论高等学校科技创新方法研究

【摘要】创新方法是科技创新的手段，也是科技创新的内容。内蒙古自治区正处于十二五规划、转变经济发展方式、产业结构升级的关键时期，推动科技创新尤为重要。我区高等院校作为科技创新的主体，原始创新能力还不足，科研力量的协同整合还不够。本课题通过对高等院校进行调研，深入分析高等院校在科技创新链中的位置，对我区高等院校科技创新的方法进行研究，从而为完善我区高等院校科技创新体系的建设、全面提升我区原始创新能力、集成创新能力及成果转化能力，逐步增强高等院校服务地区经济、产业的能力提供依据。

【Abstract】The method of innovation is not only a means of scientific and technological innovation，but also the main content of technological innovation. Inner Mongolia Autonomous Region is in the 12th Five-Year Plan that is a critical period of the transformation of economic development and the industrial structure upgrade，when it is very important to promote scientific and technological innovation. The problem is that Our region’s institutions of higher education as the main body of scientific and technological innovation has not enough original innovation capacity and synergistic integration of research strength. By surveying in the higher education institutions，analyze the location of institutions of higher education in science and technology innovation chain and do some research on the method of develop our region’s institutions of higher education science and technology innovation，So as to provide the basis for improving institutions of higher education’s science and technology innovation system of ou r region、fully enhancing the original innovation ability、integrated innovated the transformation capacity and gradually strengthening the ability to services the regional economy and the industry.

1. 引言当今世界，科技创新逐渐成为经济增长和社会进步的动力，知识经济逐步成为发达国家的主要经济形态。20世纪80年代以来，我国高校在科技创新、成果转化和产业化方面，同样承担了国家大量的科研任务，取得了一大批高水平的创新成果。在我国，许多新知识、新技术也都源于大学。在推动企业技术进步和解决经济社会发展的重大科技问题，特别在高新技术产业发展中，高等院校不仅是人才和技术的源泉，而且还是直接孵化产业、企业的基地。但是与其他世界发达国家相比，然而我国的总体创新能力和国际先进水平还存在很大的差距[1]。

2. 存在的问题内蒙古自治区正处于十二五规划、转变经济发展方式、产业结构升级的关键时期，推动科技创新尤为重要。但是内蒙古自治区高等教育还不能满足“科技强区”的需要，在科技创新方主要存在以下问题：第一，高校科技创新在体制构建和人才培养等方面存在缺失[2]；第二，我区严重缺少一流科学家与创新团队，优秀师资相对缺乏；第三，校企分离，缺乏重大原创性的成果，研究成果的实践性差，较少的科研成果转变为真正的生产力；第四，缺少明确的科技创新金融支持长效机制，科技专项基金种类少且总量严重不足[3]；第五，资源共享难，重复投资，设备利用率低；第六，小而全的封闭思想导致科技资源共享难。

结合我区的具体情况，本文通过调研，探索我区高校科技创新的措施，从而为全面提升我区原始创新能力、集成创新能力及成果转化能力，逐步增强服务地区经济、产业发展的能力。

3. 科技创新的方法现代创新理论认为：创新是指人的思维活动和实践活动具有创造性、具有不同于前人或超越自身的独特的途径和方法[4]。创新不仅仅是一个发明与发现的过程，而且是一种改进和再创造的过程。21世纪内蒙古自治区高校的科技创新需要紧跟时代脉搏，明确正确的学科导向与市场导向，加强科研组织的制度改造和科学化管理并进行人才培养模式的创新。
