1949年3月18日，美国和西欧国家公开建立北大西洋公约组织，于同年4月4日在美国华盛顿签署《北大西洋公约》后正式成立。

为与以前苏联为首的东欧集团国成员相抗衡，《北大西洋公约》第5条规定成员国受到的攻击一旦被确认，其他成员国将作出即时反应。
