This not only means the prevention of pollution, or its minimisation where prevention is impossible, but also compliance with our contracts and all laws and legislation relating to the environment wherever we conduct our business.All of our construction and related activities are assessed for any adverse impacton the environment and measures taken to control them, documented in methodstatements on a project and in the Operations Plan for our offices and otherfacilities. In addition, each project or facility is set targets to measure performanceagainst our policy and senior management regularly reviews these with the aim ofcontinual improvement of the system.CPECC is also committed to enhancing the environment where possible by theminimum use of resources through the reduction or elimination of waste,recycling of waste and the use of appropriate technology. Accordingly, allpersonnel are required to implement the environmental management system in sofar as it applies to their work and to contribute actively to its improvement duringthe course of their duties.9.5.2 Our principal environmental objectives are•To prevent incidents at the workplace that result in pollution.•To minimise our use of natural resources and reduce material waste.•To minimise the adverse impact on the environment due to our construction activities.9.6PLANNING FOR THE ENVIRONMENT9.6.1 The Project Manager will ensure that the Permanent Works are constructed such thatthey have the minimal adverse impact on the environment. An environmental impact assessment will be performed on all aspects of the work described in each method statement. The Environmental Impact Statement is developed to eliminate the impact or reduce it to a tolerable level; it is included in the method statement and is approved prior to the work commencing.9.6.2 It is also CPECC’s policy that other activities on the project such as the plantworkshop and the workers’ camp also adopt environmentally responsible workPLAN &WASTE MANAGEMENT DPOC-1193-PR-SAF-009practices in accordance with our environmental management system. Where appropriate, environmental impact control programmes for standard activities will be issued to assure compliance with our and owner requirements.9.6.3 All work and support activities shall aim to avoid and/or reduce to a practicalminimum common pollution such as dust, noise, waste and gases such as NOx (nitrogen oxides), SO2 (sulphur dioxide) and CO (carbon monoxide). To reduce air pollution to a minimum there will be no unnecessary idling of vehicles.9.6.4 All subcontractors appointed to construct the Permanent Works are assessed andselected in accordance with procedures on the basis not only of their capability to meet both the quality requirements and the programme but also to meet acceptable environmental standards and local legislation.9.7 MANAGEMENT RESPONSIBILITY9.7.1General9.7.1.1 The Project Manager will issue from time to time an organisation chart showing thesite management team dedicated to executing the Works. As required by ISO 14001:2004 the project management team will be sufficient in numbers and suitably experienced and competent to perform the work and successfully implement the environmental management system.9.7.1.2 The Project Manager has overall responsibility for all matters related to theenvironment and he has assigned the management of this function to the HSE Section Head. This responsibility includes compliance with the Contract, the Owner’s requirements, environmental permits and approvals and all applicable laws and regulations. The HSE Department has also HSE Officers to assist in the discharge of this responsibility and the organisation chart of the HSE Section is included in the attached Appendix A.9.7.1.3 The Project Manager shall assign responsibility for a particular task or function to amember of his management team, and delegate the authority to enable him to perform his duties; guidelines are given in the following sections. Notwithstanding such assignment, overall responsibility remains with the Project Manager.9.7.1.4 The Project Manager shall ensure that effective means of communication are put intoplace to advice employees on environmental issues. These are to include the display of notices, regular toolbox talks and the facility at all levels of project management to discuss, provide and source information.9.7.1.5 The Project Manager shall take the lead in developing and promoting initiatives inenvironmental matters. He shall monitor the performance of the workforce in achieving the targets set for the project on a regular basis.PLAN &WASTE MANAGEMENT DPOC-1193-PR-SAF-0099.7.1.6 Managers and supervisors are responsible for implementing the requirements of theenvironmental system within their own area of the project.9.7.1.7 Each person is responsible for fulfilling his obligations under the system. A summaryof the basic responsibilities of project staff and workers with respect to the environment is given in Appendix B.9.7.2 Construction Manager9.7.2.1 The Construction Manager is responsible for ensuring that all construction activitieson the project comply with the applicable environmental commitments and requirements given in this plan, the Contract and local regulations. He shall also be the primary contact with the Client and other concerned parties for the communication of site environmental issues or status.9.7.2.2 The Construction Manager serves as the primary Site Emergency Co-ordinator and isresponsible for:•The management of all day-to-day construction activities performed by the Company and its subcontractor personnel.•Implementing and enforcing the environmental commitments.•Reviewing performance of subcontractor activities.•Setting up contracts for waste removal.•Ensuring that all necessary environmental impact assessments are carried out to ensure compliance with the Contract, local legislation and the Owner’s policies. 9.7.3 HSE Section Head (HSE Manager)9.7.3.1 The HSE Section Head is to provide technical support services to the Project Managerso that construction of the project proceeds in compliance with the project's environmental commitments.9.7.3.2 The HSE Section Head’s duties include the following:•Ensuring that all engineering activities are planned and conducted in accordance with the applicable environmental regulations and site-specific procedures.•Liaison with the Project Manager and the Client’s representative.•Management of the project environmental program on a day-to-day basis.•Distributing appropriate environmental commitment information to subcontractors and direct-hire personnel, and monitoring their compliance.•Conducting regular field inspections of construction activities (including subcontractors) for compliance with the Contract, existing permits and approvals,and other applicable environmental regulations and commitments.•Conducting the Environmental Awareness Training programme for all new entrants to the project.•Serving as the Interim Emergency Co-ordinator in the absence of the Construction Manager.PLAN &WASTE MANAGEMENT DPOC-1193-PR-SAF-009•Performing hazardous waste identification and classification for the type and hazard class for all wastes generated during project activities.•Maintaining records related to the handling, storage and disposal of hazardous waste generated on the project in accordance with all applicable regulations.•Identifying locations for the waste containers.•Providing input for the selection of a waste management contractor.•Dealing with housekeeping issues through the Site Supervisor.9.7.4 HSE Officer9.7.4.1 The HSE Officer is responsible for providing primary and continuing environmentalsupport to the HSE Section Head and the Project Manager with respect to the development, implementation and enhancement to the project environmental compliance programme and for project environmental compliance issues.9.7.4.2 The HSE Officer’s duties include the following:•Assisting the HSE Section Head to develop, update and maintain the project’s environmental compliance plans and procedures.•Ensuring that the project management team, as well as other project personnel, have been informed of the potential environmental impact of planned activitiesand of the mitigation measures and actions that should be taken to maintaincompliance with the applicable permits, laws, and regulations.•Working in conjunction with the HSE Section Head to develop and implement the project environmental compliance programme comprising all the necessary plansand procedures, and for developing, implementing and conducting EnvironmentalAwareness Training Programmes.•Assisting the HSE Section Head in identifying and classifying all hazardous and non-hazardous or unknown wastes generated during construction activities.•Assisting the HSE Section Head and Project Manager as requested in identifying and resolving site environmental compliance issues.•To perform regular inspections of activities and confirm compliance with the management system and owner requirements.•To monitor and take corrective action to avoid hazardous situations taking place by the workforce and/or our subcontractors.9.7.5 Supervisors9.7.5.1 Supervisors have responsibility for the following:•Supervising construction workforce in a manner consistent with CPECC’s environmental policy.•Establishing cleanup crews.•Dealing with project housekeeping issues.9.7.6 Subcontractor ManagementPLAN &WASTE MANAGEMENT DPOC-1193-PR-SAF-0099.7.6.1 The subcontractor’s project manager shall:•Enforce the requirement in the subcontract with CPECC that makes subcontractors responsible for complying with all applicable environmental regulations andCPECC’s procedures related to their scope of works.•Submit information to the HSE department on their activities that involve the use or generation of hazardous substances and wastes that can potentially violate theprovisions of existing permits, or that have the potential to affect the environmentdetrimentally.•Verify that he has provided all necessary submittals as required (for example Material Safety Data Sheets) for materials that he has brought to site.9.7.6.2 The subcontractor shall comply fully with all applicable environmental laws, rules,and regulations. The subcontractor is also responsible for becoming familiar with all project environmental plans and procedures, in particular those contained in this plan.9.7.6.3 The subcontractor shall also acquire, handle, transport and store regulated substances(e.g. hazardous wastes) that have environmental aspects in a safe and appropriatemanner as defined by the applicable laws and regulations and the project management system.9.7.7 Subcontractor Workforce9.7.7.1 It is the responsibility of the subcontractor’s workforce to ensure that they read,understand and adhere to the environmental requirements of their subcontract and perform all their work in an environmentally responsible manner. They shall also:•Comply with all the applicable national and local laws, safety regulations and standards.•Attend CPECC’s environmental awareness training program.•Maintain all records of environmental compliance activities including hazardous waste disposal.9.8.0TRAINING AND INTERNAL COMMUNICATION9.8.1 The HSE Section Head shall arrange for the induction of the project managementteam from the Project Manager down to supervisor level to ensure that the requirements of this Project Environmental Plan and each person’s r esponsibilities under it are fully understood; subcontractors shall be similarly briefed. Records of attendance shall be maintained on file using record form.9.8.2 Regular environmental briefings and meetings shall be held with all levels of theproject workforce to ensure that CPECC’s policies and the project’s objectives are understood. A programme of toolbox talks shall be developed to meet the needs of the project work scope and talks shall be held according to a programme under the control of the pro ject’s HSE Section Head in languages appropriate to the workforce. Records of attendance are to be maintained.PLAN &WASTE MANAGEMENT DPOC-1193-PR-SAF-0099.8.3 The Project Manager shall issue a controlled copy of this Project Environmental Planto all senior/key members of his management team at least down to engineer level.Distribution shall be through the project’s document control system.9.8.4 The Project Manager shall also issue to selected personnel controlled copies of otherdocumentation relating to environmental aspects of the project.9.8.5 The Project Manager, in consultation with the HSE Section Head, shall issue to eachsubcontractor this Project Environmental Plan and all other documentation related to the environment.9.8.6 The HSE Section Head shall post information relating to the environment, such as thetoolbox talk programme, bulletins and minutes of meetings, on notice boards at appropriate locations and in suitable languages around the project facilities, including the workers’ camp. He shall ensure that such information remains current and relevant.9.9MONITORING SYSTEM PERFORMANCE9.9.1 A set of environmental targets shall be issued by the HSE Department that meet theobjectives set by the Company addressing the topics listed below.•The number of incidents involving environmental damage•Reported near misses•The number of toolbox talks•The number of surveillance audits and inspections•Noise and emission levels•Dust control & Air pollution level•Water quality levels•Hazardous and non hazardous waste trips9.9.2 The pr oject management’s performance against these targets is monitored by internalaudit, surveillance audit and routine inspection and by incident investigation. The statistics are reviewed monthly by the HSE Department and any action to correct deficiencies in implementation or to prevent a potential deficiency which are discussed and developed with project management.9.9.3 The Head office HSE Manager shall conduct a surveillance audit at least once everythree months and issue the report to the Project Manager.9.9.4 The HSE department shall submit the data related to the project’s environmentaltargets to the HSE Head Office within 3 days of the end of each month. He shall also submit other information as required.PLAN &WASTE MANAGEMENTDPOC-1193-PR-SAF-0099.9.5Selected process related to the management of the environment may be monitored from time to time using the system procedure to have continuous improvement.9.10 ENVIRONMENTAL MANAGEMENT SYSTEM9.10.1 The project environmental management system is an integral part of the Company’squality management system as described to complying with the requirements of ISO 14001:20049.10.2 The environmental management system comprises and in accordance with theelements listed below:• Construction work technical procedures • This Project Environmental Plan • Owner Procedure• Supplier/Vendor environmental plans9.10.3 The documents referred to in section 10.2, with the exception of those issued bysuppliers and subcontractors, are prepared, reviewed as required by ISO 14001:2004.9.11 WASTE MANAGEMENT AND PREVENTION OF POLLUTION9.11.1 The waste management programme CPECC is based on the waste hierarchy that is alist of approaches to manage waste arranged in order of preferred option in terms of waste minimization. It prioritizes the prevention and reduction of waste, then its reuse and recycling and lastly the optimisation of its final disposal.This concept is described by the “3Rs” -Reduce, Reuse, Recycle and the aim is toextract the maximum practical benefits from products while generating the minimum amount of waste.D i s p o s a l R e c y c l i n g R e d u c e R e u s e R e c o v e r y P r e v e n t i o n Most Favored OptionLeastFavoredOptionPLAN &WASTE MANAGEMENT DPOC-1193-PR-SAF-0099.11.2 The HSE Section Head shall monitor Waste Management to address waste generationand management that will incorporate any applicable legislation or Client requirement.9.11.3 The plan will address the following elements:•Identification/classification of waste•Requirements for segregation and storage of anticipated waste•Locations of waste skips and containers and hazardous waste storage area•Applicable programmes for reduction of waste as appropriate•Disposal arrangements for all waste9.11.4 Consistent to our commitment of preventing pollution from our business activitiesthe Project Manager is responsible to ensure that the following prevention andmitigation measures shall be in place for the whole duration of the project:9.11.4.1 Dust:•Activities that produce significant dust emissions should be monitored during periods of high winds and dust control measures should be adjusted to account forambient conditions to minimise fugitive dust.•Where there is a possibility of excess levels of general dust, measures shall be taken to eliminate, as far as is reasonably practical, the dust at source by, forexample, watering the ground.•Where the possibility of excess levels of nuisance dust cannot be eliminated at source, other measures shall be taken to contain, as far as is reasonably practical,such dust.•Where personnel are required to work in areas of respirable or inhalable dust they shall be provided with and shall wear suitable respiratory dust-filter protection.•In areas such as joinery shops where high concentrations of dust can gather on electrical apparatus leading to a fire risk, regular cleaning shall be carried out.•Where dust emissions are possible from contaminated ground, the ground should be monitored to establish levels of contamination and an assessment made of themost suitable means of containment•If sandblasting operations are required, these operations should be located so as to minimise noise and adverse dust effects on adjacent work areas. Furthermore, thearea of sandblasting should be sheeted.•Should problem areas arise which result in excessive dust generation on site, individual workers should be required to notify their supervisor to facilitate theappropriate response.9.11.4.2 Emissions:•No vehicles or plant should be left idling unnecessarily.•All engines must be serviced and maintained regularly according to manufacturer recommendation.•Employees responsible for Company cars, vans and trucks shall similarly ensure that they are serviced at the intervals specified for their vehicle. If any emissionsPLAN &WASTE MANAGEMENT DPOC-1193-PR-SAF-009of dark smoke occur (except during start up) then this machinery should bestopped immediately and rectified before it can be used again.•The set speed limit should be followed.•No burning of any material should be permitted on site.•Containers of oil, chemicals (paints, thinners) and other hazardous materials should not be left open if not in use and they should be stored according tospecifications of the MSDS.9.11.4.3 Noise:•The exposure to noise could be limited through engineering control methods.•Regular maintenance should be conducted to ensure that all plant and equipment employed on the project complies with the relevant noise limits that apply to thatequipment. Particular attention should be given to the exhaust systems on engines.•Construction vehicles should be equipped with horns or other signalling devices that produce a sound sufficiently loud to serve as a danger warning but notunnecessarily loud or harsh. These devices should be used only to provide dangerwarnings.•The least noisy equipment should be selected. This option will obviously depend on the availability of equipment from our own resources but if the item is to bepurchased or hired, the operating noise level should be considered as a part of thespecification.•Acoustic barriers should be used. This could simply be a jacket around a pneumatic drill, freestanding screens or a full enclosure. Much will depend on thelocation of the equipment and the practicalities involved.•Other methods of undertaking the works or using different types of plant in order to reduce noise and vibration levels to a minimum could be considered.9.11.4.4 P ollutant spills•Bounded areas and drip trays should be used where applicable in all liquid hazardous waste containers.•All stationary diesel and petrol operated construction equipment should have impervious drip trays placed beneath them during operation. Confirming that all persons, whether employed by the Company or itssubcontractors, who are engaged in activities or on facilities for which he has a management responsibility, are competent to execute the required work without harming the environment, and that the applicable work procedures are communicated, understood and in place.9. Ensuring, within his area of management responsibility and through hissupervisory line, that his workforce and other applicable persons are advised of any potential threats to the environment and that the necessary controls and contingency arrangements associated with the work activities are in place.10. Ensuring through his supervisory line that his workforce and, where applicable, hissubcontractor workforce, make correct use of personal protective equipment and that such equipment is in good condition, is suitably rated with consideration to the hazards involved and is, as closely as possible, suitable to the user.11. Ensuring, through his supervisory line, that emergency equipment for dealing withan environmental incident, whether portable or installed, is maintained in proper operational condition and that such equipment is correctly used.12. Ensuring, through his supervisory line, that all facilities, tools, equipment, plantand vehicles in use within his area of management responsibility, whether owned/operated by the Company or its subcontractors, are maintained in an environmentally satisfactory operational condition and are used correctly.13.
