德州市事业单位工作人员收入分配制度改革实施意见根据山东省人民政府办公厅《关于印发〈山东省公务员工资制度改革实施意见〉、〈山东省事业单位工作人员收入分配制度改革实施意见〉和〈山东省机关事业单位离退休人员计发离退休费等问题的实施意见〉的通知》(鲁政办发[2006]108号),结合我市实际,制定本实施意见。

一、实施范围(一)经县级以上党委、政府及机构编制部门批准成立的下列事业单位中,2006年7月1日在册的正式工作人员。

教育、卫生、科学研究事业单位。

文化、艺术、体育、新闻、出版、广播电影电视事业单位。

农业、林业、水利、水产、畜牧、兽医事业单位。

交通、海洋、地质勘察、测绘、气象、地震事业单位。

社会保障、社会福利、检验检疫、环境保护、环境卫生、园林绿化、房地产管理、物资储备事业单位。

机关、团体附属独立核算的事业单位。

列入事业编制的各类学会、协会、基金会、监管机构。

其他事业单位。

(二)经批准参照公务员法管理的事业单位、各类企业所属的事业单位和事业单位所属独立核算的企业,不列入这次事业单位收入分配制度改革的范围。

二、岗位绩效工资制度的实施岗位绩效工资由岗位工资、薪级工资、绩效工资和津贴补贴组成,其中岗位工资和薪级工资为基本工资。

(一)岗位工资事业单位岗位分为专业技术岗位、管理岗位和工勤技能岗位。

1、专业技术人员按本人现聘用的专业技术岗位执行相应的岗位工资标准。

具体办法是:聘用在正高级专业技术岗位的人员,执行一至四级岗位工资标准,其中执行一级岗位工资标准的人员,需经人事部批准;聘用在副高级专业技术岗位的人员,执行五至七级岗位工资标准;聘用在中级专业技术岗位的人员,执行八至十级岗位工资标准;聘用在助理级专业技术岗位的人员,执行十一至十二级岗位工资标准;聘用在员级专业技术岗位的人员,执行十三级岗位工资标准。

三级养护标准

城市道路绿化养护管理标准前言为适应城市园林绿化建设的需要,确保绿地养管质量,按照山西省建设厅《2006年度山西省市政公用事业地方标准编制工作计划》(晋建标函字[2006]448号文)的要求,在本省各大城市调查研究的基础上,参照国家和其他省、市相关标准规范,结合我省城市园林绿化实际情况,特制定本标准。

三级养护质量标准1、绿化基本充分,植物配置一般,裸露土地不明显。

2、园林植物达到:(1)生长势:基本正常。

(2)叶子基本正常:①叶色基本正常;②严重黄叶、焦叶、卷叶、带虫尿虫网灰尘的株数在10%以下。

③被啃咬的叶片最严重的每株在20%以下。

(3)枝、干基本正常:①无明显枯枝、死杈:②有蛀干害虫的株数在10%以下;③介壳虫最严重处主枝主干上100平方厘米3头活虫以下,较细的枝条每尺长一段上在15头活虫以下,株数都在6%以下;④90%以上的树冠基本完整,有绿化效果。

(4)措施:按三级技术措施要求认真进行养护。

(5)行道树缺株在3%以下。
