我国保障性住房制度及实践的研究

摘要

伴随着住房制度货币化改革，我国政府为了解决中低收入阶层住房困难问题，从我国现有实际出发，参考发达国家住房保障政策的基础上，推出了一系列保障性住房政策，包括实行经济适用房政策、廉租房政策和房租补贴制度。住房保障性制度的实施，在一定程度上解决了中低收入阶层的住房困难问题。但是不可否认的是：这三项住房保障措施在实施过程中均出现了这样或那样的问题，使得现有住房保障制度的实施效果很不明显，难以令人满意。这要求我们对现行住房保障制度进行全方位的思考，根据我国社会经济和住房发展的实际情况，构建一个更为科学、合理、高效、公平的住房保障制度，以更好地解决广大中低收入居民的住房问题，促进和谐社会的建立。目前，城镇居民的住房保障问题引起了我国政府和学术界的广泛重视，但研究多集中在如何对现有住房保障制度进行改革方面，对我国住房保障制度进行深入系统研究，探索全新住房保障模式的成果很少。

本论文运用理论分析和实证分析相结合的方法，对我国住房保障制度的建立进行了系统性的研究。本论文主要的研究目的，就是通过研究国内外住房保障理论最新研究成果，对不同住房保障方式进行经济效应比较分析，参考发达国家和地区在住房保障政策方面的成功经验，结合我国住房保障制度的实际，构建适合我国国情的住房保障制度，最大限度地解决我国住房难的问题。

ABSTRACT

With housing system currency reform, the Chinese government in order to solve the problems in the housing difficulties of low-income people, from our existing reality, the developed countries for reference on the basis of housing security policy, introduced a series of affordable housing policy, including execute economy applicable room policy, low-cost policy and system of housing accumulation fund. Implementation of the system of affordable housing in a certain extent, resolve the housing difficulties of low-income groups. However, it is undeniable that the three housing safeguard measures in the process of implementing all appeared of this or that kind of problem, make the existing housing safeguard system implementation effect is not obvious, not acceptable.

This requires us to the current housing safeguard system for all-round thinking, according to China's social economy and housing development reality, to construct a more scientific, reasonable and efficient, fair housing safeguard system, to better solve the housing problem in the low-income residents, and promote the establishment of a harmonious society. At present, urban housing security problems aroused the Chinese government and academia, but the extensive attention on how to study for existing housing system reform of the housing system, further system of exploring new housing safeguard model results rarely.

This paper use normative analysis and empirical analysis of the method of combining the establishment of China's housing guarantee system on the systemic research. This thesis mainly research purposes, is through the study of domestic and foreign housing safeguard theory latest research results of different housing safeguard way economic effect comparison analysis, from the developed countries and regions in housing policy in China, combining the successful experience of the actual housing system, constructing suitable for China's national conditions of housing safeguard system, utmost ground solve our housing difficult question.
