5.3 组织的作用、职责和权限(ISO 9001:2015质量管理体系的要求)
最高管理者应确保组织相关岗位的职责、权限得到分配、沟通和理解。

最高管理者应分派职责和权限,以:
a)确保质量管理体系符合本标准的要求;
b)确保各过程获得其预期的输出;
c)报告质量管理体系的绩效以及改进机会(见 10.1),特别是向最高管
理者报告;
d)确保在整个组织推动以顾客为关注焦点;
e)确保在策划和实施质量管理体系的变更时保持其完整性。

5 Leadership
5.3 Organizational roles,responsibilities and authorities
Top management shall ensure that the responsibilities and authorities for relevant roles are assigned, communicated and understood within the
organization.
Top management shall assign the responsibility and authority for:
a) Ensuring that the quality management system conforms to the
requirements of this International Standard;
b) Ensuring that the processes are delivering their intended outputs;
c) Reporting on the performance of the quality management system and on
opportunities for improvement (see 10.1), in particular to top management;
d) Ensuring the promotion of customer focus throughout the organization;
e) Ensuring that the integrity of the quality management system is maintained
when changes to the quality management system are planned and
implemented.
5.3和后面的5.3.1及5.3.2结合一起,其实就是之前的三个代表:管理者代表、顾客代表、质量代表,本条款对应的就是之前的管理者代表。
