【摘要】：

进入新时代以来，世界多极化和经济全球化的趋势深入发展，科技进步日新月异。资本、技术、劳动力等生产要素的流动和配置在全球范围内展开，参与世界市场的主体日益增多，经济利益日趋多元化，国际贸易和跨国投资发展迅速，区域经济合作和双边经济合作逐渐活跃，中国已经成为推动世界经济增长的重要力量；同时，在世界各国利益再分配的过程中，单级和多级的矛盾明显，贸易上的突出和经济纠纷不断加剧，不稳定、不确定、不安全因素增加，由于处在各种利益的矛盾交汇点、对外开放的最前沿、对内改革的第一线，海关执法在维护市场经济秩序、建立和完善社会主义市场经济体制过程中的作用更加明显，海关工作在促进对外经济贸易、发展国民经济、维护国际经济社会安全的过程中的地位和作用越来越重要。
