1、答复对方的疑问，驳斥对方的观点 2、支持prime minister的观点（完善补充） 3、添加新的论点 注意： closing proposition的两名成员虽然与我方支持同一观 点，但实际上也处于竞争关系，所以deputy要尽量完善自己的 观点，不要留给lower house过多的展现机会

职责与注意点参照 deputy prime minister
Member of Proposition/Opposition：
1、通过案例延展来支持upper house的立场 2、支持的同时提出新的不同意upper house的观点或者原因 3、反驳对方的理由与观点 注意： 一定要提出新的观点，否则视为职责完成不充分 如果己方的upper house对于某个问题的理由解释不充 分或表述不成熟一定要提出并且完善
