量。
②对果菜类蔬菜给出了47种农药残留最高限
③对芸薹类蔬菜给出了44种农药残留最高限量值。
④对叶菜类蔬菜给出了46种农药残留最高限量值。
⑤对鲜豆类蔬菜给出了95种农药残留最高限量值。
⑥对真菌类蔬菜给出了47种农药残留最高限量值。
鲜乳中总汞的允许最大浓度≤0.Olppm;粮食≤0.02ppm;肉、 蛋(去壳)≤0.05ppm。鱼类、食肉类鱼类(如鲨鱼、金枪鱼等) 中甲基汞允许最大浓度≤1.Oppm;非食肉类鱼类及其他水产 品≤0.5ppm。

香蕉法典标准(CODEX STAN 205-1997)1.产品定义本标准适用于经处理和包装后供消费者鲜食的芭蕉科(Musaceae)香蕉属[Musa spp. (AAA)]商业品种,呈绿色,不包括仅用于烹调(plantains种)或工业加工用香蕉。

本标准涵盖的香蕉品种见附件。

2.质量相关规定2.1 基本要求除符合各等级具体规定和容许范围要求外,所有等级香蕉必须符合以下要求:-完整(以一根香蕉为参考);-完好,未发生不宜食用的腐败或变质现象;-干净,基本无任何可见异物;-基本没有造成外观损伤的害虫-基本无虫害造成的损伤;-无异常外表水分,但冷藏后出现的凝结水除外;-无任何异味;-果实紧实;-无低温引起的损伤;-基本无擦伤;-单根香蕉无畸形或异常弯度;-去除雌蕊;-主茎完整,无弯曲、真菌损害或干裂。

此外,成把和成串果实必须包括:-有足够的正常色泽的完好顶冠,无真菌污染;-顶部切削整齐,非斜面或撕裂,主柄无断片。

2.1.1 香蕉的成熟程度及品质状态必须:-符合不同品种具体特征的适宜成熟期;-经得起运输和装卸;-运至目的地时仍具良好品质状态,以实现令人满意的后熟过程。

MC459/Ch.2.2 分级香蕉分为以下三个等级:2.2.1 “特”级本等级香蕉必须具有特优品质。

应具有该品种和/或商品类型特征。

除不影响产品整体外观、质量、贮藏品质和包装外观的极轻微表皮缺陷外,不应有其他缺陷。

2.2.2 一级本等级香蕉必须具有良好品质。

应具有该品种特征。

允许带有以下轻微缺陷,但不得影响产品整体外观、质量、贮藏品质和包装外观:-形状和色泽轻微缺陷;-擦伤或其他表皮轻微缺陷总表面积不超过2cm2;任何情况下都不应有伤及果肉的缺陷。

2.2.3 二级本等级香蕉品质虽达不到较高等级的要求,但符合上文第 2.1节提出的基本要求。

允许带有下列缺陷,但不得影响香蕉质量、贮藏品质和包装外观等基本特征:-形状和色泽缺陷,但产品需保留香蕉一般特征;-由擦伤、结痂、揉搓、瑕疵或其他原因引起的表皮缺陷总表面积不超过4 cm2;任何情况下都不应有伤及果肉的缺陷。

如果该批中药的种植过程是清楚的,或者可以准确追踪的,也就是说农药的性质和用量,以及种植过程中使用农药的时间都是可是清楚的,监管部门可能会对这批中药全部或部分免检。

【取样】方法对于1kg装的,取样一份,充分混匀,取适量用于检查。

对于1kg至5kg装的,分别自容器顶部,中部,底部取等量样品一份,然后充分混匀后,取适量用于检查。

对于5kg以上容器装的,分别自容器顶部,中部,底部取不少于250g的样品,然后将样品充分混匀,取适量用于检测。

取样量如果容器的数量不多于三个,用上述方法从每个容器中取一份样。

如果容器的数量多于3个,用上述方法取n+1份样,如有必要,取近似整数单位。

为防止残留物降解,用于检测的样品取出后应尽快用于检测,否则,将样品置于密闭容器或食物容器中,在0℃下避光密闭保存。

为解决各成员国食品及饲料中农药残留限量标准不一致的问题,欧盟于2005年5月颁布了关于“植物和动物源性食品和饲料中农药最大残留标准以及修订理事会91/414/EEC 指令的第396/2005号议会与委员会法规”,要求欧盟各成员必须实施统一的农药最高残留限量标准,对于无具体限量标准且不属于豁免物质的农药残留则实施0.01mg/kg 的一律标准。

该法规共有7个附录,包括:食品与饲料分类表(附录1)、正式限量标准(附录2,包括关于谷物中农药残留限量的86/362/EEC 指令、关于动物源性食品中农药残留限量的86/363/EEC 指令、关于植物源性食品中农药残留限量的90/642/EEC 指令等三个指令制定的协调标准)、临时限量标准(附录3包括欧盟水平尚未协调的农药残留限量标准以及86/362/EEC 、86/363/EEC 、90/642/EEC 等三个指令未涉及的食品中农药残留限量标准)、豁免物质清单(附录4)、受分析方法限制产品的特定一律标准(附录5)、某些加工产品的稀释因子(附录6)、成员国可制定高于欧盟协调标准的特定农药/产品清单(附录七,主要是在成员国内部作为熏蒸剂使用的农药)。

目前,欧盟已完成附录I 、II 、III 、IV 、VII 等的制定,法规也于2008年9月1日生效。

通过对比分析,指出了我国三嗪类农药残留限量标准与发达国家及地区间存在的差距,主要表现在我国限量标准涵盖农药种类、食品品种不全面及限量值高等3个方面。

建议及时掌握发达国家和地区农药残留限量的标准和法规,加强我国限量标准制修订工作,补充检测方法以应对技术壁垒。

关键词:三嗪类农药最大残留限量;中国;国内外法规差异性中图分类号:S-03文献标识码:A DOI:10.19754/j.nyyjs.20210215007引言三嗪类农药是全世界范围内广泛使用的一类具有类似苯环结构的除草剂,在农业生产中有着重要作用,因其广谱、成本低且广泛参与许多除草剂的复配或桶混,在市场上影响深远[1],其在果蔬、土壤、水体中残留较长,有一定的致畸、致癌、致突变作用,可能会扰乱人类的生殖系统与内分泌系统[2],因此各国家和地区严格控制三嗪类除草剂的最大残留限量(MRLs)。

由于在我国现行标准中规定的农药种类及食品品种不全面等原因,导致我国农药残留限量标准相比发达国家和地区较为落后。

本文以三嗪类农药为例,收集整理了中国、欧盟、美国、日本、澳大利亚和韩国等国家的相关标准和法规,从农药种类、食品类别和MRLs值3个方面进行对比分析。

1资料与方法1.1资料GB2963-2019《食品安全国家标准食品中农药最大残留限量》[3];GB2763.1-2018《食品安全国家标准食品中百草枯等43种农药最大残留限量》(2018年6月21日发布)[4];欧盟农药残留标准:(EC)No396/2005(更新至2019年4月25日)[5];美国农药残留标准:40CFR Part180(更新至2019年3月220)[6];日本农药残留标准:肯定列表制度基准值列表(更新至2019年3月21日)[7];澳大利亚农药残留标准:澳新食品标准法典(更新至2019年4月18日)阴;韩国农药残留标准:食品的基准及规格(更新至2019年4月26日)呵。

GB 2763—2021规定了 564种农药在376种(类)食5中10 092项最大残留限量标准。

与2019版GB2763相比,新增农药5种81种和残留限量标准2985项,修订限量标准194项,修订农药残留物监测定义12种和农药每日允许摄入量(ADI )4种;新增食5名称20种,修订食5名称15种。

此外,笔者分析了 2021版GB 2763的主要特t ,对加强农药残留标准宣贯、评估标准实施影响及其应对措施建议进行了讨论。

一、我国蔬菜产品农药残留限量标准数量及与国外对比(一)我国蔬菜产品农药残留限量标准数量国家农业部从1974年开始,组织全国农业、环境保护、化学工业、卫生、中国科学院等部门的一些科研单位和高等院校进行了科学、合理、安全使用农药的试验研究工作,根据研究结果先后发布了7批农药合理使用准则(GB 8321.1-7),其中涉及蔬菜的限量标准为39项,农药种类36种。

从1981年至2000年,由卫生部批准发布的蔬菜中农药残留限量国家标准21个,给出43种农药MRL值。

在GBl6333—1996前言中指出:“本标准参照采用FAO/WHO食品法典委员会CX/PR2—1992《农药最大残留限量法典》。

为适应国际贸易、学术交流的需要,我国农药残留限量标准尽可能向国际标准靠拢。

但由于我国农药残留限量标准体系与国际标准体系不同,我国人民膳食结构具有自身的特点,因此本标准在基本保留我国原标准体系的基础上,依据我国人民膳食结构,应用我国农药残留试验数据,参照国际标准而制定。

”这段前言,基本上概括了我国制定标准的总体原则。

由卫生部批准发布的43种农药最大残留限量标准基本上包括了农药使用准则中的33项标准。

2001年8月由国家技术监督检验检疫总局发布了GB18406. 1-2001国家标准:农产品安全质量无公害蔬菜安全要求。

该标准中给出了41种农药最大残留限量值。

41种农药中包括杀虫剂37种,杀菌剂4种。

在杀虫剂中有机磷杀虫剂19种,氨基甲酸酯类农药4种,菊酯类农药11种,几丁质合成抑制剂3种。

综合上述3个部门在不同时间制定的农药残留最高限量标准,作为国标的标准有53个。

2001年9月,由中华人民共和国发布了农业行业标准---无公害食品。

至2002年9月,共发布了韭菜、白菜类、茄果类、番茄、甘蓝、黄瓜、苦瓜、豇豆、菜豆、萝卜、胡萝卜、菠菜、芹菜、蕹菜、香菇、平菇等25种(类)蔬菜上使用的农药最大残留限量标准。

作为行业标准,它的制订方式采用了一种蔬菜上所有常用农药均给出限量值,不再采取以往国标上一种农药对“蔬菜”给出一个限量值?这样NY 5000系列标准的农药残留限量数为325个。

方法:测定兰州市市售139批香蕉样品的农药残留,评估成人和1~6岁儿童的农药残留短期膳食摄入风险和联合暴露风险。

结果:139批香蕉中共检出10种农药,其中检出率较高的农药残留为多菌灵(71.22%)、吡虫啉(66.91%)、苯醚甲环唑(26.62%)、高效氯氟氰菊酯(17.99%)、戊唑醇(10.79%),超出香蕉农药残留最大限量标准的样品有26批次,分别为吡虫啉(21批)、噻虫嗪(3批)和腈苯唑(2批);成人和儿童的10种农药残留的短期膳食摄入风险值均小于100%,表明香蕉中成人和儿童的农药残留短期膳食摄入风险均在可接受范围;在139批香蕉中有130批样品检出农药残留,同时检出2种、3种、4种、5种和6种农药残留的样品量分别为46批、25批、14批、6批和1批;成人和儿童的农药残留联合暴露风险的分离点指数均小于1,说明成人和儿童的暴露风险均可接受,但有部分儿童的PODI接近1,说明部分香蕉的儿童联合暴露风险存在隐患。

结论:针对某种农药残留短期膳食摄入风险评估方式可能会造成对风险程度的低估,联合暴露风险评估可以更全面地掌握膳食摄入风险。
