Brief IntroductionEstablished in 2007 by China Scholarship Council (CSC), a non-profit institution entrusted by the Chinese Government to manage the State Scholarship Fund, the Postgraduate Scholarship Program aims to improve the training of creative and distinguished postgraduates and enhance the development of China’s higher education. Over six years, CSC will sponsor each year up to six thousand talented Chinese students for overseas study, pursuing doctoral degrees or conducting academic cooperation under joint-training programs at world-class universities.2. Scholarship Benefits(1) A living stipend as prescribed by Chinese government. For example, postgraduates studying in the Sweden will receive a stipend of 12000 SEK for one month.(2) Health insurance(3) A round-way international airfare at the beginning and end of the program3. The invitation letter must be a formal letter printed on university letterhead addressed to the applicant and signed by the host supervisor. The content should include the following: personal information of the student being invited, period of invitation, majorresearch field and plan, statement of tuition fee waiver, and an evaluation of the English language level of the applicant by the host supervisor. If any tuition fee or registration fee is involved or might occur during the joint training that cannot be waived, a list of these fees attached with the application will be appreciated. Supervisors at home and abroad have to work together to design a research plan for the applicants. A Chinese-English research plan with no less than 1000 words on each version and signed by both supervisors is required for application. In order to get a better knowledge of supervisors at foreign universities, an introduction of the host supervisor with his/her personal information and academic achievements during the last five years should be included in the application.5. Application ProcedureThe scholarship program will be launched in autumn semester each year through university website. Applicants submit to the CSC by the end of February of the following year through their departments or schools. The University which the applicant registered will carry out a pre-screening and recommend qualified applicants to CSC. CSC will organize a selection committee composed of professors and experts from related fields to select proper candidates for the scholarships. PURPOSEThe purpose of Postgraduate Scholarships (‘PGS’) is to provide selected students who have attained good academic qualifications as determined by the Board of GraduateStudies with financial assistance to study full-time for the degree of MPhil or PhD. II. REGULATIONS1. Postgraduate Scholarships shall:(a) be awarded by the Board of Graduate Studies (BoGS), on therecommendation of the appropriate Faculty Higher Degrees Committee(FHDC), to selected students who (i) normally hold a Bachelor's degreeat second class honours first division or above and/or Master’s degreeas appropriate from this University, or another qualification ofequivalent standard, as determined by the Board which has sole andabsolute discretion in this matter; and (ii) hold full-time candidature forthe degree of MPhil or PhD.(b) be tenable on an annual basis and renewable upon the conditions statedin this Regulation and Regulations 4, 5(a) and 8 below being fulfilled.The maximum period of award shall be, in the case of full-time MPhilcandidature, two years from the date of registration and in the case offull-time PhD candidature, the first three or four years from the date ofregistration, this being the period of study as specified in the "Offer ofAdmission" letter. In the event of transfer from MPhil to PhD or viceversa, the period of study for the new degree shall be calculated fromthe date of first registration for the initial degree. Scholarship holderswho are allowed to submit their theses earlier than the specified periodsof study are eligible to receive the balance of the award untilnotification of degree conferment, on the condition that they continueto be registered for the degree, to be physically present in Hong Kong,and continue to provide their prescribed services for the Department(see Regulations 4 and 5(a) below).2. The annual value of the Postgraduate Scholarship shall be determined by theUniversity from time to time and the Scholarship terms are not negotiable.Payments to Postgraduate Scholarship holders shall be made on a monthlybasis.3. Postgraduate Scholarship holders shall be responsible for paying whateverUniversity fees are liable to be paid.4. A Postgraduate Scholarship holder may be required to provide, undersupervision, services which carry educational benefits for the holder, asprescribed by the Head of the Department, Unit, Centre, School or Institute inwhich the holder is registered. The amount of such services shall not exceed100 hours in any full twelve-month period (or pro rata if the period is less thantwelve months), and the calculation of the hours shall include preparation timein all cases. The provision of services forms part of the research student’straining covered by the value of the Scholarship, and no other payment forthese hours of services may be made to a Scholarship holder.5. (a) For Postgraduate Scholarship holders who registered beforeSeptember 1, 2012In addition to the 100 hours of training stipulated in Regulation 4 above,a Postgraduate Scholarship holder may provide extra services for amaximum of a further 150 hours per annum, as part of his/her PGStraining, in return for a higher rate of Scholarship (i.e. PGS top-uplevels). The higher rate of Scholarship is determined by the Universityfrom time to time. The services provided in this capacity shall berelevant to the holder's research training, beneficial to his/her studiesand subject to the concurrence of the supervisor(s). The holder shall nototherwise undertake any employment either within or outside theUniversity during tenure of the Scholarship.(b) For Postgraduate Scholarship holders who registered on September 1,2012 and thereafterAny work required by the supervisor/Department/Faculty/unit abovethe maximum 100 hours per annum of services or scope expected froma Postgraduate Scholarship holder shall be treated as part-timeemployment between the party concerned and the Scholarship holder inaccordance with the University’s human resources policy and practices,subject to the approval of the FHDC.Part-time employment within the cap of 150 extra hours per annumshall be approved by the FHDCs. The FHDCs, in approvingScholarship holders’ part-time employment (regardless of whether it isundertaken within or outside the University), should ensure that it doesnot exceed the cap of 150 extra hours per annum and is in compliancewith the relevant immigration policies/guidelines where appropriate. 6. The services referred to in Regulations 4 and 5(a) above are intended toconstitute part of the training of a Postgraduate Scholarship holder, and thenature of the training may for example include:(a) assistance with research;(b) assistance with scheduled laboratory, studio and fieldwork classes andwith tutorials;(c) assistance with the preparation of materials for scheduled classes;(d) assistance with marking practical notebooks and answers from exerciseclasses; and(e) assistance with invigilation of University degree examinations.7. With effect from September 1, 2012, a Postgraduate Scholarship holder who isa PhD student and whose candidature has been confirmed will receive a higherrate of Scholarship with effect from the following calendar month after his/her probation is fully confirmed. The higher rate of Scholarship shall bedetermined by the University from time to time and is not negotiable.8. Continued tenure or renewal of a Postgraduate Scholarship during theprescribed period of study or a higher rate of Scholarship for PhD studentsafter confirmation of candidature shall at all times remain conditional upon the requirements specified in Regulations 1 and 4 and 5(a) above continuing to be met, and also upon:(a) the holder continuing to make satisfactory academic progress; and(b) the holder continuing to undertake training as stipulated in paragraphs 4and 5(a) and 6 above to the satisfaction of the Department; and(c) funds for the payment of the Postgraduate Scholarship continuing to beavailable.Should the requirement in either Regulation 8 (a) or (c) cease to apply, thePostgraduate Scholarship may be suspended, terminated and/or not renewedaltogether, as appropriate. In case of non-compliance with Regulation 8 (b), the Scholarship may be reduced partially, subject to the provision of Regulation11.9. Postgraduate Scholarship holders shall sign a declaration agreeing to abide bythese regulations and agreeing that they will immediately inform theirsupervisor(s) and the Secretary of the Board of Graduate Studies if they ceaseto comply with any of the requirements specified in Regulations 1 and 4 and5(a).10. If academic progress is unsatisfactory, a written warning will be issued by theDepartmental Research Postgraduate Committee (DRPC) or FHDC in the case of unitary Faculties indicating the need for improvement within a period to bespecified. The student may present his/her case to the FHDC. If progresscontinues to be unsatisfactory, the DRPC will recommend that the whole PGSbe suspended for initially up to two months. If the FHDC decides to imposethe sanction, it will inform the student, giving at least one month's notice inwriting, copying the letter to the DRPC Chairman and the Research Services.The student may appeal to the FHDC. The FHDC will, in light of such anappeal, review its earlier decision and determine if the sanction should beimposed. If the FHDC does not endorse the recommendation for sanction, itwill notify the DRPC accordingly. Uplifting the sanction will be conditionalupon demonstrated improvement to the satisfaction of the DRPC and theFHDC. A decision to resume the PGS will in no way lead to the payment ofPGS suspended.11. If the Postgraduate Scholarship holder does not perform the training asstipulated in Regulations 4, 5(a) and 6 above to the satisfaction of theDepartment, a written warning will be issued by the DRPC indicating the needfor improvement within a period to be specified. The student may presenthis/her case to the FHDC if he/she so wishes. If performance continues to beunsatisfactory after the written warning has been served, the DRPC willrecommend to the FHDC that an initial sanction in the form of a deduction of$4,000 per month from the PGS value be imposed for a specified period of nomore than two months. The sanction, if approved by the FHDC, will bepreceded by at least one month's notice in writing to the student. The studentmay appeal to the FHDC. The FHDC, upon receiving the appeal, will reviewits earlier decision and determine whether or not the sanction should beimposed. The PGS holder will be required by the Faculty to provide services aspart of his/her training as stipulated in Regulations 4, 5(a) and 6 above duringthe period of sanction for a decision to be made on the subsequent resumptionof the PGS in full or otherwise. Uplifting the sanction is conditional upondemonstrated improvement to the satisfaction of the DRPC and the FHDC. Adecision to resume the PGS in full will in no way lead to the deducted portionbe paid to the student.12. In cases where the sanctions referred to in paragraphs 10 and 11 have not ledto an improvement in performance to the satisfaction of the relevantdepartment, the relevant sanction may be renewed for a further period to bespecified. Suspension may in effect lead to termination of the PostgraduateScholarship, if academic progress remains unsatisfactory. The Board ofGraduate Studies will hear appeals, if any, from students against the decisionof the relevant Faculty Higher Degrees Committee. The decision of the BoGSon this matter shall be final.III. ADMINISTRATIVE ARRANGEMENTS1. Applications for Postgraduate Scholarship shall be made together with theapplication for admissions to the MPhil and PhD programmes via the on-lineapplication system of the Graduate School.2. The recommendation of students for the award of Postgraduate Scholarshipshall be made by the DRPCs of Departments, Units, Centres or Institutes inwhich the students are (or shall be) registered, and such recommendations shallbe considered by the appropriate FHDC for recommendation to the Board ofGraduate Studies.3. FHDCs shall receive reports on the academic progress of PostgraduateScholarship holders and their performance of departmental training; and shallbe responsible for assessing progress and making recommendations on thecontinuation/renewal or otherwise of Postgraduate Scholarship for theconsideration of the BoGS.4. Notices to deduct part of the PGS payment or to suspend the entire Scholarshipare issued by the FHDCs on the recommendation of the DRPCs, whereasnotices of termination are issued by the BoGS on the recommendation of theDRPCs and the FHDCs.5.
