Management system for foreign experts of Sanmen Times Bilingual Kindergarten

为了进一步加强和完善外教聘请及其管理工作,充分发挥外国专家利益,根据国家外国专家局有关文件精神,结合我园实际,特制订本规定。

In order to further strengthen and complete foreign teachers’ employment and the corresponding management, and fully display the interests of foreign experts, the following regulations are made hereafter according to the relevant document spirit of National Foreign Expert Bureau and by combining with our kindergarten’s situation.

一、聘请原则

I.Employment principle

积极而有计划地聘请外国文教专家,努力调动他们的积极性。充分发挥他们的作用;虚心学习他们的专长,学习国外的先进科技文化成果,争取最佳聘请效益,增进中外人民的友好,为我国社会主义现代化建设服务。

Actively employ foreign cultural and educational experts in a systematic way, try to motivate their enthusiasm, and fully display their functions; modestly learn their talents, study advanced scientific and cultural achievements from overseas; try to reach the best employment benefits, enhance the friendship between Chinese and foreigners so as to contribute to the modernized construction of socialism.

为贯彻这一原则,必须做到:以我为主,按需聘请;广开渠道,择优选聘;保证质量,讲求实效。

In order to implement this principle, the following must be done: mainly relying on oneself and employing based on needs; using various employment channels and optimize employment; ensuring quality and practicality.

二、聘请目的

培养孩子英语口语表达能力,激发孩子学习英语的兴趣,营造英语学习环境氛围,增强孩子知识面,提升幼儿园办学知名度,

Cultivate children’s oral English expression ability, initiate their interest in learning English, make a good environment for learning English, enlarge children’s vision and promote the kindergarten’s reputation.

三、聘请程序

III.Employment procedure

1、聘请外国专家(外教)期限6个月以上者,学校报国际合作与交流处。

1. For employing foreign experts (teachers) for over 6 months, the school will report to international cooperation and exchange division;

2、国际合作与交流处根据幼儿园需求情况编制上报聘请计划,并协助用人单位与有关组织和部门联系选拔和确定人选。

2. International cooperation and exchange division will not only submit employment plan according to the kindergarten’s needs, but also assist the demanders in contacting the relevant organizations and departments so as to choose and decide the most suitable experts or teachers;

3、国际合作与交流处与应聘者商定工作和待遇条款,双方草签工作合同。

3. The international cooperation and exchange division shall negotiate with the applicants about the work conditions and salary terms so that both parties can sign a preliminary work contract;

4、国际合作与交流处负责上报应聘外教的基本情况,经批准后及时办理来华邀请及入境手续。外教到职后,协助其办理《居留证》。

4. After the international cooperation and exchange division has reported the basic information of the foreign applicants, it should timely send out employment invitation and transact immigration procedures once the approval is issued. After the foreign teachers settle down, the division shall help them apply for and obtain Certificate of Residence.

5、长期外国专家(外教)工作试用期为3个月。在3个月以内能够胜任工作的,国际处与其签订标准合同。

5. The probation period of long-term foreign experts (teachers) is 3 months. the international cooperation and exchange division will sign standard contract with those who are able to afford the job within 3 months.
