虽然是几句话，但要包括三个部分，1、对方明确表示愿意参加这个项目，且对这个项目的意义有一个正面的评价；2、对方主要是承担哪一部分工作，并且这部分工作是对方所擅长的；3、明确表示对方愿意来中国指导、讨论或者交流（为项目下来以后经费使用打下铺垫）。
