关于我国新型农村合作医疗筹资问题的研究

[摘要]目的通过对我国新型农村合作医疗筹资问题的研究，了解我国新型农村合作医疗的筹资现状，分析在其筹资过程中出现的问题，深入探究问题出现的原因，为解决我国新型农村合作医疗筹资难的问题提供科学依据。方法对乡镇农民进行个别访谈，同时采用文献检索法来获得相关资料。结果（1）我国新型农村合作医疗筹资现状（2）我国新型农村合作医疗筹资出现的几个问题（3）我国新型农村合作医疗筹资中出现问题的一些原因分析。结论针对新型农村合作医疗筹资难题可以采取以下对策：完善制度设计；合理划分各方筹资责任；扩大筹资渠道；加快我国经济和法制建设。

Abstract:objective After studying the problems of fund-raising of china’s new-type rural corporation medical system,we understand the present situation of fund-raising of China’s new-type rural corporation medical system,analyse the problems,go deeply into the reasons of the problems and provide science foundation for the solving of the problems

Methods Interview the farmers separately and then retrieve the documents to get the data Results(1)the present situation of fund-raising of China’s new-type rural corporation medical system(2)the problems of fund-raising of china’s new-type rural corporation medical system(3)the problems of fund-raising of china’s new-type rural corporation medical system was aroused by the defect of our system,the farmers,the government,economy and the laws of our country Conclusion to solve the problems,we can consider to adopt the advices in the following:perfect the design of our system;divide the responsibility of every sides;broaden the way of fund-raising;accelerate the construct of our economy and laws. 1前言

1.1研究背景

新型农村合作医疗制度,是近几年来在广大农村由政府组织、引导,农民自愿参加,个人、集体和政府等多方筹资,并以解决大病统筹为主、解决日常就医为辅的一种互助共济的合作医疗制度。在我国当前的新型农村合作医疗制度中,资金环节(包括资金的筹集)从广义的角度讲,其主要由三个部分构成:动员社会资源进行筹资,对筹集的资金进行统筹，以及向医疗服务供给者分配资源。从狭义的角度来看,资金环节就是资金的筹集环节,即是动员社会资源、筹措资金的环节。

1.2研究意义

资金是制约新型农村合作医疗制度发展的“瓶颈”，合理的筹资标准和稳定的筹资渠道直接关系到新型合作医疗的保障水平和保障能力。筹资问题是发展新型合作医疗的关键,直接关系到新型合作医疗的成败。而目前筹资难的问题是我国新农合面临的最大的问题,只有从根本上解决了这个问题我国新农合才能走上顺利的发展之路.

2材料与方法

2.1研究内容

针对制约我国新型农村合作医疗制度发展的瓶颈—筹资,从多方面研究筹资过程中出现的一系列问题.

2.2研究方法

经过在乡镇卫生院的一段时间的实习，发现新农合的筹资难问题,进行了一系列实地询问调查，返校后参考大量图书文献，收集资料完成了此论文.

3结果

3.1.新型农村合作医疗筹资机制现状

3.1.1筹资渠道

新型农村合作医疗资金主要由个人缴费和各级财政补助构成,有条件的乡镇、村集体经济组织给予适当支持,鼓励社会团体和个人资助新型农村合作医疗。
