南通科技城简介（宣介范本）

上海市北高新集团南通科技城（以下简称南通科技城）是上海市闸北区与江苏省南通市两地站在谋划“十二五”规划的战略高度，主动对接国家战略，深化两地经济交流合作的重大举措。南通科技城由闸北区国有独资企业上海市北高新（集团）有限公司和南通国有资产投资控股有限公司共同出资打造,将传承市北高新18年的品牌精神和跨越式发展之路，复兴南通深厚的文化底蕴，开创一座未来之城、科技之城、快乐之城、梦想之城。

南通科技城位于南通市港闸区西北侧，座落于通宁大道以西、城北大道以南、长泰路以东、永兴大道以北，总投资约为350亿元，规划总面积为5.24平方公里，规划建筑总面积约800万平方米，公共绿化率12%，水域总长15公里。规划设计理念“以人为本、绿色生态、现代都市”三者相融，体现人与自然的和谐相依，现代产业与生态休闲、历史文化完美结合的格局。在功能布局上将围绕“一心、一带、三片”即科技城服务中心、沿街商业带、产业片区、居住文化教育片区、商办休闲片区合理布局，并将引入现代地产最高形态城市综合体的概念倾力打造。

科技城的产业定位总体上将突出示范性、前瞻性、科技性、差异性、集约性和可持续性，将集“产业、城市、环境、生态、人居”五位于一体，着力打造融高端制造研发业、生产性服务业、区域总部经济和国家战略性产业于一体的国际化、生态型、综合性科技城和宜居创业商务城，重点关注高科技、无污染的生物、新能源新材料产业、船舶电子信息、新一代信息技术、高端装备制造业等方面；在业态方面，将秉承市北高新园区的产业集群，突出总部经济、服务外包、研发设计、数据中心等生产性服务业，力争高起点、高速度与上海市北高新园区同步推动前沿产业在市北南通科技城的集聚。

市北南通科技城项目将践行“市北绽放、耀眼南通”总体构想，着力打造沪通铁路长江大桥桥头堡现代产业综合示范区和南通北翼国际化产业新城，争创国家级的生产性服务业示范区、低碳经济示范区、循环经济示范区和新兴产业示范区。

根据总体开发计划，2015年底前将完成科技城内全部基础设施、环境和公用设施建设；2018年底前全面建成。到2018年，科技城固定资产预计总投入达350亿元以上（其中先进制造业和现代服务业固定资产投入200亿元以上），累计实际利用外资超过10亿美元；2019年，科技城实现年应税销售收入400亿元以上，年税收总额15亿元以上。

南通科技城将成为南通承接上海、苏南的门户新区，也必将为港闸区乃至南通市实现产业转型升级注入强大的动力，成为南通经济增长的强大引擎。

Shibei-Nantong Hi-tech Town

Shibei-Nantong Hi-tech Town locates in Gangzha district of Nantong City in Jiangsu Province, west to Tongning road, east to Changtai road, north to Yongxing road and south to Chengbei road, areas total 5.24 square km. The town is a cooperation project of Shanghai Shibei Hi-tech (group) Co., Ltd. and Nantong State-owned Assets Holdings Ltd. The project will be an urban-complex embodies themes of a dream land of science & technology, echo, happiness and harmony.

According to the licensed planning, 12% of the area remains green forest, including a river of 15 km long; there will be industrial base, academic and culture center, commercial zone, Leisure sports and games area. Total licensed construction floor space is about 8 million square meters.

The industrial base wish to congregate product R&D, high-end manufacturing, new-and high-technology industries, modern service industries, and the new energy, energy-conservation and environmental protection industries. In particular, Data storage center, IT of shipping logistic and environment favorable biology are the initiate. The academic and culture center, the leisure sports and games area, the commercial zone, all are well arranged and designed

to form a prosperous town for people to live and life.

According to the planned progress and estimation model, the construction of infrastructure, communal facilities and landscaping will be completed at the end of year 2015. By the end of 2018, the town is going to attract and gather capital input over 35 billion Yuan, of which, 20 billion Yuan will come from high-end manufacturing, new-and high-technology industries and modern service industries; the accumulating utilization of foreign capital will be over 1 billion USD. At the end of 2019, the town is going to achieve sale income 40 billion Yuan, generate tax 1.5 billion Yuan annually.

Under the general proposition of accelerating transformation and upgrading of industry in Yangtze Delta, with the geography advantage of sitting at the portal of Yangtze Bridge of Shanghai-Tongzhou railway, Shibei-Nantong Hi-tech Town is designated to be a new urban-complex linking Shanghai and Nantong, a representative area of new-and high-technology industries, circular and low carbon economy, modern service industry, and is bound to be a generator to power the economic growth of Nantong as well as Shanghai.
