07′58″N,110°07′50″E;
m:20°08′43″N,110°12′48″E。

Segment MN is the line connecting the following two geographical positions: M:20°09′04″N,110°15′07″E;
N:20°09′08″N,110°15′33″E。

Segment rs is the line connecting the following two geographical positions:
r:20°09′29″N,110°17′52″E;
s:20°10′12″N,110°22′36″E。

The traffic lane for westbound traffic, 1.3 nautical miles wide, is established between the No.1, No. 2 separation zones and the north limit of the east-west routing system. The main traffic direction is 261° (T)
The traffic lane for eastbound traffic, 1.3 nautical miles wide, is established
between the No. 2, No. 1 separation zones and the south limit of the east-west routing system. The main traffic direction is 081° (T).
2.2. North-south routing system
2.2.1 The east limit of the north-south routing system consists of the following line segments.
Segment pr is the line connecting the following two geographical positions: p:20°08′47″N,110°18′00″E;
r:20°09′29″N,110°17′52″E。

Segment CD is the line connecting the following two geographical positions: C:20°10′47″N,110°17′37″E;
D:20°11′11″N,110°17′33″E。

Segment ce is the line connecting the following two geographical positions: c:20°12′26″N,110°17′18″E;
e:20°13′08″N,110°17′10″E。

The west limit of the north-south routing system consists of the following line segments.
Segment fh is the line connecting the following two geographical positions:
f:20°12′24″N,110°12′08″E;
h:20°11′42″N,110°12′16″E。

Segment EF is the line connecting the following two geographical positions: E:20°10′25″N,110°12′30″E;
F:20°10′01″N,110°12′35″E。

Segment mo is the line connecting the following two geographical positions: m:20°08′43″N,110°12′48″E;
o:20°08′01″N,110°12′56″E。

The traffic lane for northbound traffic, 2.2 nautical miles wide, is established between the No. 7, No. 4 separation zones and the east limit of the north-south routing system. The main traffic direction is 350° (T)
The traffic lane for southbound traffic, 2.2 nautical miles wide, is established between the No. 4, No. 7 separation zones and the west limit of the north-south routing system. The main traf fic direction is 170° (T)
3. The precautionary area
3.1. No. 1 precautionary area is the area with the geographical position
20°11′53″N/110°23′48″E as center and 2 nautical miles in radius.
3.2. No. 2 precautionary area is the area bounded by connecting the following 4 geographical positions in turn.
c:20°12′26″N,110°17′18″E;
h:20°11′42″N,110°12′16″E;
m:20°08′43″N,110°12′48″E;
r:20°09′29″N,110°17′52″E。

3.3. No. 3 precautionary area is the area with the geographical position
20°09′15″N/110°06′14″E as cent er and 2 nautical miles in radius.
4. Area to be avoided
The area to be avoided is the area with the geographical position
20°10′34″N/110°15′04″E as center and 0.2 nautical miles in radius.
5. Boundary line
5.1. The northeast boundary line is the line connecting the following two geographical positions.
e:20°13′08″N,110°17′10″E;
d:20°12′37″N,110°17′16″E。

5.2. The southeast boundary line is the line connecting the following two geographical positions.
q:20°09′18″N,110°17′54″E;
p:20°08′47″N,110°18′00″E。

5.3. The southwest boundary line is the line connecting the following two geographical positions.
o:20°08′01″N,110°12′56″E;
n:20°08′32″N,110°12′50″E。

5.4. The northwest boundary line is the line connecting the following two geographical positions.
g: 20°11′53″N,110°12′14″E;
f:20°12′24″N,110°12′08″E。

6. The inshore traffic zone
6.1. The area between the shoreline of Leizhou Peninsula and the lines connecting the geographical positions of a, d, e, L, K, f, g, j is designated the north side of inshore traffic zone of east-west routing system.
6.2. The area between the shoreline of Hainan Island and the lines connecting the geographical positions of k, n, o, P, O, p, q, t is designated the south side of inshore traffic zone of east-west routing system.
6.3. A vessel proceeding into the traffic lane from the inshore traffic zone shall navigate with particular caution, and shall navigate through the precautionary area in accordance with the stated general direction of traffic flow.
7. Special regulations
7.1. A vessel not using the Ship Routing System shall be far away from the area of the Ship Routing System.
7.2. When a vessel using the north-south routing system can not follow the Ship Routing System because of the dangerous navigation caused by the great storms, shall report to the Qiongzhou Strait VTS in advance, and then can navigate not in accordance with the general direction of traffic flow after permission. In the meantime, the vessel using the east-west routing system shall follow the instructions of the Qiongzhou Strait VTS and shall keep out of the way of the vessel using north-south routing system.
7.3. For a vessel using the traffic lane according to the regulations, if it uses the inshore traffic zone to navigate only, it shall report the navigation dynamics
and intention to the Qiongzhou Strait VTS.
7.4. A vessel navigating in the area of the Ship Routing System shall follow the regulations of the Ship Routing System.
7.5. Any vessels disobeying the Ship Routing System,shall be punished by the competent authority in accordance with relevant laws and regulations.
7.6. A vessel shall not cross the traffic lane, but if obliged to do so shall report to the Qiongzhou Strait VTS in advance, then does the crossing after permission.。
