中文摘要

随着经济全球化和贸易自由化进程加快,关税逐渐降低,这对众多国家发展国际贸易带来了良好的契机。我国自2001年成为世界贸易组织成员国以来,出口贸易总量逐年上涨, 贸易顺差不断扩大。由于我国地广人多，农业仍然是我国的基础，近年来农产品出口为创汇做出了巨大的贡献。入世以后，进口数量配额、许可证制度等传统非关税壁垒受到了约束，相反,以技术法规、技术标准、商品检验检疫制度、环境标志制度为主的技术贸易壁垒日益突出，我国农产品的出口受制于各国严苛的技术标准,出口形势依然严峻。山东作为农业大省，全国最大的蔬菜生产基地,生产的蔬菜以优良的品质畅销海内外，但近年来在蔬菜出口贸易中却屡遭日韩、欧美等发达国家名目繁多的绿色贸易壁垒，限制了我省蔬菜的出口，给菜农以及出口商造成了一定的经济损失，因此，如何应对绿色贸易壁垒就成为发展山东蔬菜出口贸易的重点。

ABSTRACT

With accelerating economic globalization and trade liberalization process, the tariffs gradually reduced, the development of international trade for many countries has brought good opportunity. China became a member of the world trade organization since 2001, the export trade volume increases year by year, the trade surplus continued to expand. Because our country land, people, agriculture is still the basis of our country, agricultural exports in recent years made great contribution to earn foreign exchange. After wto entry, import quantity quota, license system, the traditional non-tariff barriers by constraints, on the contrary, to technical regulations, technical standards, commodity inspection and quarantine system, increasingly prominent environmental sign system of technical barriers to trade, China's exports of agricultural products subject to stringent technical standards, from all over the world export situation is still grim. Shandong as the big agricultural province, the country's largest vegetable production base, production of vegetables with superior quality best-selling at home and abroad, but in recent years but have been in the vegetable export trade, Japan and South Korea, European and American developed countries various green trade barriers, limiting the vegetables exports in our province, caused a certain economic losses to vegetable grower and exporter, therefore, how to respond to green trade barrier has become the focus of development in shandong province vegetable exports.
