其实,还有一些译文也可以:流浪者的花园其实是花园的流浪,无家可归者的花园其实是无人管理的花园。

environment是主句的谓语部分。
introduce…into…是把…引入到… 。
form本义是风格、类型,这里应该是指无家可归者所创造的花园这种建筑类型。
这个部分可以直接翻译为:把建筑类型引入到城市环境中。
3) whereit either didn’t exist or was not discernible as
such是where引导的定语从句,修饰前面urbanenvironment。
一般语法上认为where从句修饰前面表地点的名词作定语,如果要翻译的话可以重复一下在城市环境中。
