突发安全事件处理规范

Unforeseen Occurrence Handling Procedures

一、遇有突发性安全事故，公司员工应沉着冷静，及时采取有效措施，尽可

能控制事态进一步发展。Emergency situation – Staff must remained calm and proceed with immediate reactive procedures, to take control of the situation, preventing further damages and/or worsen situation.

二、遇紧急情况，所有员工均有义务直接向所在部门经理、保安部、值班经

理或总经理报告，勿需安正常程序逐级请示汇报，以免贻误时机。In emergency, all staff shall be responsible to report to the immediate head of department, the security department, duty manager and/or General Manager.

三、在处置突发事件的过程中，所有员工必须服从总经理或现场负责处理事

件的领导的统一指挥调遣。During emergency, all employees shall be required to follow instruction diligently from the General Manager and/or emergency command personnel.

四、发生偷窃、抢劫、凶杀或其它突发性事件，应立即报告保守部，同时保

护好现场，除紧急抢救外，无关人员不得进入现场。In cases of theft, robbery and/or concern bodily harm, all staff must not alter the state of the scene and/or enter the scene other than to safe the lives of fellow colleagues.

五、公司员工一旦发现可疑情况或各类违法犯罪活动，应立即报告保安部，

不得知情不报或事后才报。Employees must report to the security department if they were to suspect foul play and/or unusual concurrence within the company premises, golf course and/or surrounding areas.

六、当治安管理部门、保安人员进行安全检查和处理案件时，有关员工应积

极配合，正确提供情况，不得隐情不报或弄虚作假。All employees shall be required to assist in investigation, provide clues and information for cases of incidents and emergencies.七、发生火警、火灾时，工作人员除应立即向营运部和保安部报警外，对可

控制的火情应马上采取有效措施先行扑救，扑救完毕后保护好现场，待有关部门检查完毕后方可整理事发现场；对难以控制的情况，除立即报警外，应立即通知、组织引导场区内宾客迅速疏散撤离至安全区，公司员工不得弃客

先逃。During fire situation, staff should report to operation and security department immediately. For cases where staff is able to control the situation from worsening, they must react immediately and protect the premises. Do not alter the scene so as for the investigators complete with the necessary investigations.

八、保安部具体负责处理公司消防、冶安安全事务，工程部具体负责公司电

气安全，其它各部门具体负责本部门辖区范围内的安全生产操作工程工作，各部门负责人有权直接处置所辖范围内发生的一般突发安全事件，重大情况须及时通报相关部门。Security department is responsible for fire safety and prevention as well as the safety of the company, its properties and its staff. Engineering department has a responsibility to protect the safety and fire prevention of all electrically related items. Other departments are expected to protect their respective departmental safety procedures and prevention.

Respective departments are required to administrate their respective policy for safety prevention.九、公司安全委员会、消防委员会负责对重大安全事帮责任调查，对违反安

全规章而造成的事故出具事故调查报告和责任认定意见书上报总经理室，追究当事人责任。All departments are responsible for the safety prevention and protection. And will be responsible for and mis-management and/or lack of protective measures that cause loses to the company shall be severly dealt with and may result in dismissal.
