According to the Research Report on China's Environmental and Economic Ac­counting in 2010(Public E d itio n),the cost of ecological and environmental degeneration was up to 1538.95 billion yuan, accounting for 3.5% of GDP in 2010. Among them, the cost of environmental degradation was 1103.28 billion yuan (account­ing for2.51%of G D P), and it increased by 132.26 billion yuan (13.7%) compared with the last year;the loss of ecological destruction (forest, wetland, grassland and mineral exploita­tion) was up 441.70 billion yuan, accounting for 1.01% of GDP[1]. Based on the top-level design and general planing that were done at the 18th National Congress of the Communist Par­ty of China, the Third and Fourth Plenary Session of 18th Cen­tral Committee of the Communist Party of China, the Political Bureau of the Central Committee of the Communist Party of China approved the Suggestions about Acceleration o f Ecologi­cal Civilization Construction on March 24 , 2015, which further shows China's idea of environmental protection administration and the responsibility of the party in power for the nation, con­forms to the objective laws of ecological civilization construc­tion, and takes a crucial step toward the ambitious goal of building 11 beautiful C hina".1Transformation process of ideas of envi­ronmental protection administration in China 1.1 A review of environmental protection process in Chi­na From the beginning of our founding in 1949 to the early 1970s, there were no clear environmental protection policies and objectives in China, so environmental problems have ap- *Received:March 20, 2017 Accepted:April 24 , 2017* Corresponding author. In the Dalian Bay, 333.33 hm2of shellfish-farming mudflat was polluted, and more than 10000kg of sea cucumber, above 100000kg of shellfish, one million kg of corbicula were lost ev­ery year, so that ports were silted up, and dams were corroded and damaged[2]. In view of serious pollution, the pollution con­trol of Guanting Reservoir in Beijing has become the first large- scale control of environmental pollution in China. During June 5 -16in 1972, the United Nations Conference on the Human Environment was held by the United Nations in Stockholm, which is the milestone of environmental protection in the world and the turning point of environmental protection in China.In August 1973, the first national conference on environ­mental protection in China was held, during which the policies for environmental protection such as M comprehensive planning, rational distribution, comprehensive utilization, turning harm in­to good, relying on the masses, working together, protecting the environment, and benefiting the people" were approved, and the first legal regulation on environmental protection in Chi­na the Several Regulations on Environmental Protection and Improvement was made. In 1974, the Sate Council set up the leading group of environmental protection and offices. After­wards, various provinces, autonomous regions, municipalities, ministries and commissions under the State Council set up en­vironmental management organizations and environmental pro­tection scientific research and monitoring institutions to place emphasis on the treatment o f M the three wastes" based on the survey of pollution sources and environmental quality. In Sep­tember 1979, the Environmental Protection Law o f the Peopled Republic o f China(Trait Im plem entation)was issued, which marks the legislation of environmental protection in China[3]. In August 1982, the Marine Environmental Protection Law o f the People's Republic o f China was issued, and the state estab­lished and improved three environmental management systems o f11 environmental impact assessment", 11 pollution charge" and16Meteorological and Environmental Research2017M Three Simultaneous S teps". At the second conference on the national environmental protection held in December 1983, the position of environmental protection as a basic state policy was determined, and the strategic policy o f11 synchronized planning, implementation and development in terms of economic and ur­ban and rural development and environmental protection for re­alizing the utilization of economic, social and environmental benefits" was proposed. At the third conference on the national environmental protection held in April 1989, five new systems of M environmental protection target responsibility", 11quantitative check for comprehensive control of urban environment", " con­trol of pollution deadline", 11centralized management of pollu­tion" ,and 11sewage discharge permission" were established. On December 26, 1989, the Environmental Protection Law o f the Peoples Flepub丨ic o f China was approved at the E\e\/enth Conference of the Seventh Standing Committee of the National People’s Congress.In 1992, the United Nations held the United Nations Con­ference on Environment and Development and approved the Agenda for the Implementation o f Sustainable Development Strategy.The Chinese government declared the implementa­tion of sustainable development strategy in 1992 and issued the China's Agenda fo r2\st Century in 1994. In M the Ninth Five-Year Plan11fo r National Economic and Social Development o f the Peopled Republic o f China and Outlines o f Long-term Goals in 2010 that was approved at the Fourth Conference of Eighth National People's Congress in March 1996, two strategies of "developing the country through science and education" and "sustainable development" were proposed. In " the Ninth Five-Year Plan1'and Long-term Goals in 2010 for National Environ­m ental Protection in China that was approved at the Fourth Conference on National Environmental Protection in July 1996, the policy of insisting on paying equal attention to pollution con­trol and ecological protection and the implementation of the Plan fo r Control o f Total Emission o f Pollutants was deter­mined, and the Trans-Century Green Engineering Program would be implemented. In 1999, the Plan fo r National Ecologi­cal Environment Construction was issued. In 20CX), the Outline o f National Ecological Environment Protection was issued, and large-scale control of pollution in major cities, basins, regions and seas as well as ecological construction and protection pro­jects were developed in China.The Environmental Protection Law o f the People’s Republic o f China,which was revised and approved at the Eighth Con­ference of the Twelfth Standing Committee of the National People's Congress on April 24 , 2014, has been implemented since January 1,2015. It is the most restrictive environmental protection law in history, and environmental protection work has entered a completely new stage.1.2Transformation process of ideas of environmental protection administration in China If the concept of envi­ronmental protection was treatment after pollution before the 1970s, stress should be put on the prevention of pollution and comprehensive control in the 1980s. However, economic growth was at the cost of the environment on the whole. That is, with the rapid growth of economy and improvement of people's life in China, many serious problems of resources and the environment have appeared. In the late 1990s, pollution control in China has made progress, but ecological deteriora­tion has aggravated. During 11 the Ninth Five-Year Plan" peri­od, the state proposed that economic growth pattern trans­formed from extensive form into intensive form. With the rapid expansion of economic scale, the demand for the transforma­tion of economic growth pattern has become more and more ur­gent, that is, the pattern of exchanging the environment for economic growth changed into the pattern of protecting the en­vironment to optimize economic growlh[4]. In April 2006, 11 three transformations" were proposed at the sixth national confer­ence on environmental protection, which reflects the significant adjustment of China's ideas of environmental protection admin­istration, namely transforming the relation between the environ­ment and economy. The report of the 17th National Congress of the Communist Party of China has proposed the goal of ecolog­ical civilization construction for the first time in the new de­mands of building a well-off society in an all-round way. Eco­logical civilization is the result of rethinking and surpassing in­dustrial civilization, the achievement of environmental protec- tion and sustainable development in China over the years, the inheritance and development of the most important cognitive achievement of relationship between man and nature obtained by people, and the distillation of building a harmonious society in respect of ecological and economic development.2 Connotation and construction of ecolog­ical civilization2.1 Proposing and connotation of ecological civilization Civilization is the achievement of human cultural development, the sum of material and spiritual achievements of changing the world by mankind, and the sign of human society advances[5]. Human civilization has gone through three stages such as origi­nal civilization, agricultural civilization and industrial civilization. In the 18th century, The British industrial revolution opened modern human life, and three hundred years of industrial civili­zation has the main characteristic of man's conquest over na­ture. Industrialization development of the world make the cul- ture conquering nature up to the ultimate;a series of global ec­ological crises show that the earth has no capacity to support the continuous development of industrial civilization. Therefore, it is needed to create a new form of civilization to continue the survival of mankind, and it is ecological civilization. In the mid­dle 1990s, the Chinese government began to mention ecologi­cal civilization[6]. Ecological civilization is the sum of material and spiritual achievements obtained by mankind following the objective law of harmonious development of mankind, nature and society, as well as cultural ethic form based on harmonious coexistence, virtuous circle, integrated development and con­tinuous prosperity of man and human, man and society, and man and nature. Ecological civilization aims to build an environ­ment-friendly society based on the carrying capacity of re­sources and the environment, with natural laws as criterion,Fu Baorong etal.Study on Transformation of Ideas of Environmental Protection Administration and Construction of Ecological Civilization in China17and sustainable social,economic and cultural policies as means. In the report of the 18th National Congress of the Com­munist Party of China, the overall layout of economic, political, cultural, social and ecological civilization construction was pro­posed, and ecological civilization was put in a high position, paying high attention to the improvement of people's livelihood and realization of democracy.2.2 Construction of ecological civilization To speed up the construction of ecological civilization, it is needed to con­duct planning and coordination closely around the M five-in-oneM strategic layout and show it in the processes of economic, polit­ical, cultural, and social construction. Based on the top-level design and general planing that were done at the 18th National Congress of the Communist Party of China, the Third and Fourth Plenary Session of 18th Central Committee of the Com­munist Party of China, the concept of greening was proposed in the Suggestions about Acceleration o f Ecological Civilization Construction that was approved by the Political Bureau of the Central Committee of the Communist Party of China on March 24, 2015, and the greening of economic and social develop­ment ways should be realized, while it should become high- level value orientation.2.2.1Transformation of ethics values. Based on the western traditional philosophy of mankind governing nature, industrial civilization suggests that only mankind is the subject, and life and nature are the objects of mankind, so only mankind has value, while life and nature have no value. Ecological civiliza­tion means that both mankind and nature are the subjects and have value and initiative;mankind and all life rely on nature. Therefore, mankind should respect life and nature, and man­kind and all life share one earth. Ecological civilization is a so­cial pattern with the complete unification of humanity and ecolo- gy, and mankind is the center of value but can not dominate nature;the integrated development of mankind must promote harmonization between human beings and nature. It is needed to set up the ecological civilization concept of respecting, con­forming to and protecting nature, include ecological civilization into the socialist core value system, develop green education, and form a new social custom of advocating ecological civiliza­tion. Meanwhile, the propaganda and education of ecological civilization should be strengthened to make people know the ethical values of ecological civilization well.2.2.2Fundamental transformation of economic system and economic growth mode. To construct ecological civilization, it is needed to transform economic growth mode and improve so­cialist market economic system. The economic growth mode that is driven by cost advantages of elements, invests large amounts of resources and consumes the environment for a long time is difficult to continue, and it is needed to transform eco­nomic growth mode from excess blind development into temper­ate rational development, from only economic growth into the integrated development of economy, society and ecology, from disharmonious development of mankind and nature into their harmonious development, and from the development of neglec­ting social system revolution into the development of using so­cial system revolution as driving force.In order to accelerate the construction of ecological civiliza­tion ,it is needed to have innovative thinking and global vision, transform green development into new comprehensive national strength and new international competition advantages, and make the construction of ecological civilization become inex­haustible driving force of transformation and upgrading in the new normal state[7]. In addition, it is needed to improve the check and assessment system of economic and social develop­ment, include indicators such as resource consumption, envi­ronmental damage and ecological benefit that show the con- struction situation of ecological civilization into the check and assessment system of economic and social development, and make it become important guidance and constraint to promote the construction of ecological civilization.2. 2. 3 Transformation of production mode. The production mode of industrial civilization is not a circular production from materials to products and waste. Developing circular economy is an important way and basic mode of promoting the construc­tion of ecological civilization and realizing sustainable develop­ment. On December 12, 2012, the Development Plan for Cir-cular Economy during H the Twelfth Five-Year Plan11Period was approved, and the major goals and tasks and safeguard meas­ures of developing circular economy were proposed at the ex­ecutive meeting of the State Council. In economic field, it is needed to promote green production mode, construct industrial structure and production mode with high scientific and techno­logical content, low consumption of resources, and little envi­ronmental pollution, enhance the greening degree of economy greatly, speed up the development of green industry, and form new growth points of economic and social development.2.2.4Transformation of lifestyle. During the period of industrial civilization, people's lifestyle is based on the principle of material­ism, has the characteristic of high consumption, and suggests that more consumption of resources is the contribution to eco­nomic growth. During the period of ecological civilization, people's lifestyle should be based on the principle of practice and saving, has the characteristic of moderate consumption, pursue the meet­ing of basic living needs, advocate the enjoyment of spirit and cul­ture, is the transformation from lifestyle and consumption mode into diligent and thrifty, green and low-carbon, civilization and health, and strictly avoid extravagance, waste and irrational con­sumption. It is needed to carry forward the mainstream value of ecological civilization, create social atmosphere of advocating ec­ological civilization, and lay solid social and mass base for the construction of ecological civilization.2.2.5Improvement of systems. The core of speeding up the construction of ecological civilization is the construction of a complete system to break structural and institutional obstacles limiting the construction of ecological civilization and strictly ob­serve ecological red lines of resources and the environment un­der the overall ideas of prevention from sources, process con- trol, compensation for damages, and responsibility investiga­tion. It is needed to improve the compensation mechanisms of ecological protec­tion, achievement assessment and accountability system, deepen the reform of ecological civilization, and make people live and produce in good ecological environment. The imple­mentation of the most strict environmental protection law can provide reliable guarantee for the construction of ecological civilization advocated since the 18th National Congress of the Communist Party of China.3 ConclusionEcological environmental protection has become global consensus, and the rules of ecological civilization in national development and construction have become increasingly obvi­ous. At the 18th National Congress of the Communist Party of China, the goal of building " beautiful China" was set up for the first time, and the construction of ecological civilization was put in the strategic position of 11 five-in-one" general lay­out.
