剑桥雅思18 test2 写作范文

In recent years, the issue of environmental pollution has garnered significant attention worldwide, and individuals, as well as governments, are increasingly called upon to take action. While some people argue that individuals should be primarily responsible for reducing pollution, I strongly believe that governments should play a leading role in tackling this pressing issue.

Those who advocate for individual responsibility argue that everyone has the power to make a difference in reducing pollution. They contend that by making small changes in our daily lives, such as recycling, conserving energy, and using public transportation, individuals can make a significant impact on the environment. Additionally, they argue that when individuals take responsibility for their own actions, it sends a powerful message to the government and corporations that stronger measures need to be taken to protect the environment.

However, I believe that relying solely on individual efforts to combat pollution is inadequate. One of the primary reasons is the scale of the problem. Pollution is a global issue that transcends individual actions. Governments have the ability to implement wide-ranging policies and regulations that can have a much larger impact. For example, they can impose stricter emission standards on factories and vehicles, invest in renewable energy sources, and promote sustainable agriculture practices. These actions would not only make a significant difference in reducing pollution but also spur technological advancements and create green job opportunities.

Moreover, governments have the authority to enforce regulations and hold polluters accountable. While individuals can make personal choices to reduce pollution, they lack the power to ensure that corporations and industries comply with environmental standards. Governments, on the other hand, have the legal authority to set and enforce regulations, monitor compliance, and impose penalties on violators. By taking a strong stance on pollution, governments can send a clear message that protecting the environment is a priority, and those who contribute to pollution will face consequences.

Furthermore, governments have the resources and means to fund large-scale projects that can address pollution more effectively. They can invest in research and development of innovative technologies to reduce emissions, clean up polluted areas, and restore natural habitats. Governments also have the capacity to collaborate with other countries to tackle transboundary pollution issues such as air and water pollution. These international partnerships can result in more effective solutions that have a broader impact beyond national borders.

In conclusion, while individual efforts to reduce pollution should be commended, governments should take the lead in tackling this urgent problem. The scale of pollution requires comprehensive policies and regulations that can only be implemented by governments. By doing so, governments can enforce compliance, fund large-scale projects, and collaborate internationally to address pollution effectively. Only through such collective efforts can we hope to create a cleaner and healthier environment for future generations.
