内容摘要

国债是以国家信用为基础发行的债券，是一国债券市场的重要组成部分。国债具有一系列的优点，在社会发展中起着不可忽视的重要作用。国债是政府弥补财政赤字的重要手段，对整个国民经济的运行都会产生影响，国债可以影响货币供给、国民产出和利率。国债的发行一般情况下都会促进经济和就业的增长，因而国债是宏观金融调控的重要工具。中央银行作为一国货币政策的主要制定者和执行者，其一项重要的职能就是宏观金融调控，因此，应当完善中央银行对国债运行的管理体系，促进经济持续稳定增长，更好地实现宏观金融调控。

本文分为六大部分对如何运用国债进行宏观金融调控展开论述：第一部分，从含义、特点、分类方面对国债作了简要概述；第二部分，论述了国债在社会发展中所起到的重要作用；第三部分，论述了国债运行的经济效应；第四部分，国债成为宏观金融调控的重要工具；第五部分，关于运用国债加强宏观金融调控的政策建议；第六部分，为本文结论部分。其中，三四五部分为本文所论述的主体部分。

Abstract

National debt i s based on national credit, and it is an important part of a country’s bond market. National debt has a series of advantages, playing an important role in social development which can not be ignored. National debt is an important means of the government to make up finance deficit,and it will have an impact on the operation of the entire national economy .National debt can affect the money supply, interest rate and national output. The issuance of national debt in general will promote economic and employment growth, and national debt is an important tool of macro financial regulation. As a main monetary policy-maker and executor ,one of the important function of Central bank is the macro financial regulation, therefore,we should perfect the management system of the central bank debt operation, promote the sustained and stable economic growth, and achieve the macro financial regulation better.This paper is divided into six parts to discuss how to use national debt in the national macro financial regulation: in the first part, making a brief introduction to the meaning, characteristics, classification of national debt; in the second part, discussing the important role played by national debt in the social development ; in the third part, discussing the economic effect of national debt operation; the fourth part, discussing national debt as the important tool of financial macro-control; the fifth part,some policy recommendations on the use of national debt to strengthen the financial macro-control ; the sixth part is the conclusion. Among them, part three, part four and part five are essence of this paper. .
