青岛海产品出口现状及问题

摘要

青岛市农产品出口受到农业生产规模普遍偏小、大型龙头企业少、品牌优势不明显、产品加值低、质量安全存在隐患、出口市场过分集中潜在风险较大、国际市场需求不足、国际贸易保护主义、人民币汇率波动较大等内外部因素的制约。促进青岛农产品出口，必须加强出口农产品生产基地建设，实行标准化生产，规模化经营;从多方面加大对农产品精深加工出口企业的扶持;建立农产品出口预警机制，指导农业生产经营及出口加工企业及时调整生产、加工、出口策略;加快企业质量和诚信体系建设;完善多层次的农产品出口政策促进体系;积极实施出口农产品品牌战略;加快实施市场多元化战略，分散出口市场风险;加强部门协作，帮助企业解决出口退税、信货、劳资、市场开拓等实际困难，为出口企业营造一个良好的发展环境。

Abstract

Qingdao city agricultural products exported by the agricultural production scale is generally small, large leading enterprises, brand advantage is not obvious,the product added value is low, the existence of hidden dangers, the quality and safety of export market too concentrated potential risks, the international market demand is insufficient, international trade protectionism, the RMB exchange rate fluctuates

greatly the internal and external factors restricting.To promote the export of agricultural products of Qingdao, we must strengthen the construction of export of agricultural products production base, the implementation of standardized production, scale management; from theincrease of intensive processing of agricultural products export enterprises tosupport various aspects; the establishment of agricultural products exportearly warning mechanism to guide agricultural production and operation and export processing enterprises to timely adjust production, processing and export strategy; speed up the quality and the credit system construction of enterprise; improve the export of agricultural products to promote the policy of multi-level system; and actively implement the brand strategy of export of agricultural products; to speed up the implementation of the strategy of market diversification, diversify the export market risk; strengthen cooperation, to help enterprises solve the export tax refund, credit, labor, market development and other practical difficulties, to create a good environment for the development ofexport enterprises.
