摘要

住房问题是重要的民生问题，是每个人基本生活保障的前提，也是家庭和睦，社会稳定的关键。但从2003年以来房价飞速增长，居高不下，买房成为许多人，特别是中低收入家庭的奢望。面对高额房价，他们也只能望而兴叹。对于中低收入家庭而言，他们没有能力通过市场经济来解决住房问题，只能寄希望于通过政府保障途径来满足居住和住房条件改善等需求。因此如何保障中低收入家庭的住房条件，保证社会和谐稳定发展成为当前政府工作中亟待解决的问题。

我国由于人口众多，住房问题一直是阻碍经济发展的大问题，为了改善人们买不起高价房的现状，国家提出了建设经济适用房与廉租房的理论。经济适用房与廉租房是我国目前城市中对中低收入家庭住房保障制度的两种基本形式，但由于中国城市住房保障制度还刚刚起步，制度本身还存在许多需要完善的部分，出现了许多违背制度初衷的现象。例如，经济适用房供应量有限，购买者非实际的中低收入家庭，住房公积金能补偿住房消费等诸多问题。使得当前城市中低收入阶层的住房保障整体效果并不尽人意。因此，深化对城市中低收入家庭住房保障制度研究具有重要的理论和现实意义。

本文首先通过文献综述的形式对国内外学者在城镇家庭住房问题方面的研究情况进行总结，说明什么是住宅和住房消费；其次，介绍了我国住房保障制度的改革与发展，并通过数据资料对我国城市中低收入家庭的现状进行分析，给出本文关于城市中低收入家庭的定义，并针对目前我国中低收入家庭的住房现状和住房保障措施实行过程中存在的问题进行研究和分析；再次，以美国、德国、新加坡、香港为例分析国内外的成功经验，找到能为我国借鉴的有用措施；最后提出了建立和完善我国住房保障制度的一些对策建议:一是建立适合我国的住房发展计划;二是加强保障性住房的运营监管，三是完善财政和金融政策。四是建立住房保障制度的环境制度建设。

本文尚有诸多不足，有待更多学者做出深入研究，解决这个重要的国计民生问题。

Abstract

Housing is an important livelihood issues, everyone is the premise of guaranteeing the basic livelihood needs, but also family harmony, and social stability. But since 2003, rapid growth in housing prices, high as a house, many people, especially those in low-income families expect. Faced with high prices, they can only hope and helpless. For low-income families, they do not have the ability of a market economy to solve the housing problem can only hope by the Government to protect means to meet improve the living and housing conditions, and other demand. So how to protect low-income families in the shelter conditions to ensure social harmony and stability as the current development of the work that urgently need to solve the problems.

Economic Housing and low-rent housing in the city is China's current low-income housing in the security system of two basic forms, but China's urban housing security system has just started, the system still need to perfect the part of many, contrary to the many System mind phenomenon. For example, the economy housing supply is limited, the actual buyers in the non-low-income families, housing provident fund to compensate housing consumption, and many other issues. Make the city's low-income housing and to protect the overall results unsatisfactory. Therefore, in the deepening of the urban low-income housing security system, which is an important theoretical and practical significance.

This paper first through literature review in the form of domestic and

foreign scholars in urban housing problems of low-income families in the study, summed up the situation, find out the topic of choice significance of this paper, the solution of this problem theoretical basis and secondly, on the country's housing security the reform and development of the system and, through data on low-income families in the city of Tianjin an analysis of the status is given in this paper on urban low-income families in the definition of Tianjin and targeted at low-income families in the housing situation and housing security measures in the course of the implementation of research and analysis on issues; again, the United States, Germany, Singapore, Hong Kong as an example of the successful experience at home and abroad, to find a useful reference for the city; final proposed the establishment of Tianjin and improve housing security Some Suggestions system: First, we have established for the housing development project in Tianjin; Second, strengthen the protection of the operation of housing regulation, and the third is sound fiscal and monetary policies. Fourth, the establishment of housing security system environment system construction.

In this paper, there are many inadequacies, more scholars to be made in-depth study and solve this important national economic issues.
