Wars throughout history have been waged for conquest and plunder. In the Middle Ages when the feudal lords who inhabited the castles-whose towers may still be seen along the Rhine--concluded to enlarge their domains, to increase their power, their prestige and their wealth they declared war upon one another. But they themselves did not go to war any more than the modem feudal lords, the barons of Wall Street go to war. The feudal barons of the Middle Ages, the economic predecessors of the capitalists of our day, declared all wars. And their miserable serfs fought all the battles. The poor, ignorant serfs had been taught to revere their masters; to believe th{ltt when their masters declared war upon one another, it was their patriotic duty to fall upon one another and to cut one another's throats for the profit and glory of the lords and barons who held them in contempt. And that is war in a nutshell. The master class has always declared the wars; the subject class has always fought the battles. The master class has had all to gain and nothing to lose, while the subject class has had nothing to gain and all to lose especially their lives.

2017考研英语一翻译真题解析.doc Directions:Read the following text carefully and then translate the underlined segments into Chinese. Your translation should be written neatly on the ANSWER SHEET. (10 points)The growth of the use of English as the world`s primary language for international communication has obviously been continuing for several decades.(46)But even as the number of English speakers expands further there are signs that the global predominance of the language may fade within the foreseeable future.Complex international, economic, technological and culture change could start to diminish the leading position of English as the language of the world market, and UK interests which enjoy advantage from the breath of English usage would consequently face new pressures. Those realistic possibilities are highlighted in the study presented by David Graddol(47)His analysis should therefore end any self-contentedness among those who may believe that the global position of English is so stable that the young generation of the United Kingdom do not need additional languagecapabilities.David Graddol concludes that moonlit English graduates face a bleak economic future as qualified multilingual youngsters from other countries are proving to have a competitive advantage over their British counterparts in global companies and organizations. Alongside that, (48)many countries are introducing English into the primary-school curriculum but British schoolchildren and students do not appear to be gaining greater encouragement to achieve fluency in other languages. If left to themselves, such trends will diminish the relative strength of the English language in international education markets as the demand for educational resources in languages, such as Spanish , Arabic or Mandarin grows and international business process outsourcing in other language such as Japanese, French and German, spreads.(49)The changes identified by David Graddol all present clear and major challenges to UK`s providers of English language teaching to people of other countries and to broader education business sectors. The English language teaching sector directly earns nearly &1.3 billion for the UK in invisible exports and our other education related exploresearn up to &10 billion a year more. As the international education market expands, the recent slowdown in the number of international students studying in the main English-speaking countries is likely to continue, especially if there are no effective strategic policies to prevent such slippage. The anticipation of possible shifts in demand provided by this study is significant:(50) It gives a basis to all organization which seek to promote the learning and very different operating environment. That is a necessary and practical approach. In this as in much else, those who wish to influence the future must prepare for it.【答案】(46)翻译:但是即使当下英语使用者的人群还在进一步扩大,有迹象表明:在可预见的未来,英语可能会逐渐失去其全球主导地位。

Hitchhiking may have fallen out of favor, but a new form of ride sharing has emerged to replace it on—where else?—the Web. Today tens of thousands of Americans go online every month to stick a virtual thumb out in cyberspace, especially during holiday travel seasons.—the largest ride-sharing forum—expects to receive a 50% increase in requests from users hoping to catch a ride home for Thanksgiving dinner. And why not? As a mode of travel, it's cheap, fuel efficient and relatively safe. Besides, says Jim Buckmaster, CEO of Craigslist, "it's an adventure."Ride sharing on Craigslist is basically an electronic version of the bulletin boards you find on most college campuses. People seeking rides say where they want to go, and drivers with room to spare arrange a place to meet. Craigslist, which requires no membership and charges no fee, fields 20,000 ride-sharing posts in a typical month, a number that swells to 30,000 during peak travel times. To meet the growing demand, more than a dozen major ride-sharing sites have sprung up, many of them quite sophisticated. At you enter your destination, and the site spits out a list of registered users headed your way. , one of the fastest-growing sites with 11,000 unique users since August, will send you a text message when a potential match arises. It will also bit you with a $2 surcharge for each transaction and take 9.5% off the driver's fee. How much arc those fees? That depends on what kind of deal you can strike.Ride sharing generally affords more companionship than a train or bus trip. A disclaimer on eRideShare, corn reads, "While the American Automobile Association (AAA) encourages carpooling with someone you know, it warns against ride sharing when you don't know who is behind the wheel.Ride-sharing sites like Ridester have tried to alleviate safety concerns by requiring users to register and instituting a feedback system in which passengers can rate the quality of their driver. The site also offers an escrow account that holds a passenger's carpooling fee until the transaction is completed. For now the best advice is the one your mother would give: Don't get into a car with perfect strangers, and if their driving makes you uncomfortable, ask them to drop you at the nearest bus or train station.第58题"Hitchhiking may have fallen out of favor,..." (para. 1) means______.A.hitchhiking may not be as popular as beforeB.the passengers want the drivers to do them a favorC.the drivers no longer welcome the hitchhikersD.more and more people like to hitchhike now第59题Which of the following is NOT the characteristic of hitchhiking in cyberspace?A.It is fuel efficient.B.It is inexpensive.C.It is relatively safe.D.It is rather romantic.第60题Which site will send you a text message when a potential match arises?....第61题Which statement is TRUE according to the passage? is one of the fastest-growing sites.B.The fee Craigslist charges can be very high.C.Ride sharing provides more companionship than public transport.D.Ride-sharing sites discourage carpooling with perfect strangers.第62题What do ride-sharing sites like Ridester do to alleviate safety concerns?A.They try to encourage users to take buses or trains.B.They ask users to register and then give a feedback.C.They try to persuade the users to travel with those they know.D.They charge high fees from both drivers and hitchhikers.上一题下一题(63~67/共30题)SECTION 2: STUDA SKILLSDirections: In this section, you will read several passages. Each passage is followed by several questions based on its content. You are to choose ONE best answer. (A), (B), C. or (D), to each question. Answer all the questions following each passage on the basis of what is stated or implied in that passage and write the letter of the answer you have chosen in the corresponding space in your ANSWER BOOKLET.All living cells on earth require moisture for their metabolism. Cereal grains when brought in from the field, although they may appear to be dry, may contain 20 per cent of moisture or more. If they are stored in a bin, there is sufficient moisture in them to support several varieties of insects. These insects will, therefore, live and breed and, as they grow and eat the grain, it provides them with biological energy for their life processes. This energy will, just as in man, become manifest as heat. Since the bulk of the grain acts as an insulator, the temperature surrounding the colony of insects will rise so that, not only is part of the grain spoiled by the direct attack of the insects but more may be damaged by the heat. Sometimes, the temperature may even rise to the point where the stored grain catches fire. For safe storage, grain must be dried until its moisture content is 13 per cent or less. The direct drying of other foods has also been used. Fish has been dried in many parts of the world besides Africa. Slices of dried meat are prepared by numerous races. Biltong, a form of dried meat, was a customary food for travelers. The drying of meat or fish, either in the sun or over a fire, quite apart from the degree to which it exposes the food to infection by bacteria and infestation by insects, tends also to harm its quality. Proteins are complex molecular structures which are readily disrupted. This is the reason why dried meat becomes tough and can, with some scientific justification, be likened to leather. The technical process of drying foods indirectly by pickling them in the strong salt solutions commonly called 'brine' does less harm to the protein than straightforward drying, particularly if this is carried out at high temperatures. It is for this reason that many of the typical drying processes are not taken to completion. That is to say, the outer parts may be dried leaving amoist inner section. Under these circumstances, preservation is only partial. The dried food keeps longer than it would have undried but it cannot be kept indefinitely. For this reason, traditional processes are to be found in many parts of the world in which a combination of partial drying and pickling in brine is used. Quite often the drying involves exposure to smoke. Foods treated in this way are, besides fish of various sorts, bacon, hams and numerous types of sausages.第63题According to the passage, insects also spoil stored cereals by ______.A.consuming all the grain themselvesB.raising the surrounding temperatureC.increasing the moisture content in the grainD.attacking each other for more grain第64题Direct drying affects the quality of meat or fish because ______.A.it exposes them to insectsB.it makes them softerC.it damages the proteinD.it develops bacteria第65题It can be inferred from the passage that salting preserves food by ______.A.destroying the proteinB.drawing away moistureC.drying the food in the sunD.dressing the food第66题The word "pickling" (para. 3) means ______.A.exposing to the sunB.smoking directlyC.baking in an ovenD.keeping in salted water第67题What does the passage mainly discuss?A.Food Preservation.B.Biological Energy.C.Moisture Content.D.Molecular Structures.上一题下一题(68~72/共30题)SECTION 2: STUDA SKILLSDirections: In this section, you will read several passages. Each passage is followed by several questions based on its content. You are to choose ONE best answer. (A), (B), C. or (D), to each question. Answer all the questions following each passage on the basis of what is stated or implied in that passage and write the letter of the answer you have chosen in the corresponding space in your ANSWER BOOKLET.School bullying has many parents worried, and not just those whose kids have been on the receiving end. A series of shocking incidents has made headlines and provoked outrage incommunities across the country. In Columbus, Indiana, a 13-year-old was charged with felony intimidation after he held a knife against a fellow student's throat in a classroom while the teacher's back was turned. In Yorktown, Virginia, 16-year-old Christian Taylor took his own life shortly after his mother, Alise Williams, complained to high school officials that her son had suffered months of relentless bullying by classmates, including one student who she says told Christian to "just go ahead and commit suicide and get it over with."Those cases have prompted parents and school officials to ask whether we're just seeing the tip of the iceberg, since bullying often takes place off the radar screen of grown-ups. While overall incidents of school violence, such as assault and theft, have declined in the last decade, bullying is on the rise.Indeed, researchers have found that kids are particularly sensitive to intimidation and emotional cruelty. It makes them feel more fearful and anxious than if they were the victims of theft or a physical attack. And the suffering goes far beyond momentary humiliation. They are more likely to be distracted from learning, get poorer grades and become victims of violent crime. They feel powerless, and lose faith in the ability of adults to help them.Peer abuse has always existed at school, but the kinds of kids who are harassing others have changed. The stereotype of yesteryear—a physically intimidating, low-achieving, socially maladjusted loner—no longer applies. Instead, bullies these days are, often as not, popular kids and academic achievers. "They are alpha girls and quarterbacks and not necessarily kids struggling to gain a social foothold," says Elizabeth Englander, director of the Massachusetts Aggression Reduction Center at Bridgewater State College, which runs anti-bullying programs in K-12 schools. Girls are slightly more likely than boys to act out against others—not physically, but by using tactics like alienation and deliberate rumors calculated to inflict maximum psychological damage. So what causes a student who is doing well to go out of his or her way to hurt another? For one, there's the momentary rush kids get from being perceived as dominant in a group situation. But research suggests that the growing frequency and intensity of bullying may be the result of a troubling decline in social skills among adolescents. In a 2009 study, 75 percent of educators perceived a significant drop and 25 percent said they saw a slight decline.Psychologists say that these changes may be connected to the way we're raising our kids. In the last 20 years opportunities for preschoolers and elementary school kids to engage in free play with other children have pretty much evaporated. Instead, parents relentlessly cram their kids' schedules with an array of adult-led academic and sports enrichment activities.第68题In the first sentence "...those whose kids are on the receiving end" refers to ______.A.parents whose kids have been bulliesB.parents whose kids have been bulliedC.parents whose kids have witnessed bullyingD.parents whose kids have heard of bullying第69题Which of the following statements is TRUE according to the passage?A.Adults tend to turn a blind eye to bullying.B.Bullying is often attributable to inadequacy in social skills.C.Bullying, like theft, has increased in the last decade.D.Assault or theft is as scary as bullying.第70题Bullying may lead to all of the following EXCEPT that ______.A.victims have trouble concentrating on learningB.victims' academic achievements declineC.victims become aggressive themselvesD.victims suffer from a feeling of helplessness第71题Which of the following descriptions fits a typical present-day school bully?A.The bully is a student excelling in study or sports.B.The bully is a slow student with few friends.C.The bully is more likely a boy than a girl.D.The bully is big and strong for his/her age.第72题The word "evaporated" in the last paragraph most likely means ______.A.emergedB.evolvedC.changedD.vanished上一题下一题(73~77/共30题)SECTION 2: STUDA SKILLSDirections: In this section, you will read several passages. Each passage is followed by several questions based on its content. You are to choose ONE best answer. (A), (B), C. or (D), to each question. Answer all the questions following each passage on the basis of what is stated or implied in that passage and write the letter of the answer you have chosen in the corresponding space in your ANSWER BOOKLET.From the upstairs windows in Colin MacQueen's house there isn't a view of the sea but he can clearly see the ships towering over the roofs of flats and houses. The view is pretty spectacular. But it's what he cannot see that worries MacQueen. Like many cities across the UK, Southampton has poor air quality, and while the government and local authorities are looking to take action on cars, maritime fuel—the dirtiest and most polluting of all diesels—is on no one's radar. Not only do the giant cruise liners churn out pollutants at sea, they also keep their engines running when they are docked in places like MacQueen's home town.Britain is in the midst of something of a seafaring renaissance, with a growth in seagoing freight and an explosion in the holiday cruise market. Around the country, docks including those at Plymouth, Liverpool, Greenwich, Orkney, Edinburgh and Hull are proposing or working on expansions to accommodate more and bigger cruise and cargo ships. The number of Britons taking cruise holidays is estimated to surpass 2 million this year, double the number a decade ago. Globally, some 25 million people set sail last year, up by 10 million in a decade."More and more places are opening up for tourists: there are now 50 ports in the UK and Ireland that people on cruises can visit, and 19 cruise ports they can drive to to start their holiday. It's convenient and easy, and you can take all your luggage in the car right to the ship. Everythingis on board for the whole family and you sail to great places. It's a bit like the aviation industry: once everyone had to go to Heathrow or Gatwick, but then the regional airports opened up and it all became more accessible. The same thing is happening with cruises."For maritime towns, the issue is fraught, given the benefits the great ships bring. A campaign to stop the construction of a cruise terminal in Greenwich, south east London, failed last year, despite evidence of its impact on air quality. "Unlike for airports, railways and roads, the Department for Transport does not provide clear guidance on which ports should be prioritised for expansion, but generally supports growth," said Melissa Moore, policy head at the Marine Conservation Society. "This lack of strategy, and competition between ports, results in most trying to develop to attract cruise liner and shipping business.""Ever-larger ships necessitate the expansion of navigational channels, which can result in habitat removal and smothering as well as increased CO2, sulphur and nitric oxides emissions in the region. These big ships can be moored for several days as they load up, with engines idling. There is clearly a tightrope to be walked between quality of life for people and jobs and benefits to a city. "第73题The word "renaissance" (para. 2) is closest in meaning to ______.A.boomB.riseC.prosperityD.revival第74题Ten years ago, approximately ______ people took cruise holidays worldwide.A.2 millionB.10 millionC.15 millionD.25 million第75题Which of the following is NOT a reason for the popularity of cruises?A.More destinations are opened up for cruises.B.It is convenient to get to cruise ports.C.Fares have been reduced to give passengers value for money.D.There is access to delightful amenities on hoard.第76题The last sentence "There is clearly a tightrope to be walked between quality of life for people and jobs and benefits to a city." probably means ______.A.Obviously a balance needs to be achieved between quality of life for people and jobs and benefits to a city.B.Obviously no city can guarantee quality of life for people and jobs and benefits at the same time.C.Obviously quality of life for people and jobs and benefits to a city are in peril.D.Obviously quality of life has to be sacrificed for jobs and benefits to a city.第77题Which of the following statements is NOT true?。

1. My objective is to analyze certain forms of knowledge, not in terms of repression orlaw, but in terms of power. But the word power is apt to lead to misunderstandings about the nature, form, and unity of power. By power, I do not mean a group of institutions and mechanisms that ensure the subservience of the citizenry. I do not mean, either, a mode of subjugation that, in contrast to violence, has the form of the rule. Finally, I do not have in mind a general system of domination exerted by one group over another, a system whose effects, through successive derivations, pervade the entire social body. The sovereignty of the state, the form of law, or the overall unity of a domination are only the terminal forms power takes. It seems to me that power must be understood as the multiplicity of force relations that are immanent in the social sphere; as the process that, through ceaseless struggle and confrontation, transforms, strengthens, or reverses them; as the support that these force relations find in one another, or on the contrary, the disjunctions and contradictions that isolate them from one another; and lastly, as the strategies in which they take effect, whose general design or institutional crystallization is embodied in the state apparatus, inthe formulation of the law, in the various social hegemonies. Thus, the viewpoint that permits one to understand the exercise of power, even in its more “peripheral” effects, and that also makes it possible to use its mechanisms as a structural framework for analyzing the social order, must not be sought in a unique source of sovereignty from which secondary and descendent forms of power emanate but in the moving substrate of force relations that, by virtue of their inequality, constantly engender local and unstable states of power. If power seems omnipresent, it is not because it has the privilege of consolidating everything under its invincible unity, but because it is produced from one moment to the next, at every point, or rather in every relation from one point to another.2. The term “remote sensing”refers to the techniques of measurement andinterpretation of phenomena from a distance. Prior to the mid-1960s the interpretation of film images was the primary means for remote sensing of the Earth’s geologic features. With the development of the optomechanical scanner, scientists began to construct digital multispectral images using data beyond the sensitivity range of visible light photography. These images are constructed by mechanically aligning pictorial representations of such phenomena as the reflection of light waves outside the visible spectrum, the refraction of radio waves, and the daily changes in temperature in areas on the Earth’s surface. Digital multispectral imaging has now become the basic tool in geologic remote sensing from satellites. The advantage of digital over photographic imaging is evident: the resulting numerical data are precisely known, and digital data are not subject to the vagaries ofdifficult-to-control chemical processing. With digital processing, it is possible to combine a large number of spectral images. The acquisition of the first multispectral digital data set from the multispectral scanner (MSS) aboard the satellite Landsat in 1972 consequently attracted the attention of the entire geologic community. Landsat MSS data are now being applied to a variety of geologic problems that are difficult to solve by conventional methods alone. These include specific problems in mineral and energy resource exploration and the charting of glaciers and shallow seas. A more fundamental application of remote sensing is to augment conventional methods for geologic mapping of large areas.第二部分现代汉语段落英译二.请将以下两个汉语段落翻译成英语,每段20分,共计40分。

Answer the questions below each text by choosing A, B, C or D. Mark your answers on the ANSWER SHEET. (40 points)Text 1First two hours, now three hours —this is how far in advance authorities are recommending people show up to catch a domestic flight, at least at some major U.S. airports with increasingly massive security lines.Americans are willing to tolerate time-consuming security protocols in return for increased safety. The crash of Egypt Air Flight 804, which terrorists may have downed over the Mediterranean Sea, provides another tragicreminder of why. But demanding too much of air travelers or providing too little security in return undermines public support for the process. And it should: Wasted time is a drag on Americans' economic and private lives, not to mention infuriating.Last year, the Transportation Security Administration(TSA) found in a secret check that undercover investigators were able to sneak weapons —both fake and real —past airport security nearly every time they tried. Enhanced security measures since then, combined with a rise in airline travel due to the improving economy and low oil prices, have resulted in long waits at major airports such as Chicago's O'Hare International. It is not yet clear how much more effective airline security has become —but the lines are obvious.Part of the issue is that the government did not anticipate the steep increase in airline travel, so the TSA is now rushing to get new screeners on the line. Part of the issue is that airports have only so much room for screening lanes. Another factor may be that more people are trying to overpack their carry-on bags to avoid checked-baggage fees, though the airlines strongly dispute this. There is one step the TSA could take that would not require remodeling airports or rushing to hire: Enroll more people in the PreCheck program. PreCheck is supposed to be a win-win for travelers and the TSA. Passengers who pass a background check are eligible to use expedited screening lanes. This allows the TSA to focus on travelers who are higher risk, saving time foreveryone involved. TSA wants to enroll 25 million people in PreCheck. It has not gotten anywhere close to that, and one big reason is sticker shock: Passengers must pay $85 every five years to process their background checks. Since the beginning, this price tag has been PreCheck's fatal flaw. Upcoming reforms might bring the price to a more reasonable level. But Congress should look into doing so directly, by helping to finance PreCheck enrollment or to cut costs in other ways. The TSA cannot continue diverting resources into underused PreCheck lanes while most of the traveling public suffers in unnecessary lines. It is long past time to make the program work.21. The crash of Egypt Air Flight 804 is mentioned to____[A] explain American’s tolerance of current security checks.[B] stress the urgency to strengthen security worldwide.[C] highlight the necessity of upgrading major U.S. airports.[D] emphasize the importance of privacy protection.22. Which of the following contributes to long waits at major airports?[A] New restrictions on carry-on bags.[B] The declining efficiency of the TSA.[C] An increase in the number of travellers.[D] Frequent unexpected secret checks.23. The word “expedited”(Liner 4, Para. 5) is closet in meaning to____[A] quieter.[B] cheaper.[C] wider.[D] faster.24. One problem with the PreCheck program is____[A] a dramatic reduction of its scale.[B] its wrongly-directed implementation.[C] the government’s reluctance to back it.[D] an unreasonable price for enrollment.25. Which of the following would be the best for the text?[A] Less Screening for More Safety[B] PreCheck –a Belated Solution[C] Getting Stuck in Security Lines[D] Underused PreCheck LanesText 2“The ancient Hawaiians were astronomers,”wrote Queen Liliuokalani,Hawaii's last reigning monarch, in 1897. Star watchers were among the most esteemed members of Hawaiian society. Sadly, all is not well with astronomy in Hawaii today. Protests have erupted over construction of the Thirty Meter Telescope (TMT), a giant observatory that promises to revolutionize humanity's view of the cosmos. At issue is the TMT's planned location on Mauna Kea, a dormant volcano worshiped by some Hawaiians as the piko, that connects the Hawaiian Islands to the heavens. But Mauna Kea is also home to some of the world's most powerful telescopes. Rested in the Pacific Ocean, Mauna Kea's peak rises above the bulk of our planet's dense atmosphere, where conditions allow telescopes to obtain images of unsurpassed clarity.Opposition to telescopes on Mauna Kea is nothing new. A small but vocal group of Hawaiians and environmentalists have long viewed their presence as disrespect far sacred land and a painful reminder of the occupation of what was once a sovereign nation. Some blame for the current controversy belongs to astronomers. In their eagerness to build bigger telescopes, they forgot that science is not the only way of understanding the world. They did not always prioritize the protection of Mauna Kea's fragile ecosystems or its holiness to the islands' inhabitants. Hawaiian culture is not a relic of the past;it is a living culture undergoing a renaissance today.Yet science has a cultural history, too, with roots going back to the dawn ofcivilization. The same curiosity to find what lies beyond the horizon that first brought early Polynesians to Hawaii's shores inspires astronomers today to explore the heavens. Calls to disassemble all telescopes on Mauna Kea or to ban future development there ignore the reality that astronomy and Hawaiian culture both seek to answer big questions about who we are, where we come from and where we are going. Perhaps that is why we explore the starry skies, as if answering a primal calling to know ourselves and our true ancestral homes. The astronomy community is making compromises to change its use of Mauna Kea. The TMT site was chosen to minimize the telescope’s visibility around the island and to avoid archaeological and environmental impact. To limit the number of telescopes on Mauna Kea, old ones will be removed at the end of their lifetimes and their sites returned to a natural state. There is no reason why everyone cannot be welcomed on Mauna Kea to embrace their cultural heritage and to study the stars.26. Queen Liliuokalani’s remark in Paragraph 1 indicates____[A] her conservative view on the historical role of astronomy.[B] the importance of astronomy in ancient Hawaiian society.[C]the regrettable decline of astronomy in ancient times.[D] her appreciation of star watchers’feats in her time.27. Mauna Kea is deemed as an ideal astronomical site due to____[A] its geographical features.[B] its protective surroundings.[C] its religious implications.[D] its existing infrastructure.28. The construction of the TMT is opposed by some locals partly because____[A] it may risk ruining their intellectual life.[B] it reminds them of a humiliating history.[C] their culture will lose a chance of revival.[D] they fear losing control of Mauna Kea.29. It can be inferred from Paragraph 5 that progress in today’s astronomy____[A] is fulfilling the dreams of ancient Hawaiians.[B] helps spread Hawaiian culture across the world.[C] may uncover the origin of Hawaiian culture.[D] will eventually soften Hawaiians’hostility.30. The author’s attitude toward choosing Mauna Kea as the TMT site is one of____[A] severe criticism.[B] passive acceptance.[C] slight hesitancy.[D] full approval.Text 3Robert F. Kennedy once said that a country’s GDP measures “everything except that which makes life worthwhile.”With Britain voting to leave the European Union, and GDP already predicted to slow as a result, it is now a timely moment to assess what he was referring to.The question of GDP and its usefulness has annoyed policymakers for over half a century. Many argue that it is a flawed concept. It measures things that do not matter and miss things that do. By most recent measures, the UK’s GDP has been the envy of the Western World, with record low unemployment and high growth figures. If everything was going so so well, then why did over17million people vote for Brexit, despite the warnings about what it could do to their country’s economic prospects?A recent annual study of countries and their ability to convert growth into well-being sheds some light on that question. Across the 163 countries measured, the UK is one of the poorest performers in ensuring that economic growth is translated into meaningful improvement for its citizens. Rather than just focusing on GDR over 40 different sets of criteria from health, educationand civil society engagement have been measured to get a morerounded assessment of how countries are performing. While all of these countries face their own challenges, there are a number of consistent themes. Yes, there has been a budding economic recovery since the 2008 global crash, but in key indicators in areas such as health and education, major economies have continued to decline. Yet this isn't the case with all countries. Some relatively poor European countries have seen huge improvements across measures including civil society; income equality and the environment. This is a lesson that rich countries can learn: When GDP is no longer regarded as the sole measure of a country’s success, the world looks very different. So what Kennedy was referring to was that while GDP has been the most common method for measuring the economic activity of nations, as a measure, it is no longer enough. It does not include important factors such as environmental equality or education outcomes - all things that contribute to a person's sense of well-being.The sharp hit to growth predicted around the world and in the UK could lead to a decline in the everyday services we depend on for our well-being and for growth. But policymaker who refocus efforts on improving well-being rather than simply worrying about GDP figures could avoid the forecasted doom and may even see progress.31. Robert F. Kennedy is cited because he_____[A]praised the UK for its GDP.[B]identified GDP with happiness.[C]misinterpreted the role of GDP.[D]had a low opinion of GDP.32. It can be inferred from Paragraph 2 that____[A]the UK is reluctant to remold its economic pattern.[B]the UK will contribute less to the world economy.[C]GDP as the measure of success is widely defied in the UK.[D]policymakers in the UK are paying less attention to GDP.33. Which of the following is true about the recent annual study?[A]It excludes GDP as an indicator.[B]It is sponsored by 163 countries.[C]Its criteria are questionable.[D]Its results are enlightening.34. In the last two paragraphs, the author suggests that____[A]the UK is preparing for an economic boom.[B]high GDP foreshadows an economic decline.[C]it is essential to consider factors beyond GDP.[D]it requires caution to handle economic issues.35. Which of the following is the best??for the text?[A]High GDP But Inadequate Well-being, a UK lesson[B]GDP figures, a Window on Global Economic Health[C] Robert F. Kennedy, a Terminator of GDP[D]Brexit, the UK’s Gateway to Well-beingText 4In a rare unanimous ruling, the US Supreme Court has overturned the corruption conviction of a former Virginia governor, Robert McDonnell. But it did so while holding its nose at the ethics of his conduct, which included accepting gifts such as a Rolex watch and a Ferrari Automobile from a company seeking access to government. The high court’s decision said the judge in Mr. McDonnell’s trail failed to tell a jury that it must look only at his “official acts,”or the former governor’s decisions on “specific”and “unsettled”issues related to his duties.Merely helping a gift-giver gain access to other officials, unless done with clear intent to pressure those officials, is not corruption, the justices found. The court did suggest that accepting favors in return for opening doors is “distasteful”and “nasty.”But under anti-bribery laws, proof must be made of concrete benefits, such as approval of a contract or regulation. Simplyarranging a meeting, making a phone call, or hosting an event is not an “official act.”The court’s ruling is legally sound in defining a kind of favoritism that is not criminal. Elected leaders must be allowed to help supporters deal with bureaucratic problems without fear of prosecution of bribery. “The basic compact underlying representative government,”wrote Chief Justice John Roberts for the court, “assumes that public officials will hear from their constituents and act on their concerns.”But the ruling reinforces the need for citizens and their elected representatives, not the courts, to ensure equality of access to government. Officials must not be allowed to play favorites in providing information or in arranging meetings simply because an individual or group provides a campaign donation or a personal gift. This type of integrity requireswill-enforced laws in government transparency, such as records of official meetings, rules on lobbying, and information about each elected leader’s source of wealth.Favoritism in official access can fan public perceptions of corruption. But it is not always corruption. Rather officials must avoid double standards, or different types of access for average people and the wealthy. If connections can be bought, a basic premise of democratic society –that all are equal in treatment by government- is undermined. (10 points)[A]The first published sketch, "A Dinner at Poplar Walk" brought tears to Dickens's eyes when he discovered it in the pages of The Monthly Magazine. From then on his sketches ,which appeared under the pen name "Boz" in TheEvening Chronicle, earned him a modest reputation.[B]The runaway success of The Pickwick Papers, as it is generally known today, secured Dickens's fame. There were Pickwick coats and Pickwick cigars, and the plump, spectacled hero, Samuel Pickwick, became a national figure.[C]Soon after Sketches by Boz appeared, a publishing firm approached Dickens to write a story in monthly installments, as a backdrop for a series of woodcuts by the ten-famous artist Robert Seymour, who had originated the idea for the story. With characteristic confidence, Dickens successfully insisted that Seymour's pictures illustrate his own story instead. After the first installment, Dickens wrote to the artist and asked him to correct a drawing Dickens felt was not faithful enough to his prose. Seymour made the change, went into his backyard, and expressed his displeasure by committing suicide. Dickens and his publishers simply pressed on with a new artist. The comic novel, The Posthumous Papers of the Pickwick Club, appeared serially in 1836 and 1837, and was first published in book form in 1837.[D]Charles Dickens is probably the best-known and, to many people, the greatest English novelist of the 19th century. A moralist, satirist, and social reformer. Dickens crafted complex plots and striking characters that capture the panorama of English society.[E]Soon after his father's release from prison, Dickens got a better job as errand boy in law offices. He taught himself shorthand to get an even better job later as a court stenographer and as a reporter in Parliament. At the sametime, Dickens, who had a reporter's eye for transcribing the life around him especially anything comic or odd, submitted short sketches to obscure magazines.[F] Dickens was born in Portsmouth, on England's southern coast. His father was a clerk in the British navy pay office -a respectable position, but wish little social status. His paternal grandparents, a steward and a housekeeper possessed even less status, having been servants, and Dickens later concealed their background. Dicken's mother supposedly came from a more respectable family. Yet two years before Dicken's birth, his mother's father was caught stealing and fled to Europe, never to return. The family's increasing poverty forced Dickens out of school at age 12 to work in Warren's Blacking Warehouse, a shoe-polish factory, where the other working boys mocked him as "the young gentleman." His father was then imprisoned for debt. The humiliations of his father's imprisonment and his labor in the blacking factory formed Dicken's greatest wound and became his deepest secret. He could not confide them even to his wife, although they provide the unacknowledged foundation of his fiction.[G] After Pickwick, Dickens plunged into a bleaker world. In Oliver Twist, e traces an orphan's progress from the workhouse to the criminal slums of London. Nicholas Nickleby, his next novel, combines the darkness of Oliver Twist with the sunlight of Pickwick. The popularity of these novels consolidated Dichens' as a nationally and internationally celebrated man of letters.D →41. →42. →43. →44. →B →45.Part CDirections:Read the following text carefully and then translate the underlined segments into Chinese. Those realistic possibilities are highlighted in the study presented by David Graddol(47)His analysis should therefore end any self-contentedness among those who may believe that the global position of English is so stable that the young generation of the United Kingdom do not need additional language capabilities.David Graddol concludes that monoglot English graduates face a bleak economic future as qualified multilingual youngsters from other countries are proving to have a competitive advantage over their British counterparts in global companies and organizations. Alongside that,(48)many countries are introducing English into the primary-school curriculum but British schoolchildren and students do not appear to be gaining greater encouragement to achieve fluency in other languages. If left to themselves, such trends will diminish the relative strength of the English language in international education markets as the demand for educational resources in languages, such as Spanish ,Arabic or Mandarin grows and international business process outsourcing in other language such as Japanese, French and German, spreads.(49)The changes identified by David Graddol all present clear and major challenges to UK`s providers of English language teaching to people of other countries and to broader education business sectors. The English language teaching sector directly earns nearly &1.3 billion for the UK in invisible exports and our other education related explores earn up to &10 billion a year more. As the international education market expands, the recent slowdown in the number of international students studying in the main English-speaking countries is likely to continue, especially if there are no effective strategic policies to prevent such slippage. The anticipation of possible shifts in demand provided by this study issignificant:(50) It gives a basis to all organization which seek to promote the learning and use of English,a basis for planning to meet the possibilities of what could be a very different operating environment. That is a necessary and practical approach. In this as in much else, those who wish to influence the future must prepare for it.46、But even as the number of English speakers expands further there are signs that the global predominance of the language may fade within the foreseeable future.(47)His analysis should therefore end any self-contentedness among those who may believe that the global position of English is so stable that the young generation of the United Kingdom do not need additional language capabilities.(48)many countries are introducing English into the primary-school curriculum but British schoolchildren and students do not appear to be gaining greater encouragement to achieve fluency in other languages.(49)The changes identified by David Graddol all present clear and major challenges to UK`s providers of English language teaching to people of other countries and to broader education business sectors.(50) It gives a basis to all organization which seek to promote the learning and use of English,a basis for planning to meet the possibilities of what could be a very different operating environment.Section III WritingPart A51.directionYou are to write an email to James Cook,a newly-arrived Australia professor, recommending some tourist attraction in your city .Please give reason for your recommendation. You should write nearly on the answer/sheet.Dot not sign your own name at the end of the email .use "li ming"instead Do not write the address.(10 points)Part B52.Directions:Write an essay of 160-200 words based on the following pictures. Months later, senior management investigated why the project had flopped, costing hundreds of thousands of dollars. “It all traced back to this one word,”says Chia Suan Chong, aUK-based communications skills and intercultural trainer, who didn't reveal the tricky word because it is highly industry-specific and possibly identifiable.“Things spiralled out of control because both parties were thinking the opposite.”

Dear sisters and brothers, I am not against anyone. Neither am I here to speak in terms of personal revenge against the Taliban or any other terrorist group.Dear sisters and brothers, I am not against anyone, we realised the importance of pens and books when we saw the guns. The wise saying, “The pen is mightier than the sword.” It is true. The extremists are afraid of books and pens. The power of education frightens them. They are afraid of women. The power of the voice of women frightens them They are afraid of the equality that we will bring to our society.。
