网上拍卖的现状与发展趋势

摘要

电子商务是互联网爆炸式发展的直接产物,是网络技术应用的全新发展方向。互联网本身所具有的开放性、全球性、低成本、高效率的特点,也成为电子商务的内在特征,并使得电子商务大大超越了作为一种新的贸易形式所具有的价值。随着电子商务的发展，拍卖业走出传统运作模式，实现了网上拍卖。与传统拍卖相比，网上拍卖能够极大地扩展交易领域，有效地促成网上交易，使其保持一种较为激烈的竞争状态。然而，网上拍卖过程中存在的问题，阻碍着交易活动的进行，成为网上拍卖发展的瓶颈，所以需要进一步的研究和规划。本文从电子商务和网上拍卖的概念、形式、特点、流程等基础理论探讨入手，阐述了网上拍卖的现状和发展中存在的问题，并进行了分析，从而提出了解决方法：以政府立法的形式对网上拍卖行为加以约束；采用电子身份证，建立认证中心安全认证机制；规划和制定网上拍卖的有关法律规定,国家有关部门应当支持优秀的电子商务网站发展，拍卖网站应当加强对拍卖过程的监督和检查；对网上拍卖在内的电子商务采取扶持态度。最后预测了网上拍卖的未来发展趋势：我国网上拍卖市场潜力巨大；拍卖品种越来越丰富。

Along with electronic commerce's development, the auction industry goes out the traditional operation pattern, has realized on-line auction。Compares with the traditional auction, on-line auction can expand the transaction domain enormously, facilitates on-line transaction effectively, causes it maintains one kind of comparatively keen competition condition. However, in on-line auction process exists the question, hinders is trading active advance, becomes on-line auction development to fly the bottleneck, therefore needs the further research and the plan. This article from basic theory discussions and so on electronic commerce and on-line auction's concept, form, characteristic, flow obtained, to elaborate in our country on-line auction's present situation and the development existed the question, and has carried on the analysis, thus proposed the solution: restrains by the government legislation's form to on-line auction behavior; Uses the electronic ID card, establishes the authentication center safe authentication mechanism; The plan and the formulation on-line auction's relevant law stipulated that the national Department concerned must support the outstanding electronic commerce website development, auctions the website to strengthen to auctions the process the surveillance and the inspection, strengthens to on-line auction swapper's status authentication; Finally has forecast on-line auction future trend of development: Our country on-line auction market potential is huge; The auction variety is getting more and more rich.
