The CATIC Zone offers a vision for a model development in Shenzhen’s continued urban evolution. It does present some hard choices to be made with change, including the extent of redevelopment. It also puts forth that in the life of cities, public space is timeless, and once created, can seldom be relinquished. The plan is respectfully submitted with the belief that Shenzhen is at the dawn of its perpetual life. With its geographical position and economy, Shenzhen will continue to increase its national and global prominence, and its urban reinvention will define its success.

中航苑的重新规划将为深圳持续发展提供一个展望模式。尽管在重新规划中我 们面临着一些艰难的抉择，包括重建的范围，但同时我们也应该看到，在城市 生活中，公共空间是永恒的，一旦创造将永世留存。本次提交的中航苑总体规 划其中心思想就是认为深圳正处于其长期发展的朝阳时期，由于其特殊的地理 位置和高速的经济发展，深圳必将不断提高其在国内国际上的声望，并随着其 都市面貌的不断完善，这种成功的地位也将进一步加强。

This plan fulfills the challenge by promoting the world-class identity for Shenzhen. It transforms a currently underutilized, lackluster district into a vibrant mixed-use district that centers on a highquality, identifiable open space. To find this new and internationally unique civic space, a signature tower locates its position in the City’s skyline. The plan also calls for filling-in and “tightening” the not-so urban spaces, as well as linking to and respecting the surrounding areas. A key principle of the plan is to create better pedestrian-friendly links through the site to reinforce the concept of a “Walkable Futian District.” It also seeks to reduce traffic congestion by phasing in a series of one-way streets to minimize traffic conflicts, as well as by providing a below grade system for service and user traffic.

重新塑造一个国际都市空间。 作为中国的南大门，深圳正不断创新发展，力图成为世 界级国际景点城市。深圳的繁荣带来了巨大的机遇，吸 引着众多国内外人才，但是如何为那些为这个城市乃至 世界不断创造财富的人们提供一个优美的生活环境是这 个城市所面临的挑战。为防止城市无序延伸，再创城市 中心活力，合理的规划至关重要： 1） 提供高素质的住宅、办公、酒店、零售和娱乐场 所； 2） 充分利用市政设施（包括新的地铁和公交系统）； 3） 创造安全、充满活力的社会环境； 4） 延续都市文化和商业气息； 5） 增加公共设施与可及性。 这项规划的实施不仅可将目前未充分利用、缺乏生机的 片区转变成一个以高品质、富有特性的开放空间为中心 的充满活力的多功能区域，而且更可提升深圳作为国际 都市的整体形象。耸入城市天际线的地标性塔楼为这座 城市提供了一个崭新的国际化的独特城市空间。新的城 市规划不单是对旧城区空间的填补和“充实”，更是尊 重历史，融合未来。 这项规划的主要原则是创造一个宜人的空间尺度并加 强"步行福田"的概念，规划同时也志在通过单行道减低 交通的矛盾，及提供一套适用于地下层的行人和服务性 的交通动线系统。

Background
Located just north of Hong Kong along the Daya Bay, the City of Shenzhen is home to almost 8 million people. This rapidlygrowing city has benefited greatly from the economic development focus on the area. With the establishment of the “Special Economic Zone” in 1980, Shenzhen has prospered, due in part to its emphasis on innovative city planning, transportation and infrastructure systems, booming technology industry, and cultural attractions. The CATIC Zone Master Plan focuses on promoting a coherent planning framework for creating a vibrant, mixed-use district. The objective for this document is to help define the City’s expectations, provide predictability and allow flexibility through value-added design quality for the CATIC Zone (Zhonghang Yuan) for the developer, and for the people and government of Shenzhen. The immediate goals are: 1. To ensure a quality, feasible project that can be implemented; 2. To capture the Development Potential of CATIC Zone through master planning; 3. To provide benefit for the public. Through coordination with the following planning principles, future development should achieve a visually attractive design that will also contribute to the district’s overall identity and unique sense of place.
THE VISION Reinvention as a Unique, International Urban Place
As China’s landside gateway to the south, Shenzhen seeks to reinvent itself into a world-class, international destination. Shenzhen’s prosperity has brought great opportunities and lured people from all over China and the world. It has also brought great challenges to making livable environments for the residents and workers who support local and global economies. The challenge is to revitalize urban centers to combat development sprawl tendencies beyond Shenzhen’s urban edges by:
