Regulations of Guizhou Province on the management of forest seedlings
(adopted at the tenth meeting of the Standing Committee of the Tenth People's Congress of the Guizhou Province on September 24, 2004, effective as of January 1, 2005)
Chapter I General Provisions

Adopted by the tenth meeting of the Standing Committee of the Tenth People's Congress of the Guizhou on September 24, 2004, it is hereby promulgated and shall come into force as of January 1, 2005.

Chapter I General Provisions
The first is to strengthen the production, operation and management of forest seedling, seedling breeding, maintenance of producers, operators and users of the legitimate rights and interests, improve seedling quality, promote seedling industrialization, promote the development of forestry and ecological construction, according to the "People's Republic of China Seed Law" and relevant laws and regulations, combined with the actual situation of the province. Article second engaging in the breeding, production, operation, use and management of forest trees and seedlings within the administrative area of this province, these Regulations shall be observed.
The term "forest seedling" as mentioned in these Regulations refers to the planting materials or propagation materials of

The competent forestry administrative departments of the people's governments at or above the county level shall be in charge of the work of forest trees and seedlings within their respective administrative areas, and the forest seed and seedling management institutions owned by them shall be responsible for the specific work of the management of forest trees and seedlings.
Other relevant departments of the people's governments at or above the county level shall, in accordance with their respective functions, coordinate the management of forest seedling management.
Fifth Provincial People's governments should set up special funds to support the introduction of improved varieties and breeding and demonstration work.
The people's governments at or above the county level shall, according to the needs of the development of forestry development, forest seedling development plan, to support the development of seedling industry, the protection of forest germplasm resources, encourage and support tree breeding and promotion.
