摘要:油气管道完整性管理的本质特征是基于
风险程度的事故预先管控模式。因此,风险评估结果
的准确性将直接影响到油气管道完整性管理决策的科
学性。为此,在分析风险评估对管道完整性管理的决
策影响和事故热点辨识工程意义的基础上,提出了评
价油气管道风险评估质量的技术思路。首先从人因因
素、物因因素、工程因素和管理因素4个方面探讨了
影响油气管道风险评估质量的客观外因,然后重点研
究了油气管道风险评估质量的评价原理及其可以采用
的相关评价方法,选取了评价方法简单、易于操作的
指标体系法来进行质量评价,结合212程实际设计出了油气管道风险评估质量评价的基本流程(质量评价实施前准备阶段、实施工作阶段、实施完成阶段)以及相应的评价指标体系;最后通过案例分析验证了油气管道风险评估质量评价技术的操作实用性。该研究从一个全新的角度揭示了提高油气管道风险评估结果准确性的技术途径,对推进我国油气管道完整性管理的技术进步具有一定的参考意义。

Quality evaluation for oil and gas pipeline risk assessment
Abstract:The oil and gas pipeline integrity management(PIM)is essentially featured by risk-based decision making,which
will highly rely on the accuracy of risk assessment.In view of this,technical approaches for quality evaluation of oil&gas pipeline risk assessment were proposed based on a brief analysis of engineering roles of risk assessment in decision-making of PIM and accident hotspot recognition.First,the four obj ective external factors regarding to the quality of oil and gas pipeline risk assessment were discussed in terms of human,materials,engineering and management.Then,the quality evaluation principles and related evaluation methods were studied in detail;quality evaluation was performed by adopting an evaluation index system simple and easy to
operate.Finally,combining with the engineering practices,the basic process from preparation to implementation and the corresponding evaluation index system were thus developed.Case studies validated the operability and practicality of the quality evaluation for oil and gas pipeline risk assessment.From a brand new perspective,this study displays an effective means of improving the accuracy of oil and gas pipeline risk assessment,which is of great value in promotiflg the technical progress in domestic oil and gas pipeline integrity management.Keywords:oil&gas pipeline,risk assessment,quality evaluation,index system,

,油气管道的风险因素辨识和风险程度评估是其关键环节和核心要素。油气管道风险评估是对油气管道安全秋态的一种判别,风险评估结果的准确性将直接影响到油气管道完整性管理决策的科学性。长期以来由于人们更多关注如何评估出油气管道的风险程度,对其评估本身质量的好坏却有所忽视,所以至今尚未在油气管道风险评估质量评价方面开展更多的研究工作[9-10]
。据英国官方机构报告,在其审查过的325份安全报告中,仅有86份是完全符合风险评估质量要求
