Outline of Vehicle Registration Restriction

・The Principal Countermeasure within the NOx/PM Law ・The registration of vehicles which don’t meet specified

standards for NOx/PM emission (i.e. Vehicles of high NOx/PM emissions) in the designated areas is banned (restricted) .

・Vehicles in use as well as vehicles newly registered within the designated areas are subject to restriction.

・The restriction is ensured by the vehicle inspection scheme in accordance with the Road Vehicle Law.

Designation of areas subject to NOx/PM

countermeasures

(1)Criteria for the designated areas

・Automobile transportation is concentrated in certain areas.・Measures already introduced such as those stipulated in the Air Pollution Control Law(*1) alone are not sufficient to preserve the standards regarding environmental conditions related to air pollution.

*1: Countermeasures for stationary sources of air pollution, national uniform exhaust gas emission standards for vehicles

(2)Designated Areas

252 municipalities in 8 prefectures ・Tokyo Metropolitan Areas :

Tokyo, Saitama, Chiba and Kanagawa prefecture ・Chubu Areas (Nagoya and its surroundings) :

Aichi and Mie prefecture

・Kinki Areas (Osaka and its surroundings) :

Osaka and Hyogo prefecture

1. Following indices were calculated for all municipalities. (1) density of vehicle ownership (cars/km 2)(2) density of annual vehicle’s mileage

(3) density of annual NOx/PM emission amounts from

vehicles （ｔ/year/ km 2)

2. Those municipalities where all the indices above were about 3 to 4 times higher than nationwide average were the candidates for designation.

3. Wider areas than the coverage of candidates were finally designated for the application of the law in order to enhance the effectiveness of registration

restriction.

Registration Restriction based on the Vehicle

Inspection Scheme

【Road Vehicle Law 】

・”No motor vehicle shall be used for operation unless they have passed the inspection and a valid “motor vehicle inspection certificate”has been issued for them.”

(Neither certificate nor license plate are issued unless they pass the inspection.)

【Check points of inspection of a vehicle 】

(1)Compliance to the technical standards for safety and environmental pollution control set out by the Road Vehicle Law

(2)As a part of above-mentioned standards, more stringent emission standards than the national minimum are applied to the vehicles to be registered within the designated areas.

(3)Certificate and license plate are not issued to vehicles which do not meet the standards.
