1 INTRODUCTION 引言

The Method Statement (MS) &The Job Hazard Analysis (JHA) is the formal review and development procedure for the consideration of how work is to be accomplished and minimizing, eliminating and or controlling the risk during the operation and performance of the work. Included in this Site Safety Practice is an explanation for managers, discipline engineers, supervisors, foreman and also the workers in the basic step-by-step procedure conducting a JHA.

施工方案(MS)与作业危险性分析（JHA）是为了考虑如何完成作业以及减少、消除和控制操作和工作执行期间的风险而进行的正式的检查和实施的程序。本程序为所有的管理人员、专业工程师、主管、班组长以及工人说明如何进行工作危险性分析（JHA）的基本步骤。

The MS &The JHA Process is considered the most effective method and most commonly used when existing safety management controls are insufficient to guarantee a safe and efficient job.

当现有的安全管理措施不足以保证安全的和有效的工作时，施工方案(MS)与工作危险性分析被认为是最有效的方法，也是最通用的方法。

2 DEFINITION OF RISK 风险定义

Medium Risk–Where the hazards associated with the work have a known potential to cause a single disabling injury or damage in excess of RMB 50,000.

中度风险–已知与一项作业有关的危险可能导致个别丧失行动能力或者损失超过RMB 50,000。

High Risk - Where the hazards associated with the work have a known potential to cause multiple disabling injuries, a fatality or damage in excess of RMB 200,000.

高风险- 已知与一项作业有关的危险可能导致多人丧失行动能力、一人死亡或损失超过RMB 200,000。

3 GENERAL 概述

The Method Statement is the means by which a contractor intends to perform the work and is to include the following:

施工方案是指一个承包商将要执行的作业并且包括下述内容:

Brief description of work activity.

工作活动的简单描述

Location of work / plan of work area.

工作地点/工作区域计划

Limitations of applicability of method statement or JHA.

Organisation and Responsibilities - Engineer in Charge, Safety Supervisor, Site Supervisor, Foremen, Tradesmen, General Workers.

Construction method - sequence of work, how the job is to be performed incorporating safety and quality, schedule
