从“民工荒”现象看中小型企业人力资源激励机制管理
摘要
本文主要以中小型企业为主,结合东部沿海地区多省出现的“民工荒”现象研究人力资源激励机制管理,发现在东部沿海地区的中小型企业明显存在着对民工歧视及不公平待遇等的问题,为此本文首先阐述企业人力资源激励机制管理的相关理论知识,然后分析民工的特点和状况,最后得出人力资源的薪酬、福利、绩效等多方面激励机制可以缓解中小型企业与民工之间的矛盾,实现双赢。

Exploring the Management of Human Resources Incentives in Small and Medium Enterprises Through the Lens of "Labor
Shortage " Phenomenon
ABSTRACT
This paper aims to explore the management of human resources incentives in small and medium enterprises through the lens of “Labor Shortage”phenomenon happened mainly in east coast provinces(eastern coastal areas)It is found that lots of problems, such discrimination against migrant workers and unfair treatment exist in small and medium enterprises in the eastern coastal areas. Therefore, in this study, some related theories concerning the management of human resources incentives will be first illustrated, followed by analyzing the characteristics and status of migrant
workers. Finally, it will provide some examples of incentives, including salaries, benefits, performance, etc, so that the tension between small and medium enterprises and migrant workers will be relieved, which will be expected to a win-win situation. 1 绪论Intorduction
随着我国经济的飞速发展,中小型企业如雨后春笋(bamboo shoots after a spring rain)不断涌出,“民工荒”现象渐渐在东部沿海地区出现。同时,民工意识到中小型企业并不是很可靠,过低的工资待遇(salary and conditions )和一些歧视行为让他们丧失工作的热情和兴趣。
With the rapid development of our economy, the small and medium enterprises have sprung
up ,Labor Shortage phenomenon is unfolding in eastern coastal areas.Meanwhile the migrant workers found that small and medium enterprises are not very dependable and lost their enthusiastic and interest in jobs for such low wages and discrimination.
当前中小型企业无论是在完整性的体系方面还是在科学性的手段方面都与激烈的市场竞争和现代企业的制度有很大的差距:人力资源激励机制手段单一;缺乏对民工需求的分析,对所有人采取同样的激励手段;中小型企业的绩效管理并没有充分起到杠杆作用。本文将通过文献研究法对人力资源激励机制进行了解,搜集有关人力资源激励机制管理的一些资料,探究如何完善人力资源激励机制管理的基本思路,从而确保民工享有城市人口的同等权利。

人力资源激励机制是指激发员工的工作动机,也就是说用各种有效的方法去调动员工的积极性和创造性,使员工努力去完成组织的任务,实现组织的目标。中小型企业中的民工属于劳动条件最差、工作环境最苦、收入最低的群体,因此要管理好这个群体尤为需要人力资源激励机制。

the outline of the management of human resources incentives 2010年初,东部沿海地区出现了“民工荒”现象,员工具备了追求高薪、选择优质工作的机会。因此人力资源的开发和管理已成为中小型企业管理的核心内容,激励是人力资源管理的重要内容,也是人力资源开发的重要方面。
At the beginning of 2010, "Labor Shortage "phenomenon happened in eastern coastal areas, the migrant workers have the opportunity to seek the highly salary and good jobs.Therefore development and management of human resources has bee the key point in the running of small and medium enterprises.Incentives not only the important content of the management of human resources ,but also the important aspect of the development of human resources.
